BACKGROUND When needed, interim appointments are made to various boards, committees, and commissions outside of the regular annual recruitment process. Based upon a recommendation from the Eugene Area Chamber of Commerce, the Mayor nominates and the City Council appoints representatives to the Lane Workforce Partnership Board of Directors. This intergovernmental body directs the operations of local employment and training programs funded under the federal Job Training Partnership Act. It is a private nonprofit organization dedicated to providing job training and stay-in-school services to low-income residents and dislocated workers throughout Lane County. Federal regulations require that the City of Eugene seek nominations from a general purpose business organization. Residency within the Eugene city limits is not required for consideration for appointment. The by-laws of the organization call for a board of up to 15 members composed of persons representing a number of stakeholders in local work force issues. This appointment is being made to replace a board member, Steve Badenoch, who moved out of the area. RELATED CITY POLICIES No policy issues are related directly to consideration of this resolution. COUNCIL OPTIONS The City Council can vote to approve the nominee; it can also request additional information or background on the applicant and delay the vote, or reject it entirely. CITY MANAGER'S RECOMMENDATION The City Manager recommends approval of the proposed nomination. MEMBERSHIP The Board of Directors is comprised of a majority from business and includes representatives from education, labor, community-based organizations, economic development, elected officials and state agencies. The City of Eugene has business representatives on the board plus one elected official. A business candidate must be an owner, chief executive officer, chief operating officer or individual with policy making or hiring authority, and whose business is from a growing sector of the Lane County economy. TERM The six business representatives serve three year terms; the elected official serves a one year term. APPOINTMENT The Mayor appoints the elected official. The business representatives are recommended by the Eugene Area Chamber of Commerce to the Mayor who nominates candidates who are then confirmed by the City Council. The Lane Workforce Partnership has recruited John Lively with Best Software fill the vacancy. Mr. Lively is Director, ACT! For the company. Enclosed is a letter from the Eugene Chamber of Commerce approving the nomination of Mr. Lively. Mr. Lively replaces Steve Badenoch who resigned from the board because he took a job in Portland. The Workforce Investment Act of 1998 requires that local workforce investment boards, i.e., the Lane Workforce Partnership board of directors, be comprised of a majority from business. Business representation must be owners of businesses, chief executives, or operating officers of business or employers with optimum policymaking or hiring authority; represent businesses with employment opportunities that reflect the employment opportunities of the local area and; are appointed from among individuals nominated by local business organizations, i.e., the Eugene Chamber, and business trade associations. We are requesting the Eugene City Council appoint Mr. Lively to serve on the Lane Workforce Partnership board of directors from April 1, 2005 through December 31, 2007.
