HomeMy WebLinkAboutAdmin Order 58-17-03ADMINISTRATIVE ORDER NO. 58-17-03 of the Traffic Engineer of the City of Eugene REMOVING ON -STREET PARKING FROM WEST 2ND AVENUE BETWEEN CHAMBERS STREET AND GARFIELD STREET The Traffic Engineer of the City of Eugene finds that: A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, the City Manager is designated as the administrative head of the City, and is specifically authorized to enforce all ordinances of the City. In addition, EC 5.040 authorizes the City Manager or the Manager's designee to take administrative action establishing parking area time limitations, including the form of permissible parking, and imposing conditions upon which the streets and other public property may be used for parking. EC 5.055 sets forth the criteria the City Manager or the City Manager's designee should consider when taking administrative action authorized by EC 5.040. B. On September 24, 2009, the City Manager issued Administrative Order No. 58-09- 14 granting the Traffic Engineer of the Public Works Department the authority to exercise all of the duties and responsibilities specifically defined as those of the City Manager in Section 5.040 and 5.050 of the Eugene Code, 1971. In addition, Administrative Rule R-5.045 assigns additional responsibilities to the Traffic Engineer. C. On February 10, 2016, the City Manager issued Administrative Order No. 58-16- 06 appointing me as the City's AIC Traffic Engineer, D. Pursuant to the above -authority, I intend to remove on -street parking from West 2nd Avenue between Chambers Street and Garfield Street. In making the decision to remove parking from West 2nd Avenue between Chambers Street and Garfield Street, I have considered all of the applicable criteria set forth in EC 5.055. Based on the applicable criteria set forth in EC 5.055, the following findings support my decision to remove parking: 1) Currently parking on West 2nd Avenue between Chambers Street and Garfield Street is prohibited by the presence of yellow curb which has been placed for at least five years along both curb lines for the length of this segment. 2) By Resolution 4608, the City Council adopted the Design Standards and Guidelines for Eugene Streets, Sidewalks, Bikeways and Access Ways which includes travel lanes and bike lanes as standard features of Major Collector streets. Parking is an optional feature on Major Collector Administrative Order -- Page 1 of 4 streets. By Ordinance No. 20181, the City Council adopted the Street Classification Map that designated West 2nd Avenue between Chambers Street and Garfield Street as a Major Collector. 3) West 2nd Avenue is a major collector with a posted speed of 30 mph. The street has one 16 - foot eastbound travel lane, one 16 -foot west bound travel lane and a 12 -foot center two-way left turn lane. The curb to curb width is approximately 44 -feet. 4) Formal removal of parking and addition of eastbound and westbound bicycle lanes will result in an approximate street cross section of one 11 -foot eastbound lane, one 11 -foot westbound lane, an 11 -foot center turn lane and 5.5 -foot eastbound and westbound bicycle lanes. 5) From 2007 to 2015, there were 30 crashes on West 2 n Avenue from Chambers Street to Garfield Street. Twenty-four crashes occurred at the intersection of West 2nd Avenue and Chambers Street resulting in two moderate injuries and twelve minor injuries. Six crashes occurred at the intersection of West 2nd Street and Garfield Street resulting in four moderate injuries. One crash involved a person bicycling at the intersection of West 2nd Avenue and Chambers Street resulting in a minor injury. One crash involved a pedestrian at the intersection of West 2nd Avenue and Chambers Street resulting in a minor injury. 6) Removal of parking and installation of bicycle lanes on West 2nd Avenue is consistent with the Eugene Springfield Area Transportation Plan (TransPlan) adopted as amended by Council Ordinance Number 20258 on July 8, 2002. Transportation System Improvements Roadway Policy #l: Mobility and Safety for all Modes states: "Address the mobility and safety needs of motorists, transit users, bicyclists, pedestrians, and the needs of emergency vehicles when planning and constructing roadway system improvements." Transportation System Improvements Bicycle Policy #2: Bikeways on Arterials and Collectors states: "Require bikeways along new and reconstructed arterial and major collector streets." 7) Removal of parking and installation of bicycle lanes on West 2nd Avenue is consistent with Objectives 1 and 2 and Policies 1.1, 1.5, 1.6, 1.7, 2.1 and 2.3 of the Eugene Pedestrian and Bicycle Master Plan (PBMP) accepted by Eugene City Council on March 12, 2012. Administrative Order -- Page 2 of 4 Objective 1 -Create 20 -minute neighborhoods by providing accessible, efficient and convenient methods for pedestrians and bicyclists to travel to the places where they live, shop, work and play by expanding and improving Eugene's bicycle and pedestrian network. Policy 1.1: Make bicycling and walking more attractive than driving for trips of two miles or less. Policy 1.5: Construct high-quality pedestrian and bicycle infrastructure to provide safer, more appealing and well-connected facilities. Policy 1.6: Build pedestrian and bicycle facilities on new roadways, and retrofit older roadways to complete the pedestrian and bicycle system, using routes and facility designs identified in this plan. Policy 1.7: Construct bikeways along new and reconstructed arterial and major collector streets. Objective 2—Safety and Equity: Build a system that addresses the needs and safety of all users, including youth, the elderly, people with disabilities, and people of all races, ethnicities and incomes. Policy 2.1: Continually improve bicycling and walking comfort and safety through design, operations and maintenance including development of "low stress" bikeways to attract new cyclists. Policy 2.3: Ensure that bicycling and walking facilities are provided for all demographics, including people of different ages, races. 8) Removal of parking and installation of bicycle lanes on West 2nd Avenue is consistent with Objectives 10 and 13 of the City of Eugene Community Climate and Energy Action Plan which City Council directed to be developed on October 8, 2008. Objective 10: Create 20 -minute neighborhoods, where 90 percent of Eugene residents can safely walk or bicycle to meet most basic, daily, non -work needs, and have safe pedestrian and bicycle routes that connect to mass transit. Objective 13: Continue to expand and improve Eugene's bicycle and pedestrian infrastructure and connectivity to increase the percentage of trips made by bike and on foot. Administrative Order -- Page 3 of 4 9) Removal of parking and installation of bicycle lanes on West 2nd Avenue is consistent with goals (3) and (4) of the Climate Recovery Ordinance No. 20540 adopted by City Council on July 28, 2014 and subsequently updated by Council under Ordinance No. 20567. (3) By the year 2030, all businesses, individuals and others living or working in the city collectively shall reduce the total (not per capita) use of fossil fuels by 50% compared to 2010 usage. (4) By the year 2100, total community greenhouse gas emissions shall be average share of a global atmospheric greenhouse gas level of 350ppm, which is estimated in 2016 to require an annual average emission reduction level of 7.6%. 10) Removing parking from West 2nd Avenue between Chambers Street and Garfield Street to allow for installation of bicycle lanes enables the public to use West 2nd Avenue in a safer, comfortable and efficient multi -modal manner, is consistent with TransPlan objectives, Eugene Bicycle and Pedestrian Plan objectives and policies, Climate and Energy Action Plan Objectives and Climate Recovery Ordinance goals and, therefore, is in the best interest of the public. On the basis of these findings, I order that on -street parking be removed from West 2nd Avenue, from Chambers Street to Garfield Street. Dated and effective this 22nd day of February, 2017.
