PUBLIC FORUM Mayor: The Public Forum is an opportunity/or individuals to speak to the City Council on any city-related issues except for those items which have already been heard by a Hearings Official or are on tonight's agenda as a pubfic hearing. Each person will have three minutes to speak. Please give your name and address when you come to the podium. The timer and lights indicate the time you have to speak. A yellow light will come on when you have 15 seconds to complete your comments. The red light indicates the end of three minutes. PUBLIC HEARING: Resolution 4831 Forming a Local Improvement District For Paving, Constructing Curbs and Gutters, Sidewalks, Pedestrian Medians, Street Lights, and Stormwater Drainage on River Avenue From 200 Feet East of River Road to 100 Feet West of Beltline Highway Manager: Introduces topic, presents background information. ACTION: FY06-FYll Draft Capital Improvement Program Council President: I move to adopt the FYO6-FY11 Capital Improvement Program incorporating the recommendations forwarded by the Budget Committee and staff Roll Call Vote 7. ACTION: Resolution 4832 Authorizing the City Manager to Make Application to the State of Oregon for Designation of a West Eugene Enterprise Zone Council President: I move to approve Resolution 4832 authorizing the City Manager to make application to the State of Oregon for designation ora West Eugene Enterprise Zone. Roll Call Vote Council President: I move to direct the City Manager, in the event that Eugene's enterprise zone designation application is approved by the State of Oregon this year, to bring back a resolution prior to July 1, 2005, for adoption of interim local criteria consistent with the Public Benefit Criteria included in Attachment B and amended in Attachment C, with the understanding that new job quality standards' would be adopted as soon as practical following notification ora successful designation application, in accordance with the process outlined in Option 1 of this agenda item. ACTION: Ratification of Intergovernmental Relations Committee Actions of February 17, February 24, and March 9, 2005 Council President: I move to ratify the IGR Committee's actions as set forth in the minutes of the February 17, February 24, andMarch 9, 2005, meetings.
