RECITALS:
A. The Lane County Local Government Boundary Commission by its Notice
dated October 26, 1995, advised that pursuant to ORS 199.466 and ORS 199.519, the
following described real property was annexed to the City of Eugene, effective September
5, 1995:
Tax Lots 3700 and 3701, Assessor's Map 17-04-25 2 2, located
in the southern portion of the River Road area of North
Eugene, west of River Road, north of Crocker Lane, and South
of Hansen Lane, as more particularly described on Exhibit A
attached hereto and incorporated herein by reference. (Stiffler,
EC ED 95-81).
That property is contained in and is a part of the River Road Water District and the
River Road Parks & Recreation District. The City desires that the property so annexed be
withdrawn from those Districts and that the City assume proportionate liability for the part
of the Districts so withdrawn.
B. The Lane County Local Government Boundary Commission by its Notice
dated October 25, 1995, advised that pursuant to ORS 199.466 and ORS 199.519, the
following described real property was annexed to the City of Eugene, effective August 28,
1995:
Tax Lot 3400, Assessor's Map 17-04-23 4 2, located in the
western portion of the River Road area of North Eugene, west
of Glory Drive, north of the Northwest Expressway, and south
of Elkay Drive, as more particularly described on Exhibit B
attached hereto and incorporated herein by reference.

That property is contained in and is a part of the River Road Water District and the
River Road Parks & Recreation District. The City desires that the property so annexed be
withdrawn from those Districts and that the City assume proportionate liability for the part
of the Districts so withdrawn.
c. The Lane County Local Government Boundary Commission by its Notice
dated August 14, 1995, advised that pursuant to ORS 199.466 and ORS 199.519, the
following described real property was annexed to the City of Eugene, effective July 7, 1995:
Tax Lot 3000 (part) and 3100, Assessor's Map 17-04-25 22, and
Tax Lot 7301, Assessor's Map 17-04-23-4 4, located in the
southwestern part of the River Road area of North Eugene,
east of the Northwest Expressway, south of Knapp Lane, and
northwest of Hansen Lane, as more particularly described on
Exhibit C attached hereto and incorporated herein by reference.

That property is contained in and is a part of the River Road Water District and the
River Road Parks & Recreation District. The City desires that the property so annexed be
withdrawn from those Districts and that the City assume proportionate liability for the part
of the Districts so withdrawn.
D. The Lane County Local Government Boundary Commission by its Notice
dated August 14, 1995, advised that pursuant to ORS 199.466 and 199.519, the following
described real property was annexed to the City of Eugene, effective July 10, 1995:
Tax Lot 1900, Assessor's Map 17-04-13 23, located in the River
Road area east of River Road, and north of Owosso Drive, as
more particularly described on Exhibit D attached hereto and
incorporated herein by reference. (Ellis, EC ED 95-67).
That property is contained in and is a part of the River Road Water District and the
River Road Parks & Recreation District. The City desires that the property so annexed be
withdrawn from those Districts and that the City assume proportionate liability for the part
of the Districts so withdrawn.
E. The Lane County Local Government Boundary Commission by its Notice
dated August 29, 1995, advised that pursuant to ORS 199.466 and 199.519, the following
described real property was annexed to the City of Eugene, effective July 17, 1995:
Tax Lot 1001, Assessor's Map 17-04-14 2 3, located in the
northern portion of the River Road area, west of River Road,
east of Bushnell Lane, and north of Maxwell Road, as more
particularly described on Exhibit E attached hereto and
incorporated herein by reference. (Fairchild, EC ED 95-71).

River Road Parks & Recreation District. The City desires that the property so annexed be
withdrawn from those Districts and that the City assume proportionate liability for the part
of the Districts so withdrawn.

dated November 1, 1995, advised that pursuant to ORS 199.466 and 199.519, the following
described real property was annexed to the City of Eugene, effective September 20, 1995:
A portion of tax lot 117, Assessor's Map 17-04-23 1 3, located
in the western portion of the River Road area of North Eugene,
west of River Road and Sunny Drive, north of Hilliard Lane
and south of Maclay Drive, as more particularly described on
Exhibit F attached hereto and incorporated herein by reference.

