BACKGROUND Each year, the council makes appointments to boards, committees and commissions. The last major recruitment and appointment process occurred in October 2005. Chapter 2 of the Eugene Code addresses standing committees to the City Council and the appointment process for those. For most standing committees created in the Code, the council is the appointing authority. The annual recruitment for boards, committees and commissions was initiated on July 17, 2006, and concluded on September 8, 2006. The recruitment was publicized on the Internet, through press releases, council newsletter items, City offices, and at City-related meetings and events. Notices of the vacancies were mailed to a number of community organizations and a list of interested parties. Members of the council were provided with copies of the applications. From this, the council selected those persons who were to be considered as finalists and who were subsequently interviewed by the council. If an applicant received five or more votes to be appointed, that person was presumed to be appointed and thus the motion to appoint reflects that presumption. The City Council appoints members to the Budget Committee, Human Rights Commission, Planning Commission, and Toxics Board. For the Police Commission, MWMC, and Whilamut Natural Area Citizen Planning Committee, the Mayor nominates and the City Council appoints. The terms on these boards, committees and commission begin on November 1, 2006. RELATED CITY POLICIES The boards, committees and commissions serve as advisory bodies to the City Council in the development of various city policies. Seek additional candidates for these positions. CITY MANAGER’S RECOMMENDATION The City Manager has no recommendation on this item; the appointments are made by the council. SUGGESTED MOTIONS Budget Committee At the start of the recruitment period there were two vacancies on the Budget Committee; the terms of two incumbents were to expire. However, on September 25, 2006, after the recruitment period had closed, one of the incumbents (Robert Peters) withdrew and indicated he did not wish to be considered for reappointment. The other incumbent had, in the initial tally for interviews, received enough votes to be appointed. At the meeting on September 25, the City Council directed a new recruitment be undertaken to fill that vacancy and one upcoming in January 2007, when one of the lay members of the Budget Committee (Mike Clark) assumes a seat on the City Council. The appointment process for the remaining incumbent who wished to be considered for reappointment was to proceed as scheduled. In this cycle, there is one vacancy on the Budget Committee. Five applications were received, including two current members who wished to be reappointed. From this pool, the council chose to reappoint two members in the initial round of tallies, and did not select anyone else for an interview. As noted above, one of the incumbents then withdrew from further consideration. Move to reappoint John Demboski to Position 5 on the Budget Committee for a three-year term beginning November 1, 2006, and ending on October 31, 2009. Human Rights Commission There are five vacancies on the Human Rights Commission. Nine applications were received, including all five current members who wished to be reappointed. From this pool, the council chose to reappoint all five incumbents in the initial round, and did not select anyone else to be interviewed. Move to reappoint Hugh Massengill to Position 4 on the Human Rights Commission for a three- year term beginning November 1, 2006, and ending on October 31, 2009. Move to reappoint Jeremiah Megowan to Position 10 on the Human Rights Commission for a three-year term beginning November 1, 2006, and ending on October 31, 2009. Move to reappoint Elizabeth Aydelott to Position 12 on the Human Rights Commission for a three-year term beginning November 1, 2006, and ending on October 31, 2009. Move to reappoint Neil Van Steenbergen to Position 13 on the Human Rights Commission for a three-year term beginning November 1, 2006, and ending on October 31, 2009. Planning Commission There are three vacancies on the Planning Commission, two created by expired terms and one created by the early resignation of a member. Ten applications were received, including one current member who wished to be reappointed. From this pool, the council chose to interview eight applicants on October 3, 2006. In the ballot to appoint, the incumbent received six votes to reappoint and thus that name is offered in nomination here. No other candidates received five or more votes to appoint for the two remaining vacancies. Move to reappoint Richard Duncan to Position 7 on the Planning Commission for a four-year term beginning November 1, 2006, and ending on October 31, 2010. Move to appoint __________ to Position 3 on the Planning Commission to complete the unexpired term of Phillip Hedspeth, a term beginning November 1, 2006, and ending on October 31, 2008. Move to appoint __________ to Position 6 on the Planning Commission for a four-year term beginning November 1, 2006, and ending on October 31, 2010. Toxics Board There are two vacancies on the Toxics Board. One is for a “right-to-know advocate” position and one is a “business required to report” position. There was one applicant for the “right-to- know advocate,” the incumbent who wished to be reappointed. There was also one applicant for the “business required to report” position, again the incumbent who wished to be reappointed. After the recruitment period closed, the , and one applicant for the “business” slot, left his position at the “business required to report” and was no longer eligible to serve on the Toxics Board. At the time of publication, no candidate for the business slot had been identified. Move to reappoint Steve Johnson to Position 4, an advocacy representative on the Toxics Board for a three-year term beginning on November 1, 2006, and ending on October 31, 2009. Whilamut Natural Area Citizen Planning Committee There are two vacancies for Eugene residents on the committee; both of these vacancies are due to resignations of current members and both of these appointments will be to fulfill unexpired terms. Three applications were received for these two slots. The Mayor reviewed the applications and makes the following nominations. Move to appoint Barbara May to Position 6 on the Whilamut Natural Area Citizen Planning Committee to complete the unexpired term of Ed Fredette, a term beginning on November 1, 2006, and ending on October 31, 2008. Move to appoint Sally Nunn to Position 10 on the Whilamut Natural Area Citizen Planning Committee to complete the unexpired term of Greg Ringer, a term beginning on November 1, 2006, and ending on October 31, 2008. Nine applications were received, including one from a current member who wishes to be considered for reappointment. Mayor Piercy interviewed candidates and makes the following nominations. Move to reappoint John Ahlen to Position 4 on the Police Commission for a four-year term beginning November 1, 2006, and expiring October 31, 2010. Move to appoint Joseph Alsup to Position 5 on the Police Commission for a four-year term beginning November 1, 2006, and expiring October 31, 2010. Metropolitan Wastewater Management Commission In the last few weeks of the recruitment process, one of the Eugene’s representatives on the MWMC resigned from that body. Staff worked with the MWMC to recruit applicants for this vacancy. The Mayor reviewed these applications and makes the following nomination for this vacancy. Move to appoint Terry Gould to Position 2 on the Metropolitan Wastewater Management Commission to complete the unexpired term of Walt Meyer and to serve a three-year term beginning on February 1, 2007, and ending on January 31, 2010. I have worked as an environmental engineering consultant virtually my entire professional career spanning over three decades. During 31 years With BROWN AND CALDWELL, a full service, national environmental engineering firm, I had various responsibilities from technical to managerial. In fact throughout the late 70s and early 80s I was personally involved in several MWMC projects, including the East Bank Interceptor, the Seasonal Industrial Wastewater Management Program and the Biosolids Management Program. In the Fall of 2004 my wife anq I left for a two-year Peace Corps service in Mexico. This was a very rich and rewarding experience on many fronts. My role there was also in the environmental engineering field of water and wastewater management. Now that we have returned from that adventure,Iha.ve rejoined BROWN AND. My hope is that I can provide guidance from the perspective of a seasoned professional in the field of environmental engineering and help implement the'mission ofMWMC. I would like to become a member ofMWMC in part because I am interested in continuing my goal of providing volunteer service that started with the Peace Corp two years ago.
