RECITALS:
A. The Lane County Local Government Boundary Commission by its Notice
dated April 9, 1996, advised that pursuant to ORS 199.466 and ORS 199.519, the following
described real property was annexed to the City of Eugene, effective March 1, 1996:
Tax Lot 5300, Assessor's Map 17-04-23 1 2, located in the River
Road area of North Eugene, west of River Road, east of Lake
. Drive, and north of Horn Lane, as more particularly described
on Exhibit A attached hereto and incorporated herein by
reference. (Heller, EC ED 96-10).
That property is contained in and is a part of the River Road Water District and the
River Road Parks & Recreation District. The City desires that the property so annexed be
withdrawn from those Districts and that the City assume proportionate liability for the part
of the Districts so withdrawn.
B. The Lane County Local Government Boundary Commission by its Notice
dated May 23, 1996, advised that pursuant to ORS 199.466 and ORS 199.519, the following
described real property was annexed to the City of Eugene, effective May 22, 1996:
Tax Lot 2700, Assessor's Map 17-04-13 3 2, located in the River
Road area of North Eugene, west of River Road, east of
Evergreen Drive, and south of Rosewood Avenue, as more
particularly described on Exhibit B attached hereto and
incorporated herein by reference. (Hebel, EC ED 96-24).
That property is contained in and is a part of the River Road Water District and the
River Road Parks & Recreation District. The City desires that the property so annexed be

withdrawn from those Districts and that the City assume proportionate liability for the part
of the Districts so withdrawn.
c. The Lane County Local Government Boundary Commission by its Notice
dated April 30, 1996, advised that pursuant to ORS 199.466 and ORS 199.519, the following
described real property was annexed to the City of Eugene, effective April 2, 1996:
Tax Lot 2201, Assessor's Map 17-04-243 4, located in the south
River Road area of North Eugene, west of River Road, north
of Knoop Lane, and east of Mayfair, as more particularly
described on Exhibit C attached hereto and incorporated herein
by reference. (Bires, EC ED 96-23).
That property is contained in and is a part of the River Road Water District and the
River Road Parks & Recreation District. The City desires that the property so annexed be
withdrawn from those Districts and that the City assume proportionate liability for the part
of the Districts so withdrawn.
D. The Lane County Local Government Boundary Commission by its Notice
dated July 1, 1996, advised that pursuant to ORS 199.466 and 199.519, the following
described real property was annexed to the City of Eugene, effective June 4, 1996:
Tax Lot 7802, Assessor's Map 17-04-242 1, located in the River
Road area of north Eugene, east of River Road, north of
Hillcrest Avenue, and south of Loretta Way, as more
particularly described on Exhibit D attached hereto and
incorporated herein by reference. (Cozy Homes, EC ED 96-
41).
That property is contained in and is a part of the River Road Water District and the
River Road Parks & Recreation District. The City desires that the property so annexed be
withdrawn from those Districts and that the City assume proportionate liability for the part
of the Districts so withdrawn.
E. The Lane County Local Government Boundary Commission by its Notice
dated August 7, 1996, advised that pursuant to ORS 199.466 and 199.519, the following
described real property was annexed to the City of Eugene, effective July 19, 1996:
Tax Lots 1000, 1100, and 1200, Assessor's Map 17-04-14 1 4,
located in the River Road area of north Eugene, west of River
Road, north of Kourt Lane, and south of Beltline Road, as
more particularly described on Exhibit E attached hereto and
incorporated herein by reference. (Knott, et aI, EC ED 96-44).
That property is contained in and is a part of the River Road Water District and the
River Road Parks & Recreation District. The City desires that the property so annexed be
withdrawn from those Districts and that the City assume proportionate liability for the part

