General
1. The completed filing (attached argument and $300 or 300 signatures of electors of the City of Eugene) must be
received by the City Recorder's Office, 777 Pearl St., Rm 105, Eugene, OR 97401, no later than 5:00 p.m. on the
filing deadline day. Postmarks are not considered. Anv fIlinl!s received after the 5:00 p.m._ September 14_ 2006
deadline will be rei ected.
2. Improper or incomplete signatures or petition signature sheets will be rejected in accordance with Oregon State
standards.
3. The City Recorder's Office will correct any spelling errors but will not correct grammar and punctuation errors.
4. An amended argument may be submitted until 5:00 p.m. on the filing deadline. If you choose to submit an amended
statement you must file a completed measure argument form with the box "amended argument" marked, and you must
either pay the $300 filing fee or obtain 300 verified voter's signatures in support of the amended argument. No
changes will be accepted after the deadline.
5. Arguments are printed in the voters' pamphlet in the order they are filed with the City Recorder's Office. If you
submit an amendment to your argument, it will be placed in the voters' pamphlet based on the date and time of filing
the amendment.
Measure Ar{!ument
1. If the argument contains impermissible content or is in an incorrect form, it will need to be amended. Signatures
obtained before the argument is amended will not be counted. It is recommended that you allow enough time for the
City Recorder to review the argument and for you to amend it, if necessary, before the September 9 filing deadline.
2. The measure argument must be typewritten on standard 8-1/2" X 11" white paper. Ifnot, your filing will be rejected.
3. The sil!nature of the individual furnishing the information must be submitted with the argument. If multiple names
are listed. each person must sign.
4. The argument shall consist of words and numbers only; charts or graphics may not be used.
5. The total argument must fit within 3-5/8 x 8 inches of space (one column). If an argument exceeds size, the City
Recorder will edit the argument or reduce font size to ensure compliance. If the argument must be edited to comply
with space limitations, an additional $300 filing fee will be assessed.
6. No italics may be used except when identifying publications. If italic type is used improperly, it will be changed to
plain text.
7. If any material in the argument violates the provisions ofORS 251.055, the material in violation will be rejected. The
City Recorder will notify the pyrson responsible for the argument, if possible, of the rejection and the person may
revise the argument only to the extent necessary to bring the argument into compliance with the statute.

STATEMENT OF INDEPENDENT EXPENDITURES: If a person or an established organization that is not a
Political Action Committee makes an expenditure of their own personal funds of more than $50 aggregate for the entire
election to place an argument in the voters' pamphlet, a "Statement of Independent Expenditures" (State Form PC 10)
will be required. A contribution made directly to a Political Action Committee and reported by the committee, or an
expenditure reported as an in-kind contribution by a committee, is not considered an independent expenditure.
POLITICAL ACTION COMMITTEE: If other political activity and expenses occur in support of or opposition to a
measure during an election period, it is recommended that the group file as a Political Action Committee (P AC) with the
appropriate jurisdiction.
Statements of Endorsement (ORS 251.049)
If the name of the person or organization is used in an argument as supporting or endorsing the argument, you must either:
· File a statement of endorsement signed by the person, or by an authorized person on behalf of an organization,
stating that he or she consents to the use of the name of the person or organization in your argument.
OR
· Use the name of the person or organization with a quotation made by the person or by an authorized person on
behalf of an organization. The quotation must have been disseminated to the public prior to its inclusion in the
argument and it must be identified in the argument by its source and date.
For the City of Eugene voters' pamphlet, either the "Statement of Endorsement for City of Eugene Voters' Pamphlet"
accompanying this instruction sheet or State Form SEL 400 may be used.
If any material in the argument violates the provisions ofORS 251.049, the material in violation will be rejected.

Shall City of Eugene acquire parkland, develop parks and athletic fields by issuing up to $27,490.000 in general obligation bonds?
If the bonds are approved. they will be payable from taxes on property or property ownership that are not subject to the limits of
sections 11 and 11 b, Article XI of the Oregon Constitution.

If approved, the proceeds from the saJe of the bonds will be used for costs related to the purchase of land for parks and open
space, and the construction and improvement of park facilities. Projects anticipated to receive funding through the bonds include:
· purchasing land for neighborhood and community parks in the Bethel, River Road/Santa Clara, south Eugene, Willakenzie and
Willow Creek areas
· purchasing land to expand Amazon Park and parkland in front of the Shelton-McMurphey-Johnson House
· expanding and constructing park facilities at Golden Gardens Park
· purchasing land for the preservation of natural open spaces near the Ridgeline Trail, the Willamette River and Gillespie Butte
· developing a West Eugene Wetlands Education Center in partnership with other federal and local agencies
· refurbishing existing synthetic-surface ball fields. and developing new fields and related facilities (such as restrooms, lights and
bleachers), in partnership with the Eugene 4J and Bethel school districts.
Bond costs are estimated to average about $0.15 per $1000 of assessed value per year over the life of the bonds.

