BACKGROUND When needed, interim appointments are made to various boards, committees, and commissions outside of the regular annual recruitment process. Originally called the East Alton Baker Park Planning Committee, and now renamed to Citizen Planning Committee for the Whilamut Natural Area of Alton Baker Park, the committee was created to prepare a plan to determine the appropriate mix of passive recreational uses for the Park. The committee is now charged with implementing that adopted plan. There are 15 at-large members, ten from Eugene, and five from Springfield. The Mayor nominates candidates; the City Council appoints from the Mayor's list. Both the current committee members and staff from the City of Eugene and Willamalane provided comments on the applicants and nominees. Five persons are to be appointed. RELATED CITY POLICIES There are no policy issues related to these appointments. COUNCIL OPTIONS The City Council can vote to approve the nominees; it can also request additional information or background on the applicants and delay the vote, or reject them entirely. CITY MANAGER'S RECOMMENDATION The City Manager recommends approval of the proposed nominations. Have you been a frequent visitor to the Whtlamut Natural Area? What do you most enjoy about the park? I frequently bicycle through parts of the area. I have canoed the canal which passes through the area; I have worked on removal of invasive species in the vicinity of Autzen bridge, and occasionally walked to and from football games. I think my favorite specific enjoyment is viewing the blue delphiniums in full bloom along the bicycle path downstream from the Autzen footbridge. 2. The Citizen Planning Committee (CPC) meets as a full committee on a quarterly basis and all members are expected to attentL There are additional opportunities for involvement which include sub. comtnittees which focus on Slnctflc park issues and volunteer work partes in the parle Would you be able or willing to participate in these additional activities? Yes. My record of service on committees and boards, as well as "husbanding" an area of Hendrick's Park, together with a friend of 45 years, illustrate my past commitment to additional opportunities for involvement. $. Describe your top three interest areas or issues regarding the Whtlamut Natural Area of Aiton Baker Parla a) Promote and sustain the riparian habitat natural area. The City of Eugene should establish and maintain for education purposes examples of the various habitats native to its borders, such as the Douglas fir forest, oak sanannah, and riparian regions. b) Control and remove invasive species within the Natural Area. c) Restore the Day Island Fill area and retain polluting effluents on site. 4. The CPC works with the City ofF, ugene/Willamalaue Park and Recreatlon district, and other organizations. What specific strengths and attributes can you contribute to the CPC? I would cite my past experience in working with the City of Eugene as a volunteer citizen member of advisory committees, my knowledge of planning, and my knowledge of biology and scientific method. $, Please cite an example in which a wide range of opinions surfaced within a group to which you belonged, and your role in bringing divergent sides toward resolution~ Such examples abounded during my 2-year tenure as Chair of a Eugene Budget Committee, which was frequently divided, I believe that everyone who wishes should be allowed to speak on an issue of importance to her or him. I believe it is important to validate other's opinions even though you might disagree and, to the extent possible, seek areas of agreement from which to build consensus. I tried to discourage "calls for the question" because they cut off input from committee members who had indicated to the chair a desire to speak. By memorandumt I asked all members to seek from the chair a clarification of the number of persons waiting to speak prior to calling for the question, and, instead of calling for the question, to request the chair to add no additional names to the list prior to voting. Have you been a frequent visitor to the Whilamut Natural Area? What do you most enjoy about the park?. Yes - I bike and walk through the Natural Area several times a week. I most enjoy the presence of a relatively und veloped area within an uban area (in contrast to EWEB and other, more utilized areas of Alton Baker park) and so central to the Eugene-Springfield downtown cores. In addition, it presents a wonderful educational resource for students in my environmental planning seminars, as well as an attractive recreation "resource" too often overlooked by city officials and planners when marketing Eugene-Springfield for economic development. 2. The Citizen Planning Committee (CPC) meets as a full committee on a quarterly basis and all members are expected to attend. There are additional opportunities for involvement which include sub-committees which focus on specific park issues and volunteer work parties in the park. Would you be able or willing to participate in these additional activities? Yes - particularly those related to parks, environmental education, and sustainable community d velopment. 3. Describe your top three interest areas or issues regarding the Whilamut Natural Area of Alton Baker Park. 1) Ensure that Whilamut remains an open, natural area with only passive recreational activities allowed; 2) enhance the educational learning opportunities which Whilamut affords to community schools and organziations; and 3) continue the restoration efforts to ensure the survival of endemic plant and animal species. 4. The CPC works with the City of Eugene, Willamalane Park and Recreation District, and other organizations. What specific strengths and attributes can you contribute to the CPC. More than twenty years as a professor and environmental planner in parks and protected areas give me both the expertise and experience necessary to successfully and sustainably manage Whilamut Natural Area as a protected "greenway" in our metropolitan area. 5. Please cite an example in which a wide range of opinions surfaced within a group to which you belonged, and your role in bringing divergent sides toward resolution. Recently, I was asked by the US State Department to assist government officials and tourism operators in Serbia-Montenegro to promote sustainable nature- and culture-based toudsm programs after years of civil war had degraded the country's natural environment and discouraged foreign visitors. The challenges were many, including ethnic distrust, dilapidated facilities & infrastructure, disagreements over appropriate practices in hotels and visitor activities, and lack of funding. How ver, I was abl to develop a cons nsus among th div rg nt groups for an initial tourism master plan and marketing program, and have just been awarded a Fulbright grant to return latr this year to continu the public planning process and to institut a park natural resource manag m nt degree at the University of Montn gm.
