ISSUE STATEMENT
The council is asked to appoint up to three members to the Voters’ Pamphlet Proponent Committee for
the Library Local Option Levy ballot measure for the November 7, 2006, General Election
BACKGROUND
On May 22, 2006, the City Council unanimously adopted Resolution No. 4868 referring to the legal
electors of the City of Eugene a measure authorizing a Four-Year Local Option Levy for the funding of
Library Operations.
The council is being asked in a separate item to direct the City Manager to prepare and distribute a
voters’ pamphlet for the November 7, 2006, election.
Eugene Code 2.994(1)(b) requires the content of the Voters’ Pamphlet to include one argument in favor
of each measure followed by a rebuttal to the argument and one argument in opposition to the measure
followed by a rebuttal to that argument.
For City Council-referred measures, the written argument in favor and the rebuttal to the opposition
argument are to be submitted by one or more of the city councilors who voted in favor of the measure.
(EC 2.996(1)(b). The argument in opposition to the measure and the rebuttal to the argument in support
are to be written by a three-member committee chosen by the City Recorder by lot from among
applications that have been received in accordance with code requirements.

Eugene Code sets forth the requirements for the arguments contained in the voters’ pamphlet.
OPTIONS
1.The council may appoint as few as one and as many as three councilors to prepare the proponent
argument and rebuttal to the opposing argument for the Library Levy Ballot Measure.
2. Depending on whether one, two, or three councilors wish to serve on the proponent committee, the
council may appoint additional citizen members to the committee in order to create a three-person
committee.