Shall City of Eugene impose $2,687,500 each year for four years to fund library operations beginning in fiscal year 2008? This
measure may cause property taxes to increase more than three percent.
SUMMARY 175 words
In May 2002, the voters of the City of Eugene approved a four-year local option property tax levy in the amount of $4,900,000 per
year. The monies have funded library operations, including branch libraries, purchasing library materials, extending library hours,
and adding additional library staff. The levy is set to expire on June 30.2007. Beginning July 1,2007, this new local option levy
would renew a portion of the funding for the services now covered by the expiring levy. If passed, the proposed levy of $2,687,500
per year would total $10,750,000 over four years. It is estimated that the levy will average about $0.23 per $1000 of assessed
value per year over the four-year period of the levy. The estimated tax cost for this measure is an ESTIMATE ONLY based on the
best information available from the county assessor at the time of the estimate.

2.993 Voter's Pamphlet.
(1) the following definitions apply to sections 2.993 to 2.998:
(a) "Measure" means both city measures and school district
measures.
(b) "City measure" means a proposed city ordinance or charter
amendment or a proposition or question or advisory
measure placed on the ballot by the council, including a
measure referred on the recommendation of the Eugene
Water & Electric Board (EWEB). "City measure" also
includes municipal legislation or charter provisions placed
on the ballot by initiative or referendum petition.
(c) "School district measure" means a measure placed on the
ballot by the school district.
(d) "School district" means School District 4J or School District
52.
(2) The city manager shall publish and distribute a local voter's pamphlet
for each election in which a city measure is on the ballot unless:
(a) The city measu re is placed on the ballot by petition or
council action occurring less than 55 days before the
election date; or
(b) The council determines that the environmental, economic
and social impacts of adoption of the city measure are not
substantial enough to warrant the expense of preparation
and distribution of a voter's pamphlet.
(3) The city manager shall include in a voter's pamphlet published
pursuant to subsection (2) statements from candidates in races for
city offices (council, mayor, or EWEB member) if such statements are
submitted by the candidates, together with a fee in the amount of
$100.00.
(4) In the event that no city measure is submitted for a vote at an
election at which there is a race for a city office, and neither the state
nor county publish a voter's pamphlet open to candidates for city
offices who have submitted statements pursuant to subsection (3),
the city manager shall publish a voter's pamphlet which shall contain
such statements.
(5) A voter's pamphlet published by the city manager pursuant to
subsection (4) shall be distributed city-wide if a candidate statement
included therein is for the office of mayor or EWEB at large member.
If the only statements submitted are for city councilor EWEB
positions, the voter's pamphlet shall be distributed only in the wards
for which there are candidates who have submitted statements.
(6) Any time a voter's pamphlet is produced under this section, the city
manager shall include in the voter's pamphlet any school district
measure and any candidate statement for a school board position for
which timely notice and payment is received. The contents of a
school district measure shall comply with subsection 2.994(1 )(a); the
contents of a candidate's statement shall comply with subsection
2.994(3). ·
(a) Timelv notice.
1. For notice of a school district measure to be timely,
the school district must submit the text of the measure
to the city recorder not less than 55 days prior to the
date of the election.
2. For notice of a candidate's statement to be timely, the
candidate for a school board position must submit the
statement to the city recorder not less than 47 days
prior to the date of the election.
(b) Payment.
1. Prior to the inclusion of a school district measure in
the voter's pamphlet, the school district shall agree to
pay to the city the cost of the school district's portion,
as determined by the city recorder, of the printing,
advertising, mailing, and personnel expenses
associated with publishing the voter's pamphlet and
distributing it within the city limits. The school district
shall agree to pay to the city the full cost of the
expenses associated with the distribution of voter's
pamphlets outside the city limits.
2. Candidates for school board positions shall pay to the
city a fee in the amount of $100 at the time they
submit their statements to the city recorder.
(c) Submission of arauments for or aaainst school district
measure.
1. Written arguments in favor of or in opposition to a
school district measure may be submitted by following
the procedure described in subsections 2.996(1) and
(1 )(b), except that one or more school board
members voting in favor of the measure shall be
substituted for the city councilors.
2. Additional arguments in favor of or in opposition to a
school district measure may be submitted by following
the procedure described in subsection 2.996(2),
except that the required petition signatures shall be
those of school district electors.

