Ill~IPI~OVEMENT OI~,DINANCE ORDINANCE NO. 4~, 9 An Ordinance to improve East side of Hilyard Street het-r,een Twenty-third Avenue and Twenty fourth Avenue by construction of concrete sidewalk ands=~ excluding the existing walk, THE CITY-OF EUGENE DOES ORDAIN AS FOLLOWS: Section 1. That the Common Council of the City of Eugene, Lane county, Oregon, does hereby declare its intention to improve East side of Hilyard Street between Twenty-third Avenue and Ttiventy- fourth Avenue by construction of ooner<.=.te sidewalk and excluding the existing walk, and making such other and further improvements in connection therewith as may be necessary and proper to a properly Waved walk all in accordance with the plans and specifica- tions to be prepared by the city engineer as hereinafter specified. Section 2. That the city engineer is hereby directed to make and prepare plans and specifications for the said improvement as provided in Section One of thi's Ordinance and file the same with the City Recorder. sidewalks Section 4. WHEREAS, tl~ improvement contemplated and provided for by this ordinance, is a necessary improvement, and the ;~o be improved are in such a condition that their immediate improvement is essential to their safety, it. is, therefore, declared that an emergency exists and that it is necessary for the immediate preservation of the public peace, health and safety, that this ordinance take effect at once, and it is ordered that .this act shall take effect immediately upon its passage by the Council and approval by the Mayor.
