Eugene Water & Electric Board
Beginning March 27, 2005, applications are being accepted for the positions of Eugene City
Co~JnCilor and Eugene Water and Electric Board (EWEB). These positions wil be voted on in the
May 16, 2006 Primary Election,
Please Note:
The I~ay primary election is a qualifying election. If a candidate wins more than 50% of the total
vote for that position, only that candidate's name will be placed on the November ?, 2008 general
election ballot for the final election. If no candidate receives more than 50% of the vote, the names
of the two candidates receiving the most votes will be placed on the November ballot.
The Eugene City Recorder is the Elections Filing Officer for the City of Eugene and Eugene Water
and Electric Board elections. All forms must be filed with the City Recorder's Office, 777 Pearl St.
Room 105, Eugene, OR 97401, (541) 682-5042. Please call ahead to schedule an appointment
with the City 15,ecorder to review your forms and answer any questions.

Qualifications and Res den y Requirements
Any person holding elective office must be a legally registered voter in the State of Oregon.
Any person elected to office must have been a legal resident of the city of Eugene for at
least one year prior to being elected in the November 7, 2006 general election.
The Mayor must reside within the legal boundaries of the city of Eugene.
City Council candidates must reside in the ward they seek to represent.
Eugene Water & Electric Board (EWEB) candidates must reside in one of the two wards
they seek to represent. The candidate for the at-large position must reside in Eugene.
Eugene City Code, Section 2.965, defines residency: "A candidate for a city office must have been
a resident of the city for at least one year immediately preceding the election that results in election
to the office, and shall maintain his or her residence within the city and the area he or she seeks to
represent at the time of nomination and throughout his or her term of office if elected. Removal of
an officer's residence from the city or from the area he or she represents shall create a vacancy in
the office for which elected, to be filled in the manner other vacancies in that office are Died. ~f a
councilor or candidate has more than one residence, then the requirements of this section apply to
the principal place of residency, which is tine residence where the person spends more than 50% of
the um.

candidate is required to submit a "Prospective Petition" for approval by the City
Recorder. This is identified as a prospective petition by checking the box on the form.
b) SEL 121 - PETITION FOR NONPARTISAN NOMINATION: The candidate is required
to submit a sample of this form to be approved by the City Recorder for circulation.
c) SEL 300 - STATEMENT ONE OR MORE PETITION CIRCULATORS WILLNVILL NOT
BE PAID: This statement relates to the nominating petition and must be filed with the
sample nominating petition.

a) The City Recorder will review the forms and issue a letter to the candidate authorizing
the collection of signatures on form SEL 121 - PETITION FOR NONPARTISAN
NOMINATION.
b) Mayoral, City Council, and EWEB candidates are required to submit at least 25
nominating signatures of registered voters who reside within the jurisdiction they seek to
represent.
c) ~t is strongly recommended that candidates collect additional signatures in the event that
some are disqualified.
d) The authorization letter and the signatures must be submitted by the candidate to Lane
County Elections Division at 275 W. 10th Avenue, Eugene, OR 97401 (541)682-4234,
for verification of sufficiency and validity.

After signature verification (see 2(d) above), the candidate wil~ submit to the City Recoraer's
Office no ~ater than 5:00 p.m., March 2, 2006, the following forms:
a) Candidate must file with the City Recorder a "Perfected ?etNon." A perfected petition is
identified as such by checking the box on the form SEL 120 - FLUNG OF CANDIDACY
FOR NONPART)SAN NOMINATION.
b) Candidate must submit SEL 121 - PETITION FOR NONPARTISAN OR ~NDEPENDENT
NOMiNATiON, with a minimum of 25 valid signatures verified by Lane County Elections.
Financia Reporting Requirements
All candidates who expect to raise or spend more than $300.00 during the campaign are required
by Oregon State law to fi~e a "Candidate's Statement of Orgamzation" (SEL 220) and financia~
reports~ The form must be filed within three (3) days after collecting funds or making an
expenditure,

Statement of Economic Interest
State Reporting Requirements
All persons holding office in the City of Eugene, including the Eugene Water & Electric Board, are
required to file annual Statements of Economic Interest with the Oregon Government Standards
and Practices Commission. These reports must be filed by April 15 every year of the incumbency
of the elected official, information will be requested concerning sources of income, property,
businesS interests and gifts related to the office. Civil penaltie~ may be imposed for failure to file, or
for insufficient information.

Vok~ntary Campaign Finance Spending Limits
In April 2002, the City Council adopted Resolution Number 4709, creating a voluntary campaign
finance program for City elections. The program seeks to improve the City election process by
encouragin~ candidate~ for City offices to limit campaign expenditures an~ contributions. The
program is voluntary and is limited to cand idates who pledge that they wilt comply with alt the
expenditure and contribution limits. For City Council elections, the voluntary expenditure limit is
$7,500; for the MayOral elect on, the voluntary expenditure limit is $30,000. Contribution limits for
counci elections are $100 per person and $500 from the candidate; for the mayoral election they
are $500 per person and $500 from the candidate.
The program is entirely voluntary. The names of those candidates who pledge to limit contributions
and eXpEnd tures within the scope of the program and adhere to t.h, ose limits throughout the entire
campaign will be publ shed in the local newsPaper and on the City s website. The state-required
contribL~{ on and expenditure reports will be used to determine expenditures and contributions. For

Voter's Pamphlet Participation
Mayor and City Council candidates have the opportunity to place an argument in support of
their candidacy in either the City or State Voter's Pamphlet. Additional information
concerning cost, requirements, and filing deadlines will be available from the City Recorder's
Office in early 2006.
EWEB candidates may also participate in the City of Eugene Voter s Pamphlet, if one is
produced. EWEB candidates are not included in the State Voter's Pamphlet