E The Lane County Local Government Boundary Commission by its Final Order
No. 1058 dated February 1, 1996, advised that pursuant to ORS 199.490(1)( c), the following
described real property was annexed to the City of Eugene, effective April 1, 1996:
A portion of tax lot 400, Assessor's Map 17-04-02 1 1, located
in the Santa Clara region of north Eugene, north of Spring
Creek Drive and west of Scenic Drive, as more particularly
described on Exhibit F attached hereto and incorporated herein
by reference. (Dukes and Dukes Construction, C ED 96-04).
That property is contained in and is a part of the Santa Clara Water District. The
City desires that the property so annexed be withdrawn from that District and that the City
assume proportionate liability for the part of the District so withdrawn.
G. The Lane County Local Government Boundary Commission by its Final Order
No. 1060, dated February 1,1996, advise.d that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective April 1, 1996:
Tax Lots 300 and 400, Assessor's Map 17-04-02 1 4, located in
the Santa Clara region of north Eugene, east of Scenic Drive
and south of Warrington Avenue, as more particularly described
on Exhibit G attached hereto and incorporated herein by
reference. (Sturtevant, C ED 96-06).
That property is contained in and is a part of the Santa Clara Water District. The
City desires that the property so annexed be withdrawn from that District and that the City
assume proportionate liability for the part of the District so withdrawn.
H. The Lane County Local Government Boundary Commission by its Final Order
No. 1059, dated February 1,1996, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective April 1, 1996:
Tax Lot 803, Assessor's Map 17-04-12 2 0, located in the Santa
Clara region of north Eugene, west of River Loop 1 and south
of Baywood Street, as more particularly described on Exhibit H
attached hereto and incorporated herein by reference. (Gerber,
C ED 96-05).
. That property is contained in and is a part of the Santa Clara Water District. The
City desires that the property so annexed be withdrawn from that District and that the City
assume proportionate liability for the part of the District so withdrawn.
I. The Lane County Local Government Boundary Commission by its Final Order
No. 1061, dated April 4, 1996, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective May 20, 1996:

south of Wilkes Drive, and west of Poplar Street, as more
particularly described on Exhibit I attached hereto and

That property is contained in and is a part of the Santa Clara Water District. The
City desires that the property so annexed be withdrawn from that District and that the City
assume proportionate liability for the part of the District so withdrawn.
J. The Lane County Local Government Boundary Commission by its Final Order
No. 1062 dated April 4, 1996, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective May 20, 1996:
Tax Lot 1710, Assessor's Map 17-04-02 4 1, located in the Santa
Clara region of North Eugene, south of Dean Avenue and east
of Scenic Drive, as more particularly described on Exhibit J
attached hereto and incorporated herein by reference. (Burri,

That property is contained in and is a part of the Santa Clara Water District. The
City desires that the property so annexed be withdrawn from that District and that the City
assume proportionate liability for the part of the District so withdrawn.
K. The Lane County Local Government Boundary Commission by its Final Order
No. 1063 dated April 4, 1996, advised that pursuant to ORS 199.490(1)( c), the following
described real property was annexed to the City of Eugene, effective May 22, 1996:
Tax Lot 1200, Assessor's Map 17-04-112 1, located in the Santa
Clara region of North Eugene, north of Greenfield Avenue, east
of Zinnia Street, and south of Lobelia Avenue, as more
particularly described on Exhibit K attached hereto and
incorporated herein by reference. (Mulkey, C ED 96-18).
That property is contained in and is a part of the Santa Clara Water District. The
City desires that the property so annexed be withdrawn from that District and that the City
assume proportionate liability for the part of the District so withdrawn.
L. The Lane County Local Government Boundary Commission by its Final Order
No. 1064 dated April 4, 1996, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective May 20, 1996:
Tax Lot 100, Assessor's Map 17-04-02 4 4, located in the Santa
Clara region of North Eugene, east of Scenic Drive, north of
Wilkes Drive, and south of Dean Avenue, as more particularly
described on Exhibit L attached hereto and incorporated herein

M. The Lane County Local Government Boundary Commission by its Final Order
No. 1066 dated June 6, 1996, advised that pursuant to ORS 199.490(1)( c), the following
described real property was annexed to the City of Eugene, effective July 22, 1996:
Tax Lot 502, Assessor's Map 17-04-02 4 3, located in the Santa
Clara region of North Eugene, west of River Road and north of
Irvington Drive, as more particularly described on Exhibit M
attached hereto and incorporated herein by reference.

City desires that the property so annexed be withdrawn from that District and that the City

N. The Lane County Local Government Boundary Commission by its Final Order
No. 1067 dated June 6, 1996, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective July 22, 1996:
Tax Lot 5004, Assessor's Map 17-04-12 3 0, located in the Santa
Clara area of North Eugene, west of Ross Lane and south of
Helen Street, as more particularly described on Exhibit N
attached hereto and incorporated herein by reference. (St

That property is contained in and is a part of the Santa Clara Water District. The
City desires that the property so annexed be withdrawn from that District and that the City
assume proportionate liability for the part of the District so withdrawn.
o. The Lane County Local Government Boundary Commission by its Final Order
No. 1068 dated June 6, 1996, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective July 22, 1996:
Tax Lot 503, Assessor's Map 17-04-02 1 4, located in the Santa
Clara area of north Eugene, south of Warrington Avenue and
east of Scenic Drive, as more particularly described on Exhibit

