Council discussion: Criteria should be quantifiable showing real public benefit beyond the job. Points awarded for consultation is inappropriate and should be eliminated. Green building has nothing to do with the building or how it was built; rename criterion. Importantnot to scalecriteria forsmallerbusinesses;some can’t fulfill all of the requirements. Criteria area good step forward to address goals; make the programstronger. Enterprise zone andtax exemptionsare unnecessary,process is now too easy. Awardingpoints for wages should be done by employee,not an average. Create a tiered system that all businesses can participate in. Criteria for wages could be modified to limit it to acertain percentage between highest and lowest paid employee. Half of the employees would be below the medium wage and that is problematic. Minimum points from each criteria boxshould be required. Health benefits criteria should be given more weight andrequire aminimumnumber ofpoints. Consider usingaverage wage over medianwage; give extra points for local companies. Using medianwage helps eliminate outliers that can skew the results.
