ISSUE STATEMENT
This is an action item to appoint new members and to reappoint an incumbent to the Lane Workforce
Partnership Board of Directors.
BACKGROUND
When needed, some interim appointments are made to various boards, committees, and commissions
outside of the regular annual recruitment process. Based upon a recommendation from the Eugene Area
Chamber of Commerce, the Mayor nominates and the City Council appoints representatives to the Lane
Workforce Partnership Board of Directors. This intergovernmental body directs the operations of local
employment and training programs funded under the federal Job Training Partnership Act. It is a private
nonprofit organization dedicated to providing job training and stay-in-school services to low-income
residents and dislocated workers throughout Lane County. Federal regulations require that the City of
Eugene seek nominations from a general purpose business organization. Residency within the Eugene
city limits is not required for consideration for appointment.
The by-laws of the organization call for a board of up to 15 members composed of persons representing
a number of stakeholders in local work force issues. These appointments are being made to replace
board members Ame Arden who resigned from the board and Ron Thomas whose term expired.

COUNCIL OPTIONS
The City Council can vote to approve the nominees; it can also request additional information or
background on the applicants and delay the vote, or reject the nominees entirely.
CITY MANAGER’S RECOMMENDATION
The City Manager recommends approval of the proposed nominations.

SUGGESTED MOTION
Move to appoint Brian Patch to Position 10 on the Lane Workforce Partnership Board of Directors
filling the unexpired term of Ame Arden for a term beginning September 1, 2006, and ending on
December 31, 2009.
Move to appoint Diane Wiley to Position 5 on the Lane Workforce Partnership Board of Directors for a
term beginning September 1, 2006, and ending on December 31, 2009.
Move to reappoint Jerry Stiltner to Position 6 on the Lane Workforce Partnership Board of Directors for
a term beginning September 1, 2006, and ending on December 31, 2009.

LANE WORKFORCE PARTNERSHIP - Current Membership
DESCRIPTION
The Lane Workforce Partnership is a business-led workforce development organization dedicated to assisting employers recruit and retain employees and to
helping individuals learn new skills, find employment and progress in their careers.
MEMBERSHIP
The Board of Directors is comprised of a majority from business and includes representatives from education, labor, community-based organizations, economic
development, elected officials and state agencies. The City of Eugene has business representatives on the board plus one elected official. A business candidate must be an owner,
chief executive officer, chief operating officer or individual with policy making or hiring authority, and whose business is from a growing sector of the Lane County economy.
TERM
Terms are three years and members may be reappointed.
APPOINTMENT
The Mayor appoints the elected official. The business representatives are recommended by the Eugene Area Chamber of Commerce to the Mayor who
nominates candidates who are then confirmed by the City Council.

The Lane Workforce Partnership has two Eugene business representative vacancies on its board of
directors and one board member requiring reappointment. The Lane Workforce Partnership has recruited
Diane Wiley, Director of the Riverfront Research Park; and Brian Patch, Functional Excellence Lead at
Invitrogen to fill the vacancies. The board also requests reappointment of Jerry Stiltner, Business
Manager of Personnel Source, Inc.
Enclosed isMs. Wiley's and Mr. Patch's completed Application/or Appointment to Citizen Advisory
Boards and Commissions. Also enclosed is a letter from the Eugene Chamber of Commerce nominating
Ms. Wiley, Mr. Patch, and Mr. Stiltner to the Lane Workforce Partnership board of directors.
The Workforce Investment Act of 1998 requires that local workforce investment boards, i.e., the Lane
;' Workforce Partnership board of directors, be comprised of a majority from business. Business
representation must be owners of businesses, chief executives, or operating officers of business or
employers with optimum policymaking or hiring authority; represent businesses with employment
opportunities that reflect the employment opportunities of the local area and; are appointed from among
individuals nominated by local business organizations, i.e., the Eugene Chamber, and business trade
associations.
We are requesting the Eugene City Council. appoint Ms. Wiley, Mr. Patch, and Mr. Stiltner to serve on
the Lane Workforce Partnership board of directors from September 2006 through December 31, 2009.