Ordinance No. 20030, enacted December 4, 1995, effective January 3, 1996; and
Ordinance No. 20190, enacted February 28, effective March 29, 2000.)
2.994 Voter's Pamphlet - Contents.
(1) A voter's pamphlet published under section 2.993 shall contain for
each measure the following items in the following order:
(a) The ballot title, question, statement and text to be
submitted to the electors at the election for which the
pamphlet is prepared;
(b) One argument in favor of the measure not to exceed 350
words, followed by a rebuttal to the argument not to exceed
200 words; and one argument in opposition to the measure
not to exceed 350 words, followed by a rebuttal to the
argument not to exceed 200 words. Such arguments and
rebuttals shall be submitted in the manner provided in
subsection 2.996(1);
(c) Additional arguments in favor of, or in opposition to, the
measure may be submitted in the manner provided in
subsection 2.996(2). Each argument shall not exceed 3-
5/8 inches in width by 8 inches in length.
(2) In addition, the voter's pamphlet also may contain, either preceding
or following the ballot titles and arguments for each measure, other
general information about the election process that may be
economically feasible to publish. This information may include, but
is not limited to, hours of operation and location of polling places,
requirements for a citizen to qualify as an elector, when an elector
is required to re-register, how to register to vote, how an elector
may obtain and use an absentee ballot, a sample ballot, and other
relevant information, pictures, figures, and data relevant to the
election.
(3) Following the information contained in subsection (1), the voter's
pamphlet shall include statements from those candidates for city
offices who submit such statements and pay the required fee. The
statements shall not exceed 325 words and may include a
photograph of the candidate. Until such time as the city manager
adopts rules governing the size and/or type of candidate
information, the city shall apply the criteria adopted by the state
relating to candidate information in state voter's pamphlets.

2.996 Voter's Pamphlet - Submission of Arauments For or Aaainst Measure
and Statements from Candidates.
(1) Not less than 47 days prior to the date of the election, the written
arguments authorized by subsection 2.994(1 )(b) in favor of, and in
opposition to, a measure, shall be submitted to the city recorder. In
the event that the election is by mail ballot, the arguments shall be
submitted 54 days prior to the date of the election. Any rebuttals to
the arguments shall be submitted 37 days (44 days for mail ballots)
prior to the date of the election. Such arguments and rebuttals
shall be prepared and submitted in the following manner:
(a) Citizen-initiated measures. The written argument in favor
of the city measure, and the rebuttal to the argument in
opposition to the measure, shall be submitted by one or
more of the chief petitioners. The written argument in
opposition to the city measure, and the rebuttal to the
argument in support of the measure, shall be submitted by
a three-person committee. The committee shall be chosen
by the city recorder by lot, at a time and place announced
to all applicants, from among persons who file an
application for a position on the committee within a time
specified by the city recorder after appropriate notice of
opportunity to apply. An applicant shall certify under
penalty of perjury that he or she is a bona fide opponent to
the city measure. If no one applies for appointment to
prepare the argument in opposition, the voters' pamphlet
shall so state.
(b) City councilo-referred measures. The written argument in
favor of the city measure, and the rebuttal to the argument
in opposition to the measure, shall be submitted by one or
more of the city councilors who voted in favor of the
measure; exc~pt that in the case of a city measure referred
on the recommendation of EWES, one or more members of
the EWES Soard voting in favor of the measure shall be
substituted for the city councilors. The written argument in
opposition to the city measure, and the rebuttal to the
argument in support of the measure, shall be submitted by
a three-person committee chosen in the same manner as
provided by paragraph (1 )(a) of this subsection.
(c) Citizen-referred measures. The written argument in favor
of the city measure, and the rebuttal to the argument in
opposition to the measure, shall be submitted by one or
more of the city councilors who voted in favor of the
ordinance referred. The written argument in opposition to
the city measure, and the rebuttal to the argument in
support of the measure, shall be submitted by one or more
of the chief petitioners of the referral petition, so long as the
persons who submit the argument and rebuttal first certify
under penalty of perjury that they are bona fide opponents
of the ordinance. If the chief petitioners are not bona fide
opponents (e.g., if they merely favor the opportunity to vote
on the issue), the argument in opposition to the city
measure, and the rebuttal to the argument in support of the
measure, shall be submitted by a three-person committee
chosen in the same manner as provided by paragraph
(1 )(a) of this section.
If one or more member~ of the committees preparing the
arguments or rebuttals cannot agree on a consensus statement, he
or she may write his or her own statement not exceeding one-third
of the total number of words allocated to the argument or rebuttal.
The length of the consensus argument, if any, shall be reduced by
the same amount.
(2) Not less than 47 days prior to the date of an election (54 days for
mail ballots), additional arguments in support of, or in opposition to
a measure, authorized by subsection 2.994(1 )(c), may be
submitted, providing the petition submitting the argument is
accompanied by the signatures of 300 electors of the city
supporting the argument or is accompanied by a fee of $300.
(3) Statements from candidates for city offices shall be submitted not
less than 47 days prior to the date of an election (54 days for mail
ballots ).
(4) Each person signing a petition shall subscribe to a statement that
the person has read and agrees with the argument.
(5) Signatures on the petition shall be verified by the city recorder or
designee by comparing the signatures of the electors on the
petition with the signatures of the electors on the elector registration
cards. The city recorder or designee shall attach to the petition a
certificate stating the number of signatures believed to be genuine.
A signature not included in the number certified to be genuine shall
not be counted by the city recorder for determining compliance with
subsection (2) of this section.
(6) The city recorder shall reject any argument or statement which
(a) Contains any defamatory language;
(b) Contains any language which may not legally be circulated
in the mails; or
(c) Otherwise does not comply with sections 2.993 to 2.998 of
this code.
(7) The city recorder shall include in the voter's pamphlet on the page
of the printed candidate statement and arguments on a measure,
the name of the person who submitted the statement or argument,
the name of the organization the person represents, if any, whether
the argument supports or opposes the measure, the statement(s)
required by subsection 2.996(2), if applicable, and a disclaimer in
substantially the following form: "The printing of this (argument or
statement) does not constitute an endorsement by the City of
Eugene, nor does the City of Eugene warrant the accuracy or truth
of any statement made."

