A RESOLUTION CALLING A PUBLIC HEARING TO CONSIDER
PROPOSED WITHDRAWAL OF TERRITORIES (LARSON, EC EU 96-63;
BARNETT TRUST, EC EU 96-67; WOMEN AT THE CONSTRUCTION
HELM, EC EU 96-66; AND ANGIER, EC EU 97-02) FROM THE RIVER
ROAD WATER DISTRICT AND RIVER ROAD PARK AND RECREATION
DISTRICT; PROPOSED WITHDRAWAL OF TERRITORIES (ATKINS, C
EU 96-46; SPECIALIZED HOUSING, C EU 96-47; JOHNSON, C EU 96-48;
GOEKEN C EU 96-49; GROVE, C EU 96-50; ZARZYCKI, C EU 96-55;

WILLAMALANE PARK AND RECREATION DISTRICT; AND PROPOSED
WITHDRAWAL OF TERRITORY (STEVENS, EC EU 96-59) FROM THE
WILLAMALANE PARK AND RECREATION DISTRICT.
RECITALS:
A. The Lane County Local Government Boundary Commission by its Notice dated
December 4, 1996, advised that pursuant to ORS 199.466 and ORS 199.519, the following
described real property was annexed to the City of Eugene, effective December 2, 1996:
Tax Lots 2300 and 2301, Assessor's Map 17-04-25 22, located in
the River Road area of north Eugene, west of Mayfair Lane, north
of Hansen Lane, and more particularly described on Exhibit A
attached hereto and incorporated herein by reference. (Larson, EC
ED 96-63).
That property is contained in and is a part of the River Road Water District and the River
Road Parks & Recreation District. The City desires that the property so annexed be withdrawn
from those Districts and that the City assume proportionate liability for the part of the Districts
so withdrawn.
B. The Lane County Local Government Boundary Commission by its Notice dated
December 5, 1996, advised that pursuant to ORS 199.466 and ORS 199.519, the following
described real property was annexed to the City of Eugene, effective December 2, 1996:
Tax Lots 2002 and 2003, Assessor's Map 17-04-23 4 2, located in
the River Road area of north Eugene, west of River Road, south of
Elkay Drive, east of Glory Drive, and more particularly described
on Exhibit B attached hereto and incorporated herein by reference.

That property is contained in and is a part of the River Road Water District and the River
Road Parks & Recreation District. The City desires that the property so annexed be withdrawn
,from those Districts and that the City assume proportionate liability for the part of the Districts
so withdrawn.
c. The Lane County Local Government Boundary Commission by its Notice dated

Road Parks & Recreation District. The City desires that the property so annexed be withdrawn
from those Districts and that the City assume proportionate liability for the part of the Districts
so withdrawn.
D. The Lane County Local Government Boundary Commission by its Notice dated
January 21, 1997, advised that pursuant to ORS 199.466 and 199.519, the following described
real property was annexed to the City of Eugene, effective January 13, 1997:
Tax lot 2701 and a portion of tax lot 2700, Assessor's Map 17-04-
24 2 2, located in the River Road area of north Eugene along River
Road, north of Horn Lane and south of Rosetta Avenue, and more
particularly described on Exhibit D attached hereto and
incorporated herein by reference. (Angier, EC ED 97-02).
That property is contained in and is a part of the River Road Water District and the River
Road Parks & Recreation District. The City desires that the property so annexed be withdrawn
from those Districts and that the City assume proportionate liability for the part of the District so
withdrawn.
E. The Lane County Local Government Boundary Commission by its Final Order No.
1078 dated August 1, 1996, advised that pursuant to ORS 199.466 and 199.519, the following
described real property was annexed to the City of Eugene, effective September 16, 1996:
Tax lot 3100, Assessor's Map 17-04-13 0 0, located in the Santa
Clara region of north Eugene, north of River A venue and south of
Beltline Road, and more particularly described on Exhibit E
attached hereto and incorporated herein by reference. (Atkins, C
ED 96-46).

desires that the property so annexed be withdrawn from that District and that the City assume
proportionate liability for the part of the District so withdrawn.
F. The Lane County Local Government Boundary Commission by its Final Order No.
1079 dated August 1, 1996, advised that pursuant to ORS 199.490(1)(c), the following described
real property was annexed to the City of Eugene, effective September 16, 1996:
Tax Lots 1300 and 1400, Assessor's Map 17-04-11 2 3, located in
the Santa Clara region of North Eugene, south of Bobolink A venue
and west of Stark Street, and more particularly described on Exhibit
F attached hereto and incorporated herein by reference.

