RESOLUTION NO. 4693
A RESOLUTION REALIGNING CITY WARD BOUNDARIES;
REPEALING RESOLUTION NOS. 4293 AND 4299; AND
PROVIDING AN IMMEDIATE EFFECTIVE DATE.
The City Council of the City of Eugene finds that:
A. Section 6 of the Eugene Charter of 197 6 (the "Charter") provides that City Councilors
shall be elected by wards. Section 33 of the Charter requires the City Council to divide the City into
wards and to redefine the boundaries thereof when necessary to accord persons within the City the
equal protection of the laws.
B. Section 2.962 of the Eugene Code, 1971 ("EC") requires that the City be divided into
eight wards by resolution of the Council. EC Section 2.966(3) also requires that four of the five
members of the Eugene Water & Electric Board ("EWEB") be elected by wards.
C. In accordance with EC 2.962, on December 2, 1991 the Council adopted Resolution
No. 4293 establishing eight wards within the City for purposes of City elections as reflected on the
map attached as Exhibit A thereto. Subsequent to adoption of Resolution No. 4293 an error in the
population figures for Wards 3 and 7 was discovered, and the Council adopted Resolution No. 4299
on January 27, 1992 effecting a realignment of those ward boundaries.
D. Since the establishment and realignment of the ward boundaries in 1991 and 1992,
annexations and changes in the population within the wards have occurred. It is therefore necessary
to realign the ward boundaries of the City.
E. Prompt realignment of the ward boundaries is necessary in order to ensure that wards
are properly identified and candidates for Council and EWEB offices are aware of the correct
boundaries.
F. The Council has studied several different scenarios for realignment of the ward
boundaries, and has decided to select the Indigo D scenario. The Council has also decided to use
the Secretary of State's criteria for legislative redistricting for the purpose of assigning City
Councilors and EWEB commissioners to wards, except that where two or more councilors reside
in a single ward, the councilor with the longest remaining term shall be assigned to the ward in
which he or she resides.

G. The application of the Secretary of State's criteria for assigning City Councilors and
EWEB Commissioners to wards together with the provisions of Subsections (1) and (2) of Section
2.966 of the Eugene Code, 1971 (EC) results in conflicts between Councilors' terms and when the
next election is to be held. In order to ensure that all Councilors serve a four year term, EC Section
2.966 should be amended to align the ward election with the incumbents' terms.
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:
Section 1. Based on the above findings, which are hereby adopted, the Council adopts Indigo
D, and the City of Eugene is divided into eight wards as more fully detailed on the map attached as
Exhibit A hereto and incorporated herein by reference. Except where wards are divided by the
Willamette River, the centerline of a street constitutes the ward boundary.
Section 2. City Councilors are assigned to the newly designated wards as follows:

Section 3. EWEB Commissioners are assigned to the following wards:

Wards 4 & 5 - 2002
Wards 6 & 7 - 2004
Wards 1 & 8 - 2004

Commissioners Peter Bartel and Patrick Lanning no longer reside within their respective wards, but
may serve out the remainder of their terms.
Section 4. The City Manager is directed to bring back to the Council an ordinance to amend
Subsections (1) and (2) of the Sections 2.966 of the Eugene Code, 1971 by moving Ward 3 to
Subsection (1) and Ward 1 to Subsection (2).
Section 5. In the event property is annexed to the City of Eugene in the area South of 30th
Avenue and East of Chambers Street if extended, electors residing within the annexed area shall be
assigned to Ward 2.
Section 6. In the event property is annexed to the City of Eugene in the area North of 30th
Avenue, East of Hilyard, and South of the Willamette River, electors residing within the annexed
area shall be assigned to Ward 3.
Section 7. In the event property is annexed to the City of Eugene in the area North and East
of the Willamette River and East of County Farm Road, electors residing within the annexed area
shall be assigned to Ward 4.
Section 8. In the event property is annexed to the City of Eugene in the area North and East
of the Willamette River and West of County Farm Road, or North of Belt line Road and East of River
Road, electors residing within the annexed area shall be assigned to Ward 5.
Section 9. In the event property is annexed to the City of Eugene in the area North of Royal
Avenue and West of Highway 99, or North of East Enid Road and West of the Northwest
Expressway, electors residing within the annexed area shall be assigned to Ward 6.
Section 10. Except as provided in Sections 8 and 9, in the event property is annexed to the
City of Eugene in the area North of Roosevelt, West of the Willamette River, and East of Highway
99, electors residing within the annexed area shall be assigned to Ward 7.
Section 11. In the event property is annexed to the City of Eugene in the area South of Royal
Avenue and West of Chambers Street, electors residing within the annexed area shall be assigned
to Ward 8.
Section 12. At such time as property is annexed to the City of Eugene and the electors
residing therein are assigned to City wards, the City Manager or designee shall review the results
thereof in order to determine whether redistricting is necessary as a result of an increase in the
number of electors in those wards.

Section 13. Resolution No. 4293 adopted by the Council on December 2, 1991 and
Resolution No. 4299 adopted by the Council on January 27, 1992 , and provisions of any other
resolution in conflict herewith, are hereby repealed.
Section 14. The City Recorder is requested to forward a certified copy of this Resolution to
the Chief Elections Officer of the Lane County Records & Elections Department.
Section 15. The matters contained herein concern the public welfare, and in order to ensure
that wards are properly defined and candidates for City Council and EWEB offices are aware of the
correct boundaries, this Resolution shall become effective immediately upon its passage by the City
Council.