2.997 Voter's Pamchlet - Distribution. No later than the 14th day before the
election at which a measure is to be voted upon, the city manager shall
mail a voter's pamphlet to each residence within the appropriate
geographical area( s). The appropriate geographical area means the
following:
(a) For voter's pamphlets containing city measures or statements
from candidates for city wide, offices, the city limits of Eugene;
(b) For voter's pamphlets containing school district measures or
candidates for school board positions, the boundaries of the
school district; and
(c) For voter's pamphlets containing only statements from
candidates for city councilor EWES positions, the wards which
those candidates would represent if elected.
Voter's pamphlets shall be made available for public distribution at city
hall, the city library, and at other municipal facilities within the city.

2.998 Voter's Pamchlet - Rulemakina Power. The city manager shall have the
authority to issue rules and regulations governing:
(a) The content, form and deadline for filing any material required to
be filed under sections 2.993 to 2.998 of this code;
(b) Verification of signatures;
(c) Such other matters as are necessary for the administration of
sections 2.993 to 2.998 of this code.
Such rules and regulations shall be adopted using the process set
forth at section 2.019 of this code.

Committee Directors: All political action committees must designate at least one committee director who is not the

INSTRUCTIONS FOR FILING A CITY OF EUGENE
VOTER'S PAMPHLET ARGUMENT BY PETITION
1. Obtain:
· "Petition for City Measure Argument Signature Sheet"; and
· A copy of the caption of the ballot title which is the subject of the argument.
2. Complete the top portion of the Petition Signature Sheet form:
· Whether you intend to prepare a measure argument in favor or opposition to the measure;
· Ballot measure number;
· Name of person filing argument (must be the name of the person which you want printed in the voters'
pamphlet as furnishing the argument); and
· Caption of ballot title and Ballot measure number.
3. Before circulating petition, file with the City Recorder's Office:
· Copy of prospective "Petition for City Measure Argument Signature Sheet" which includes the above
information;
· Copy of the argument, for validation ("City of Eugene Voters' Pamphlet Argument Petition"); and
· State Form SEL 300 "Statement One Or More/No Petitioners Will Be Paid".
4. Attach a copy of the argument to each petition signature sheet and circulate for signatures.
5. After obtaining no fewer than 300 signatures of qualified voters:
· Sequentially number the signature sheets; and
· Pile "Petition for City Measure Argument Signature Sheets" in the City Recorder's Office with the
accompanying "Measure Argument for City of Eugene Voter's Pamphlet" no later than 5:00 p.m. on
the filing deadline day.
GUIDELINES FOR CIRCULATION OF PETITION (ORS 260.555, 260.560)
Petition circulator:
Must ensure all voters who sign a single signature sheet are registered to vote in the City of Eugene;
Must personally witness all signatures on the signature sheet;
May not offer money or anything of value to a person to sign or not sign a petition; and
Must sign circulator's certification on the signature sheet with circulator's legal signature.

- A woman should sign her own name, not her husband's or her husband's
