RESOLUTION NO. 4582
A RESOLUTION INITIATING TRANSFER OF CERTAIN
TERRITORY IN GLENWOOD FROM THE CITY OF EUGENE
TO THE CITY OF SPRINGFIELD
The City Council of the City of Eugene finds that:
A. The area shown on the attached Exhibit A ("affected territory"), and incorporated
herein by this reference, is located within the corporate limits of the City of Eugene.
B. The City Councils of Eugene and Springfield are authorized by ORS 199.490(3)(a)
to initiate a transfer of territory by joint resolution of the governing bodies of the affected cities.
C. On November 16 and December 7, 1998, the governing bodies of Springfield, Lane
County and Eugene adopted amendments to Chapter II of the Metro Plan to transfer jurisdiction
of Glenwood from Eugene to Springfield and adopted conforming amendments to Chapter IV of
the Metro Plan.
D. On November 23 and December 7,1998, the governing bodies of Springfield and
Eugene authorized their respective chief executive officers to enter into an intergovernmental
agreement, the Glenwood Transition Agreement, related to implementation of the transfer of
jurisdiction of Glenwood from Eugene to Springfield. On December 9, 1998, the Board of
County Commissioners is expected to authorize the County Administrator to enter into that same
intergovernmental agreement.
E. The Glenwood Transition Agreement states that it is in the public interest that the
transfer of territory from Eugene to Springfield of Glenwood property within the corporate limits
of the City of Eugene occur, if possible, before March 31, 1999.
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:
Section 1. The City Manager is directed to attach to this Resolution as Exhibit B, the
legal description of the boundary of the affected territory shown on Exhibit A. The City Manager
is further directed to attach as Exhibit C, the county assessor's cadastral maps showing the
location of the affected territory.
Section 2. Based on the findings described above, the Lane County Local Government
Boundary Commission is hereby requested to transfer the area as described in Exhibit Band
shown on Exhibits A and C, from the City of Eugene to the City of Springfield.

Section 3. By adoption hereof, the Eugene City Council specifically consents to the
transfer requested herein.
Section 4. The City Manager is directed to file a copy of this Resolution with the Lane
County Local Government Boundary Commission.
Section 5. This Resolution shall take effect upon Lane County's approval of the
intergovernmental agreement (and amended Schedule A) referenced in finding D above.
The foregoing Resolution adopted the 7th day of December, 1998.
