RESOLUTION NO. 4708
A RESOLUTION CALLING A CITY ELECTION ON MAY 21, 2002, FOR
THE PURPOSE OF REFERRING TO THE LEGAL ELECTORS OF THE
CITY OF EUGENE A MEASURE AUTHORIZING THE ISSUANCE OF A
MAXIMUM OF $8,680,000 OF GENERAL OBLIGATION BONDS FOR
FIRE AND EMERGENCY SERVICES PROJECTS.
The City Council of the City of Eugene finds as follows:
A. The City of Eugene's Fire and Emergency Services is in need of new fire stations
and training facilities due to the necessity to relocate a fire station, the continuing growth of the
community and the need to modernize training facilities.
B. The City of Eugene's Fire and Emergency Medical Services Department is in
need of new fire stations and specialized training facilities because of the necessity to relocate a
fire station to safer quarters, the continuing growth and development of the community and the
need to provide on demand, modem, realistic and safe training conditions for City firefighters.
C. The City's Downtown Fire & EMS Station has been located at the present City
Hall since it opened in 1964. As the City has grown, so have the functions and needs of that
department. The space occupied by the Police Department, also located at City Hall, has
increased, and both departments have been required to move some functions outside of City Hall.
D. The Downtown Space Plan (DTSP) is a long-range plan that was developed to
provide adequate and safe space for City functions located in the downtown core area. The City
Council has had several meetings to discuss various aspects of the DTSP and has provided
direction to staff, including direction that relocation of Fire Station # 1 and Police Property
Control and Forensics Evidence Units should be the first priority in the DTSP and that staff
should plan for the relocation.
E. Staff has recommended replacement of the current Fire Station #1 with a 23,500
square foot station occupying a full one-quarter block in or near the downtown core.
F. The 1999 Training Facilities Development Master Plan, which was refined in
2001, recommended the completion of a specialized fire training area. However, the work was
not completed due to a policy decision to use redeployment bond proceeds, initially earmarked
for this purpose, to facilitate the move of the Central Lane Communications Center.
G. Federal Safety mandates preclude previous methods of providing realistic fire and
rescue training. The Eugene Fire Department is under increasing pressure to discontinue the
long-standing practice of Burn-to-Learn exercises due to concerns over water quality and runoff
specified within the Endangered Species Act.
H. The City is seeking a live fire training structure, allowing the Fire Department to
conduct repeated bums, while directing the resulting water runoff to the sanitary sewer system,
through a valving arrangement already in place at the Emergency Services Center's drill field
facility.
I. The City Council agrees that a measure authorizing the issuance of General
Obligation Bonds to finance these Fire and Emergency Services projects should be referred to the
electors of the City.
NOW, THEREFORE, based upon the above findings,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:
Section 1. A city election is called for the purpose of submitting to the qualified
voters of the City a measure authorizing the issuance of a maximum of $8,680,000 of General
Obligation bonds to be used for Fire and Emergency Services projects.
Section 2. The City Council orders this city election to be held in the City of Eugene,
Oregon, concurrently with the primary election on the 21 st day of May, 2002, in accordance with
the provisions of Chapter 254 of the Oregon Revised Statutes, and the ballots shall be counted
and tabulated and the results certified as provided by law.
Section 3. The City Recorder is directed to give not less than ten days' notice of the
city election by publication of one notice in the Register Guard, a newspaper published in the
City and of general circulation within the City.
Section 4. If approved by the electors, the proceeds from the sale of the bonds will be
used only for costs related to the Fire and Emergency Services projects and payment of bond
issuance costs.
Section 5.
This Resolution shall become effective immediately upon its adoption.
The foregoing Resolution adopted the 25th of day of February, 2002.