That property is contained in and is a part of the Santa Clara Water District. The City
desires that the property so annexed be withdrawn from that District and that the City assume
proportionate liability for the part of the District so withdrawn.
G. The Lane County Local Government Boundary Commission by its Final Order No.
1080 dated August 1, 1996, advised that pursuant to ORS 199.490(1)(c), the following described
real property was annexed to the City of Eugene, effective September 16, 1996:
Tax Lot 3702, Assessor's Map 17-04-01 3 3, located in the Santa
Clara region of North Eugene, north of Wilkes Drive and south of
Dean, and more particularly described on Exhibit G attached hereto
and incorporated herein by reference. (Johnson, C ED 96-48).
That property is contained in and is a part of the Santa Clara Water District. The City
desires that the property so annexed be withdrawn from that District and that the City assume
proportionate liability for the part of the District so withdrawn.
H. The Lane County Local Government Boundary Commission by its Final Order No.
1081 dated August 1, 1996, advised that pursuant to ORS 199.490(1)(c), the following described
real property was annexed to the City of Eugene, effective September 16, 1996:
Tax Lot 3500, Assessor's Map 17-04-01 3 4, located in the Santa
Clara region of North Eugene, along Wilkes Drive, near River
Loop No.1, and more particularly described on Exhibit H attached
hereto and incorporated herein by reference. (Goeken, C ED 96-
49).
That property is contained in and is a part of the Santa Clara Water District. The City
desires that the property so annexed be withdrawn from that District and that the City assume
proportionate liability for the part of the District so withdrawn.

I. The Lane County Local Government Boundary Commission by its Final Order No.
1082 dated August 1, 1996, advised that pursuant to ORS 199.490(I)(c), the following described
real property was annexed to the City of Eugene, effective September 16, 1996:
Tax Lot 303, Assessor's Map 17-04-02 4 2, located in the Santa
Clara region of North Eugene, south of Limerick Avenue, east of
Shannon Street, and north of River Loop No.2, and more
particularly described on Exhibit I attached hereto and incorporated
herein by reference. (Grove, C ED 96-50).
That property is contained in and is a part of the Santa Clara Water District. The City
desires that the property so annexed be withdrawn from that District and that the City assume
proportionate liability for the part of the District so withdrawn.
J. The Lane County Local Government Boundary Commission by its Final Order No.
1084 dated October 3, 1996, advised that pursuant to ORS 199.490(I)(c), the following described
real property was annexed to the City of Eugene, effective November 18, 1996:
Tax Lot 1000, Assessor's Map 17-04-12 2 0, located in the Santa
Clara region of North Eugene, north of River Loop No. 1 and west
of Baywood, and more particularly described on Exhibit J attached
hereto and incorporated herein by reference. (Zazycki, C ED 96-
55).
That property is contained in and is a part of the Santa Clara Water District. The City
desires that the property so annexed be withdrawn from that District and that the City assume
proportionate liability for the part of the District so withdrawn.
K. The Lane County Local Government Boundary Commission by its Final Order No.
1085 dated October 3, 1996, advised that pursuant to ORS 199.490(1)(c), the following described
real property was annexed to the City of Eugene, effective November 18, 1996:
Tax lot 1000, Assessor's Map 17-04-1114, located in the Santa
Clara area of North Eugene, north of River Loop No.1, and more
particularly described on Exhibit K attached hereto and incorporated
herein by reference. (Litten, C ED 96-56).
That property is contained in and is a part of the Santa Clara Water District. The City
desires that the property so annexed be withdrawn from that District and that the City assume
proportionate liability for the part of the District so withdrawn.
L. The Lane County Local Government Boundary Commission by its Final Order No.
1087 dated October 3, 1996, advised that pursuant to ORS 199.466 and 199.519, the following
described real property was annexed to the City of Eugene, effective November 18, 1996:

Clara area of north Eugene, north of Hunsaker Lane and west of
Ross Lane, and more particularly described on Exhibit L attached

