ISSUE STATEMENT
The council is asked to appoint up to three members to the Voters’ Pamphlet Proponent Committee for
the Parks, Recreation and Open Space (PROS) General Obligation Bond ballot measure for the
November 7, 2006, General Election
BACKGROUND
On May 22, 2006, the City Council unanimously adopted Resolution No. 4869 calling a City election on
November 7, 2006, for the purpose of referring to the electors a measure authorizing the issuance of a
maximum of $25,490,000 of General Obligation Bonds for Parks, Recreation, and Open Space Projects.
The council is being asked in a separate item to direct the City Manager to prepare and distribute a
voters’ pamphlet for the November 7, 2006, election.
Eugene Code 2.994(1)(b) requires the content of the Voters’ Pamphlet to include one argument in favor
of each measure followed by a rebuttal to the argument and one argument in opposition to the measure
followed by a rebuttal to that argument.
For City Council-referred measures, the written argument in favor and the rebuttal to the opposition
argument are to be submitted by one or more of the city councilors who voted in favor of the measure.
(EC 2.996(1)(b). The argument in opposition to the measure and the rebuttal to the argument in support
are to be written by a three-member committee chosen by the City Recorder by lot from among
applications that have been received in accordance with code requirements.

Eugene Code sets forth the requirements for the arguments contained in the voters’ pamphlet.
OPTIONS
1.The council may appoint as few as one and as many as three councilors to prepare the proponent
argument and rebuttal to the opposing argument for the PROS Bond Measure.

2. Depending on whether one, two, or three councilors wish to serve on the proponent committee,
council may appoint additional citizen members to the committee in order to create a three-person
committee.
SUGGESTED MOTION
Mote to appoint ____________________, ____________________, and ____________________ to
the Voters’ Pamphlet Proponent Committee for the PROS General Obligation Bond Measure to be voted
on in the November 7, 2006, election.
