RESOLUTION NO. 4705
A RESOLUTION ADOPTING A LIMITED NEIGHBORHOOD
RECOGNITION POLICY FOR ORGANIZATIONS IN THE RIVER ROAD
AND SANTA CLARA AREAS.
The City Council of the City of Eugene finds that:
A. The City's adopted Neighborhood Organization Recognition Policy is applicable only
to those organizations representing specific geographic areas totally within the city limits.
B. In 1987 the Council adopted a Limited Neighborhood Recognition Policy for
organizations in the River Road, Santa Clara and Glenwood areas, which has expired.
C. Many issues in which the City is involved continue to have an impact on, and are of
special interest to, residents of the River Road and Santa Clara areas. The River Road Community
Organization (RRCO) and the Santa Clara Community Organization (SCCO) fulfill the role of
neighborhood associations for these areas. Some neighbors within both community organizations
are city residents.
D. The mission for Neighborhood Associations adopted by Council on May 12, 1999,
is applicable to all city residents.
E. Building community at the neighborhood level is part of the City's Planning and
Development Department's purpose. Neighborhoods are not defined by political boundaries.
F. The RRCO and the SCCO have been working on charter revisions to indicate that
their organizations are advisory to both the City and the County. The RRCO charter revision is
complete and has been adopted by the membership.
G. As directed by the Council, as part of the Neighborhood Redesign effort in 1999, the
RRCO and the SCCO currently receive most of the staff services that are provided to Neighborhood
Associations within the City limits. Funding allocated for public information is pro-rated according
to the number of City properties in those organizations.
H. Adoption of a formal limited neighborhood recognition policy for these community
organizations would be in the public interest.
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:

Section 1. Based upon the above findings, which are adopted herein, in order to encourage
the involvement of community organizations in the River Road and Santa Clara areas in decision-
making processes that affect their areas, and to define the manner in which the organizations may
achieve recognition by the City, the City Council adopts the following Limited Neighborhood
Organization Recognition Policy for the River Road and Santa Clara areas:
LIMITED NEIGHBORHOOD ORGANIZATION RECOGNITION POLICY
(l) Community organizations within the River Road and Santa Clara areas
desiring to be recognized by the City shall submit their charters to City Council. To the
extent possible, charters for the organization shall comply with the Model Charter approved
by Resolution no. 3745 and subsequent Council policy adopted for neighborhood
associations. The City's Neighborhood Services staff will provide assistance to
organizations in charter revisions and adoption.
(2) Upon formal recognition under this policy, the organization will represent the
neighborhood association's views to the Council, Planning Commission, and other City
boards, commissions, and committees on matters affecting the area it represents. Formal
recognition will create a clear link between the City and each of the organizations, providing
an opportunity for those who live, work, or own property in the areas to become more
familiar with City services and processes.
(3) Organizations receiving limited recognition by the Council will be entitled
to be placed on the appropriate City mailing lists to ensure receipt of all material distributed
to neighborhood associations; receive the same level of staff support for General Meetings
and Executive Board Meetings as neighborhood associations with full recognition; receive
funds for their public information efforts, pro-rated by the number of addresses within the
City limits; attend neighborhood workshops; send a representative to the Neighborhood
Leaders Council; and a waiver of appeal fees for City land use decisions that the
organizations wish to challenge.
( 4) The City shall not provide to organizations with limited recognition any of
the following: staff support for neighborhood organizing or outreach efforts;
newsletter/public information funding for the proportion of the neighborhood not within the
city limits; or funding for any materials or supplies not available to neighborhood
associations with full recognition.
(5) At such time as the entire area represented by an organization granted limited
recognition hereunder becomes annexed to the City, the City will consider the organization
to be fully recognized and will provide services to it on the same terms as other City
neighborhood organizations.
Resolution - 2
Section 2. The City Recorder is requested to forward a copy of this Resolution to the River
Road Community Organization and the Santa Clara Community Organization.
Section 3. This Resolution shall become effective immediately upon its adoption.
The foregoing Resolution adopted the 25th day of February, 2002.

A RESOLUTION AUTHORIZING AN EXCEPTION TO
THE PUBLIC INFORMATION FUNDING LIMITATIONS
OF THE LIMITED NEIGHBORHOOD RECOGNITION
POLICY FOR ORGANIZATIONS IN THE RIVER ROAD
AND SANT A CLARA AREAS EST ABLISHED BY
RESOLUTION NO. 4705 FOR THE FISCAL YEAR 2005/06.
The City Council of the City of Eugene finds that:
A. On February 25, 2002 the City Council adopted a Limited Neighborhood
Recognition Policy for Organizations in the River Road and Santa Clara Areas (the "Policy") as
set forth in Section 1 of Resolution No. 4705.
B. Under Subsection (3) of the Policy organizations are entitled to receive funds
from the City for public information efforts, pro-rated by the number of addresses within the City
limits. Subsection (4) of the Policy reiterates that the City will not provide newsletter/public
information funding for the portion of the neighborhood not within the City limits.
C. A motion was passed during a City Budget Committee meeting to allocate funds
for public information efforts for non-City addresses within the River Road/Santa Clara area.
This was a one-time proposal, and the funds would be made available during the 2005/06 fiscal
year from the River Road/Santa Clara Sewer Assessment Bond Fund, not the City's General
Fund.
D. The Council finds it would be in the public interest to authorize an exception to
the public information funding limitations of Subsections (3) and (4) of the Policy for the fiscal
year 2005/06.
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:
. Section 1. Based on the above findings, which are adopted herein, an exception to the
public funding limitations of Subsections (3) and (4) of the Limited Neighborhood Recognition
Policy is authorized, and public information may be provided to non-City addresses within the
River Road/Santa Clara area during the fiscal year 2005/06. This exception is limited to the
2005/06 fiscal year, and is contingent upon, and limited to, the funds allocated from the River
Road/Santa Clara Sewer Assessment Bond Fund under the City's adopted budget for the 2005/06
fiscal year.
Resolution - 1
Section 2. The City Recorder is requested to append a copy of this Resolution to
Resolution No. 4705, and to forward copies of this Resolution to the River Road Community
Organization and the Santa Clara Community Organization.
Section 3. This Resolution shall become effective immediately upon its adoption.
The foregoing Resolution adopted the 13th day of June, 2005.