That property is contained in and is a part of the Santa Clara Water District. The City
desires that the property so annexed be withdrawn from that District and that the City assume
proportionate liability for the part of the District so withdrawn.
M. The Lane County Local Government Boundary Commission by its Final Order No.
1090 dated January 21, 1997, advised that pursuant to ORS 199.466 and 199.519, the following
described real property was annexed to the City of Eugene, effective January 21, 1997:
Tax lot 1200, Assessor's Map 17-04-12 2 0, located in the Santa
Clara area of north Eugene, north of River Loop 1 and east of Terra
Linda Street, and more particularly described on Exhibit M attached
hereto and incorporated herein by reference. (Shapitka, C ED 96-
62).
That property is contained in and is a part of the Santa Clara Water District. The City
desires that the property so annexed be withdrawn from that District and that the City assume
proportionate liability for the part of the District so withdrawn.
N. The Lane County Local Government Boundary Commission by its Notice dated
October 15, 1996, advised that pursuant to ORS 199.466 and 199.519, the following described
real property was annexed to the City of Eugene, effective October 7, 1996:
Tax lot 1200, Assessor's Map 17-04-12 2 0, located in the
Glenwood area north of 1-5, east of Henderson Avenue, south of
22nd Street, and more particularly described on Exhibit N attached
hereto and incorporated herein by reference. (Pape, et ai, EC ED

That property is contained in and is a part of the Glenwood Water District and
Willamalane Park and Recreation District. The City desires that the property so annexed be
withdrawn from those Districts and that the City assume proportionate liability for the part of the
District so withdrawn.
o. The Lane County Local Government Boundary Commission by its Final Order No.
1091 dated January 21, 1997, advised that pursuant to ORS 199.466 and 199.519, the following
described real property was annexed to the City of Eugene, effective January 21, 1997:
Tax lots 4100, 4200, 4700, 4800, 4900, 3600, and 3700 Assessor's
map 18 03 03 1 1; tax lots 201, 1300, 1400, 1500, 1600, 1700,

lots 200, 400 and 500, Assessor's map 18 03 03 4 0, located east
of Henderson Avenue and west of Franklin Boulevard, and more
particularly described on Exhibit 0 attached hereto and incorporated

That property is contained in and is a part of the Glenwood Water District and
Willamalane Park and Recreation District. The City desires that the property so annexed be
withdrawn from those Districts and that the City assume proportionate liability for the part of the
District so withdrawn.
P. The Lane County Local Government Boundary Commission by its Notice dated
October 9, 1996, advised that pursuant to ORS 199.466 and 199.519, the following described real
property was annexed to the City of Eugene, effective September 30, 1996:
Tax lot 105, Assessor's Map 18-03-03 0 0, located east of the
Laurel Hill area of Eugene, south and west of 1-5, south of
Henderson, and more particularly described on Exhibit P attached
hereto and incorporated herein by reference. (Stevens, EC ED 96-
59).
That property is contained in and is a part of the Willamalane Park and Recreation District.
The City desires that the property so annexed be withdrawn from that District and that the City
assume proportionate liability for the part of the District so withdrawn.
Q. The City has authority under ORS 199.510 and 222.520 to 222.575 to withdraw
the territories from the Districts without referring the withdrawal to the Boundary Commission.
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:
Section 1. The City Council proposes that the territories bounded by the lines running as
follows, which have heretofore been annexed to the City of Eugene, shall be withdrawn from the
River Road Water District and River Road Parks & Recreation District:
Tax Lots 2300 and 2301, Assessor's Map 17-04-25 22, located in
the River Road area of north Eugene, west of Mayfair Lane, north
of Hansen Lane, and more particularly described on Exhibit A
attached hereto and incorporated herein by reference. (Larson, EC
ED 96-63).

Section 4. The City Council proposes that the territory bounded by the lines running as
follows, which has heretofore been annexed to the City of Eugene, shall be withdrawn from the
Willamalane Park & Recreation District:
Tax lot 105, Assessor's Map 18-03-03 0 0, located east of the
Laurel Hill area of Eugene, south and west of 1-5, south of
Henderson, and more particularly described on Exhibit P attached
hereto and incorporated herein by reference. (Stevens, EC ED 96-

Section 5. Monday, February 24, 1997, at 7:30 p.m., Pacific Time, in the Council
Chambers, City Hall, Eugene, Oregon, is hereby fixed as the date, time and place for hearing
objections to the withdrawals. The City Manager shall cause a Notice of the date, time and place
and purpose of the hearing, a copy of which is attached as Exhib~t Q hereto, to be published in
the Register Guard once each week for two consecutive weeks prior to the hearing and to be
posted in four public places in the City for a like period of time.
The foregoing Resolution adopted the 27th day of January, 1997.
