RESOLUTION NO. 4709
A RESOLUTION ESTABLISHING A VOLUNTARY
CAMPAIGN FINANCE PROGRAM FOR CITY ELECTIONS.
The City Council of the City of Eugene finds as follows:
A. The City Council is concerned about the escalating costs of running for city office,
and the appearance of impropriety when an individual or corporation contributes significant funds
to a candidate's campaign.
B. The City Council believes a program encouraging city candidates to limit campaign
expenditures and contributions would improve the city elections process.
NOW, THEREFORE, based upon the above findings,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:
Section 1.
The City Manager shall establish a voluntary campaign finance program.
Section 2. The voluntary program shall be limited to candidates who pledge that they will
comply with all of the following limits:
(a) An expenditure limit for city council election of$7,500; and
(b) A contribution limit of $100 per person or entity; and
(c) A contribution limit of $500 from a candidate for his/her own campaign.
The limits per election for mayoral candidates who pledge to comply with the voluntary program are:
(a) An expenditure limit for mayoral election of $30,000; and
(b) A contribution of $500 per person or entity; and
(c) A contribution limit of $500 from a candidate for his/her own campaign.
Limits shall cover a single election only. Consequently, if a candidate has a run-off election, the
limits start over.
Section 3. The voluntary limits program will also include a prohibition on the receipt of
any campaign contributions after the deadline for filing the second supplemental campaign
contribution and expense report. The City will make available on the City web site or upon request,
the second supplemental report and any reports as required by the State of Oregon as noted in
Section 10.

Section 4. The City Manager shall publish on the City of Eugene's web site the
candidates who pledge to comply with the city or state voluntary limits and those who have not made
the pledge. The City Manager shall also publish in a local newspaper, on at least two occasions prior
to the election, the names of those candidates who pledged to comply, and those candidates who
have not made the pledge.
Section 5. Those candidates who elect to participate in the voluntary program must
declare such intention not later than 5:00 p.m. on the fifth working day after the filing deadline for
a primary election or the primary ballot certification for the general election.
Section 6. A candidate who follows these limits shall file the required state contribution
and expense reports at the same time and using the same forms as candidates who have not made the
pledge.
Section 7. If the City of Eugene determines that a candidate who pledged to follow the
limits has failed to do so, the City Manager shall provide the public with notice of that failure.
Notice may be provided on the City's website or through publication in a local newspaper.
Section 8. Candidates may be released from the pledge if other candidates in the race
have not made and met the conditions of the pledge through the second reporting period.
Section 9. The details and specific requirements of this voluntary program are shown in
Exhibit A of this Resolution.
Section 10. In determining the amount of expenditures and contributions, the City
Manager shall rely on the same definitions as those used by the State of Oregon with respect to the
reporting of campaign contributions and expenditures.
Section 11. This Resolution shall become effective on May 22, 2002.
The foregoing Resolution adopted the 10th day of April, 2002.