That property is contained in and is a part of the River Road Water District and the
River Road Parks & Recreation District. The City desires that the property so annexed be
withdrawn from those Districts and that the City assume proportionate liability for the part
of the Districts so withdrawn.
G. The Lane County Local Government Boundary Commission by its Notice
dated November 2, 1995, advised that pursuant to ORS 199.466 and 199.519, the following
described real property was annexed to the City of Eugene, effective October 3, 1995:
Tax Lot 104, Assessor's Map 17-04-23 1 3, located in the
western portion of the River Road area of North Eugene, west
of River Road and Sunny Drive, north of Maclay Drive, and
east of North Park Avenue, as more particularly described on
Exhibit G attached hereto and incorporated herein by
reference. (Lahman, EC ED 95-86).
That property is contained in and is a part of the River Road Water District and the
River Road Parks & Recreation District. The City desires that the property so annexed be
withdrawn from those Districts and that the City assume proportionate liability for the part
of the Districts so withdrawn.
H. The Lane County Local Government Boundary Commission by its Notice
dated November 9, 1995, advised that pursuant to ORS 199.466 and 199.519, the following
described real property was annexed to the City of Eugene, effective October 30, 1995:
Tax Lot 6700, Assessor's Map 17-04-144 1, located in the River
Road area of North Eugene, west of River Road and north of
Howard Avenue, as more particularly described on Exhibit H
attached hereto and incorporated herein by reference. (Root,

Road area of North Eugene, east of Mayfair Street, and south
of Knoop Lane, as more particularly described on Exhibit I

River Road Parks & Recreation District. The City desires that the property so annexed be
withdrawn from those Districts and that the City assume proportionate liability for the part
of the Districts so withdrawn.
J. The Lane County Local Government Boundary Commission by its Final Order
No. 1052 dated August 3, 1995, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective September 18, 1995:
Tax Lot 4400, Assessor's Map 17-04-01 3 3, located in the Santa
Clara region of North Eugene, south of Wilkes Drive and west
of Baywood Street, as more particularly described on Exhibit J
attached hereto and incorporated herein by reference. (Harris,
C ED 95-64).
That property is contained in and is a part of the Santa Clara Water District. The
City desires that the property so annexed be withdrawn from that District and that the City
assume proportionate liability for the part of the District so withdrawn.
K. The Lane County Local Government Boundary Commission by its Final Order
No. 1054 dated August 3, 1995, advised that pursuant to ORS 199.490(1)( c), the following
described real property was annexed to the City of Eugene, effective September 20, 1995:
Tax Lots 3800, 3803, 4100 and 4200, Assessor's Map 17-04-01
3 3, located in the Santa Clara region of North Eugene, north
of Wilkes Drive and east of Banner Street (3800 and 3803), and
south of Wilkes Drive and east of Poplar Street (4100 and
4200), as more particularly described on Exhibit K attached
hereto and incorporated herein by reference. (Smith/Guerra,
C ED 95-75).
That property is contained in and is a part of the Santa Clara Water District. The

assume proportionate liability for the part of the District so withdrawn.
L. The Lane County Local Government Boundary Commission by its Final Order
No. 1053 dated August 3, 1995, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective September 18, 1995:
Tax Lot 2301, Assessor's Map 17-04-111 4, located in the Santa
Clara region of North Eugene, east of River Road, North of
Banton Avenue, and west of Camrose Street, as more
particularly described on Exhibit L attached hereto and
incorporated herein by reference. (Ziebert, C ED 95-65).
That property is contained in and is a part of the Santa Clara Water District. The
City desires that the property so annexed be withdrawn from that District and that the City
assume proportionate liability for the part of the District so withdrawn.
M. The Lane County Local Government Boundary Commission by its Final Order
No. 1055 dated October 5, 1995, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective November 20, 1995:
Tax Lot 1200, Assessor's Map 17-04-11 2 3, located in the Santa
Clara region of North Eugene, south of Bobolink Avenue and
west of Stark Street, as more particularly described on Exhibit
M attached hereto and incorporated herein by reference.

