RESOLUTION NO. 4585
A RESOLUTION REPEALING RESOLUTION NO. 4469
THAT OPTED TO PARTICIPATE IN THE DECISION ON A
PROPOSED AMENDMENT TO THE METRO PLAN TO
EXPAND THE URBAN GROWTH BOUNDARY TO INCLUDE
THE SPRINGFIELD SPORTS CENTER (ASSESSOR'S MAP
17-03-14-00, TAX LOT 1000).
The City Council of the City of Eugene finds that:
A. The Metro Plan amendment process provides that the City of Eugene may participate
in certain Urban Growth Boundary amendments initiated by the City of Springfield only if the
Eugene City Council adopts a Resolution finding that the proposed amendment has "regional
impact", as defined in the Metro Plan and Section 9.015 of the Eugene Code, 1971, and opts to
participate in the decision.
B. On November 9, 1995, the City of Eugene received a referral of the Springfield City
Council Resolution initiating an Urban Growth Boundary ("UGB") amendment for property referred
to as the Springfield Sports Center (Assessor's Map 17-03-14-00, Tax Lot 1000). Because this UGB
change would not cross the Willamette or McKenzie Rivers or cross over a ridge into a new basin,
the City of Eugene's participation in the decision was required only if the City Council took action
to participate.
C. Metro Plan Chapter IV, Plan Amendments and Refinements states that a proposed
Metro Plan amendment will have regional impact if it will require an amendment to a jointly adopted
functional plan (TransPlan, Public Facilities Plan, etc.) in order to provide the subject property with
an adequate level of urban services.
D. Although a traffic impact analysis had not been conducted for the Springfield Sports
Center, Springfield staff reported that the proposed UGB amendment would likely require an
amendment to TransPlan, although such an amendment would be processed as part of the TransPlan
Update rather than concurrent with the UGB amendment.
E. Based on that information, Eugene City Council adopted Resolution No. 4469,
finding that the UGB amendment had regional impact and opting to participate in the Plan
amendment decision process. During the Council's meeting, the City Council agreed to reconsider
Resolution No. 4469 following completion of a traffic impact analysis of the proposed amendment.
F. On January 13, 1999, the Eugene City Council received the traffic impact analysis
prepared by Branch Engineering for the proposed Springfield Sports Center. Based on independent

research and meetings with Branch Engineering and Springfield staff conducted by Eugene staff
following the January 13, 1999 meeting, Eugene staffbelieves that the proposed development on the
site does not have "regional impact" as defined in the Metro Plan and Section 9.015 of the Eugene
Code, 1971.
G. On February 1, 1999, the Springfield City Council proposed that, concurrent with the
Urban Growth Boundary amendment, the Metro Plan diagram be amended to designate the property
Parks and Open Space. The Springfield City Council also supported re-evaluation of the appropriate
Plan designation and zoning for the northern portion of the site as part of the Metro Natural
Resources Study.
H. The Eugene City Council determination that the proposed development on the site
does not have "regional impact" is based on the description of the Springfield Sports Center
proposal presented to the Eugene City Council on January 13, 1999, and affirmed by the Springfield
City Council on February 1, 1999 and follow up City of Springfield City Council action, as follows:
1. The Metro Plan diagram designation of Parks and Open Space and City of
Springfield's Public Land and Open Space zoning district will be applied to the entire
property concurrent with the urban growth boundary amendment;
2. Future development of the property will conform with the site plan as
presented by the City of Springfield, which shows preservation of approximately 16 acres
of woodland at the northern portion of the site as open space, continuation of the existing and
proposed soccer fields on the southwestern portion of the site, and development of the new
Sports Center facility on the southeastern portion of the site; and
3. The Sports Center facility will be approximately 160,000 square feet in size.
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:
Section 1. Based on the above findings, which are adopted herein, Resolution No. 4469 is
hereby repealed.
Section 2. That copies of this Resolution be forwarded to the Springfield City Council and
to the Lane County Board of Commissioners.
The foregoing Resolution adopted the 8th day of February 1999.