That property is contained in and is a part of the Santa Clara Water District. The
City desires that the property so annexed be withdrawn from that District and that the City
assume proportionate liability for the part of the District so withdrawn.
R The Lane County Local Government Boundary Commission by its Final Order

No. 1072 dated June 6, 1996, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective July 22, 1996:
Tax Lot 300, Assessor's Map 17-04-12 3 3, located in the Santa
Clara area of north Eugene, north of Green Lane, as more
particularly described on Exhibit P attached hereto and
incorporated herein by reference. (VanderHoff, C ED 96-11).
That property is contained in and is a part of the Santa Clara Water District. The
City desires that the property so annexed be withdrawn from that District and that the City
assume proportionate liability for the part of the District so withdrawn.
Q. The Lane County Local Government Boundary Commission by its Final Order
No. 1073 dated June 6, 1996, advised that pursuant to ORS 199.490(1)(c), the following
described real property was a:rnexed to the City of Eugene, effective July 22, 1996:
Tax Lot 1502, Assessor's Map 17-04-02 44, located in the Santa
Clara area of north Eugene, north of Wilkes Drive, west of
Scenic Drive, and south of Greenwood Street, as more
particularly described on Exhibit Q attached hereto and
incorporated herein by reference. (Still, C ED 96-37).
That property is contained in and is a part of the Santa Clara Water District. The
City desires that the property so annexed be withdrawn from that District and that the City
assume proportionate liability for the part of the District so withdrawn.
R. The Lane County Local Government Boundary Commission by its Notice
dated April 9, 1996, advised that pursuant to ORS 199.466 and 199.519, the following
described real property was annexed to the City of Eugene, effective March 13, 1996:
Tax Lots 1700 and 1800, Assessor's Map 17-03-34 3 4, located
in the Glenwood area, east of Glenwood Boulevard, west of
Henderson Street (also known as Seneca Avenue), as more
particularly described on Exhibit R attached hereto and
incorporated herein by reference. (Gazelle Investments, EC
ED 96-11).
That property is contained in and is a part of the Glenwood Water District and the
Willamalane Park and Recreation District. The City desires that the property so annexed
be withdrawn from those Districts and tha~ the City assume proportionate liability for the
part of the Districts so withdrawn.
s. The City has authority under ORS 199.510 and 222.520 to 222.575 to withdraw
the territories from the Districts without referring the withdrawal to the Boundary
Commission.

BE IT RESOLVED BY THE CIlY COUNCIL OF THE CIlY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:
Section 1. The City Council proposes that the territories bounded by the lines
running as follows, which have heretofore been annexed to the City of Eugene, shall be
withdrawn from the River Road Water District and River Road Parks & Recreation District:
Tax Lot 5300, Assessor's Map 17-04-23 1 2, located in the River
Road area of North Eugene, west of River Road, east of Lake
Drive, and north of Horn Lane, as more particularly described
on Exhibit A attached hereto and incorporated herein by
reference. (Heller, EC ED 96-10).

Tax Lot 2700, Assessor's Map 17-04-13 3 2, located in the River
Road area of North Eugene, west of River Road, east of
Evergreen Drive, and south of Rosewood Avenue, as more

Section 3. The City Council proposes that the territory bounded by the line running
as follows, which has heretofore been annexed to the City of Eugene, shall be withdrawn
from the Glenwood Water District and the Willamalane Park and Recreation District:
Tax Lots 1700 and 1800, Assessor's Map 17-03-34 3 4, located
in the Glenwood area, east of Glenwood Boulevard, west of
Henderson Street (also known as Seneca Avenue), as more
particularly described on Exhibit R attached hereto and
incorporated herein by reference. (Gazelle Investments, EC
ED 96-11).
Section 4. Monday, October 14, 1996, at 7:30 p.m., Pacific Time, in the Council
Chambers, City Hall, Eugene, Oregon, is hereby fixed as the date, time and place for
hearing objections to the withdrawals. The City Manager shall cause a Notice of the date,
time and place and purpose of the hearing, a copy of which is attached as Exhibit S hereto,
to be published in the Register Guard once each week for two consecutive weeks prior to
the hearing and to be posted in four public places in the City for a like period of time.