That property is contained in and is a part of the Santa Clara Water District. The
City desires that the property so annexed be withdrawn from that District and that the City
assume proportionate liability for the part of the District. so withdrawn.
N. The Lane County Local Government Boundary Commission by its Final Order
No. 1057 dated December 7, 1995, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective January 22, 1996:
Tax Lot 1409, Assessor's Map 17-04-11 3 1, located in the Santa
Clara area of North Eugene, west of Ferndale Road, north of
Irving Road, and east of Cassinia Court, as more particularly
described on Exhibit N attached hereto and incorporated herein
by reference. (lrving/Rauber, C ED 95-94).
That property is contained in and is a part of the Santa Clara Water District. The
City desires that the property so annexed be withdrawn from that District and that the City
assume proportionate liability for the part of the District so withdrawn.
o. The Lane County Local Government Boundary Commission by its Notice
dated December 14, 1995, advised that pursuant to ORS 199.466 and 199.519, the following

described real property was annexed to the City of Eugene, effective November 28, 1995:
Tax Lot 106, Assessor's Map 18-03-03 0 0, located east of the
Laurel Hill area of Eugene, south and west of 1-5, and south of
Henderson Avenue, as more particularly described on Exhibit
o attached hereto and incorporated herein by reference.

That property is contained in and is a part of the Willamalane Park and Recreation
District. The City desires that the property so annexed be withdrawn from that District and
that the City assume proportionate liability for the part of the District so withdrawn.
:R The Lane County Local Government Boundary Commission by its Final Order
No. 993 dated April 7, 1994, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective May 23, 1994:
Tax Lots 2600 and 2603, Assessor's Map 17-04-03 4 0, located
in the Santa Clara region of North Eugene, along Irvington
Drive near Lancaster Drive and Tyson Lane, as more
particularly described on Exhibit P attached hereto and
incorporated herein by reference. (Peterson, C ED 94-16).
That property is contained in and is a part of the Junction Water Control District.
The City desires that the property so annexed be withdrawn from that District and that the
City assume proportionate liability for the part of the District so withdrawn.
Q. The City has authority under ORS 199.510 and 222.520 to 222.575 to withdraw
the territories from the Districts without referring the withdrawal to the Boundary
Commission.
NOW; THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:
Section 1. The City Council proposes that the territories bounded by the lines
running as follows, which have heretofore been annexed to the City of Eugene, shall be
withdrawn from the River Road Water District and River Road Parks & Recreation District:
Tax Lots 3700 and 3701, Assessor's Map 17-04-25 2 2, located
in the southern portion of the River Road area of North
Eugene, west of River Road, north of Crocker Lane, and South
of Hansen Lane, as more particularly described on Exhibit A
attached hereto and incorporated herein by reference. (Stiffler,

in the Santa Clara region of North Eugene, along Irvington
Drive near Lancaster Drive and Tyson Lane, as more
particularly described on Exhibit P attached hereto and
incorporated herein by reference. (Peterson, C ED 94-16).
Section 5. Monday, February 26, 1996, at 7:30 p.m., Pacific Time, in the Council
Chambers, City Hall, Eugene, Oregon, is hereby fixed as the date, time and place for
hearing objections to the withdrawals. The City Manager shall cause a Notice of the date,
time and place and purpose of the hearing, a copy of which is attached as Exhibit Q hereto,
to be published in the Register Guard once each week for two consecutive weeks prior to
the hearing and to be posted in four public places in the City for a like period of time.
The foregoing Resolution adopted the 22nd day of January, 1996.
