Home My WebLink AboutItem C: Programming of Surface Transportation Program-Urban Funds ECC UGENE ITY OUNCIL AIS GENDA TEM UMMARY Work Session: Programming of Surface Transportation Program-Urban Funds Meeting Date: October 23, 2006 Agenda Item Number: C Department: Public Works-Engineering Staff Contact: Mark Schoening www.eugene-or.gov Contact Telephone Number: 682-5243 ISSUE STATEMENT The City Council is requested to approve the attached list of pavement preservation projects (Attachment A) for the development of applications for federal Surface Transportation Program-Urban (STP-U) funds for FY07-FY09 to be programmed by the Metropolitan Policy Committee (MPC). BACKGROUND At its July 13, 2006, meeting the MPC directed MPO staff to move forward with the process to program the remaining FY07 – FY09 STP-U funds. The process that was approved allocated 65% of available STP-U funds to a category comprised of modernization, project development and preservation activities. The intent was to set aside a larger share of the STP-U funds into a combined category and allow individual jurisdictions to determine their own priorities with respect to modernization, project development and preservation. The MPC was provided with a timeline (Attachment B) for the programming of STP-U funds. The timeline includes both a calendar schedule and the duration in months to complete each step of the process. Due to numerous other MPO activities the schedule for the allocation of STP-U funds has slipped significantly. The discussion of regional priorities was anticipated to occur in September 2006 and will now occur in November 2006. It is anticipated that the project application period will occur in December 2006 or January 2007. The following amounts are available to be programmed in the combined modernization, project development and preservation category: FY07 FY08 FY09 STP-U Funds $1,027,840 $1,820,000 $1,820,000 Consistent with the council’s priority placed on pavement preservation, City staff has developed a list of pavement preservation projects. If approved by the City Council, City staff will select projects from this list that best meet the adopted criteria and then submit project applications for STP-U funding during the application period. The list of pavement preservation projects was derived from the City’s pavement management system and are the projects the City has planned over the next three to five years. Initial coordination with public and private utilities has taken place to allow utilities to budget and plan the necessary utility work L:\CMO\2006 Council Agendas\M061023\S061023C.doc in advance of pavement preservation work. The projects consist of pavement overlays on streets that are near the transition from overlay to total reconstruction. The project streets are classified as arterials or collectors. RELATED CITY POLICIES On June 9, 2004, the City Council passed a motion that all project lists or funding allocations for projects within the City of Eugene or the Eugene urban growth boundary generated through the TPC for the MPC/MPO approval shall first be reviewed and approved by the Eugene City Council before the TPC recommendations are reviewed for approval by the MPC/MPO, including review of regional projects in which the City is a stakeholder. On April 11, 2005, the City Council passed a motion adopting the following Capital Improvement Program policies: ? Funding sources that have been identified for a specific project and approved with adoption of the Capital Improvement Program shall remain the funding source for that project unless a specific exception is directed by the Council ? Flexible transportation funding available to the City from federal, state, county, and local sources, that is eligible, will be used to fund operations, maintenance and preservation of existing capital transportation infrastructure, unless a specific exception is directed by the Council ? New transportation capital projects, including transit projects that are located within the Eugene City limits will be reviewed by the City Council before inclusion into any regional or multi-jurisdictional project list or plan. COUNCIL OPTIONS The City Council may: 1.Approve the project list; 2.Not approve the project list; or 3.Remove specific projects and approve an amended project list. CITY MANAGER’S RECOMMENDATION The City Manager recommends that the City Council approve the project list. Once the MPC adopts the project selection criteria, City staff will select specific projects from the list that best meet the adopted criteria and submit the applications to the MPO during the application period. SUGGESTED MOTION Move to approve the attached list of pavement preservation projects as the basis for applications for federal Surface Transportation Program-Urban funds for FY07-FY09 to be programmed by the Metropolitan Policy Committee.
