Novemb.er 28, 1927. ~ Minutes of the adjourned meeting of the Common Council held at 7;30 o'clOck P.M. on November 28th, 1927, there being present Mayor A.L. Williamson and all members of the Council except Monnoe, who was absent. Meeting called to order by the Mayor at 7;30 P.M. Dr. Ross et-al, appeared ~ld spoke on the condition of Sylvan Street since its recent improvement, stating it is in very bad condit.ion. They were told the street would be kept up the best possible until the same is properly packed. The Eugene Federation of Women1s Organization and the Central Labor Council 'each presented petitions asking the City to provide for the inspection of meats within the City and to have an Inspector appointed for this pU.t'pose. Said matte.r was refe.rred to the Judiciary Committee and the City Attorney tp present an Ordinance at the next meeting of the Council concerning such matter. As per the call, bids we.re opened for the paving of Fillmore Street~~'frlD'm 6th Avenue South one half block as follows:- Ha.rgreaves & Lindsay ~1336~OO Stien Bros. 1320.00 Said bids were referred to the Street Committee for report, and it recommended the hid of Stien Bros. at i;P1320.00, and. the Mayor and Recorde.r were instructed to enter into a contract with such successful bidder for such contract work. Committee Reports were called for: The Judiciary Committee reported on the proposed Ordinance limiting the use of 13th Avenue to auto traffic, which was read the first time on November 14th, 1927, and presen ted an amendm8 nt thereto.. The amended Ordinance was then read the second time and laid over. I The Judiciary Committee reported it was getting copies of taxi Ordinances from other cities and asked for more time in which to report on the proposed taxi Ordinance heretofore read. Such tli1e was granted. . The Street Committee reported it ancl the 1myor have purchased a tractor for $1850.00 from the Sweet-Drain Auto Co. and have also purchased a scarifier on futuX"e ~,?ayments under the authority referred to them b.j' the Council. On motion, such r~:Port and purchases were approv~d. The Street Comrni ttee reported the driveway a t the Bangs Building on East 8th Avenue clogs the gutter and leaves stagnMt water and filth, theI'e. On mot jon, the City Engineer was instructed to have the walk at such place so fixed t~remedy such condition. . The Heal th, the Fire and VIa tel", the Prin.ting, the Police, and the Sewer Committees had no reports 'to make. James King appeared. on behalf of the '~Jorld War VeteranB State Aid Commission and. asked permission to redeem the City Lots 4,5, and 6 of Block 6, Cherry Grove Addition, from the deed gotten by the City from Lane County on tax certificates and offered to pay the city all liens heldgy the City past due and the amount of taxes paid to Lane County and other necessary expenses in procuring such deed. Such request was granted and the Mayor and. Recomer were instructed to execute a deed or receipt of such payments. A petition was received as to 22nd Avenue from Charnel ton to Washington Streets stating A.C. Mathews, the contractor, grading and graveling such Street, is not finishing his contract and leaving the Street In deplorable condition. lVIr. Mathews appeared and promlsed to have hi s contrac t comple ted. this week. The E.C. Simmons Co., formally invited the Mayor and Council as a body to inspect the new Ford to be on display on December 2nd. Permits were issued to E.M. Baker for. an aerial at 1995 Harris street and to w.? ~nspoker for one at 323 West loth Avenue. I A petition was presented for a Street light at the intersection of 22nd Avenue and Kincaid Street. The Fire and Water Committee recommended such petition be granted and, on motion! such report was adopted. A petition was received to widen 11th Avenue from Willamette Street to Franklin Boulevard. and that curbs be constructed on each side for such additional width and that electric lights be installed at each street intersection. Several other requests were made in addition to those here stated as to the manner of fixing such street when so widened. Such matter was referreli to the Street Committee. . w. W. Bond and S. w. Edens made application for police stal~s and authority as police officer, they, to serve as merchant patrolmen and to ,Je paid by the merchan t . , E.T. Pollock made a like a-p-r.lication and i'iled a petition from various mercl1B.nts , that he be so appointed. 'After discussion, on motion duly voted, said petitions were granted on condition said parties are to work under the supervision of the Chief of Police and until'such time as the Chief of Police sees fit to discontinue such services, the Ci ty to be in no way liable for - such men's salaries. It was stated the Street Railway rest room at the end of Blair noulevard is be ing used by tramps since the discontinuance of street car service on that street, and that such men are a menace to the residents near there. The Chief of Police was instructed to see the'Railway Company and ask that such building be removed. J.L. Bland of the Telephone lJompany, and C.A. McClain of the Eugene Water Board appeared as to the disposition of the matter of moving the wires and other public utilities in the c~osing of Blair Boulevard as per the petition. After discussion as to the necessity of getting final action after so many continuances, the City Attorney wa~ directed to notify the Southern Pacific Railway Company and other interested parties that final action will be taken in ~laid matter on December 12th, 1927 and no further continuances granted. -I i \\ II I' ~!1.. " I (). -'~ On motion the following resolution was unanimously adopted:- I RESOLUTION ..~& BE IT RESOLVED by the Common.Councll of the City of Eugene, that, WHEREAS, The City of Eugene has heretofore ac~uired title to the following described propert, to wit:- Lots Four (4) and Five (5) in Block 1, in Cherry Grove Addition to Eugene, Lane County, State of Oregon; also Lot Number Six of Block Number 1, of Cherry Grove Addition to ~gene, Lane County, Oregon; the City l~ving ac~uired title from Lane County, and the said Sane ~ounty having ac~uired title by virtue of a tax foreclosure; and, WHEREAS, The State of Oregon represented and actingby the World War Veterans' State Aid Commission has a mortgage upon the above described premises .and is desirous of taking title to the said premises and is now foreclosing their said mortgage against t he said premise s as a gainst the former owners; and, WHEREAS, rrhe Ci ty of l1'u.gene ac~uired ti tle to the said property merely for the purpose of p.rotecting its lien for improvements made upon and adjacent to the said premises; and, VffiEREAS, The said State of Oregon.represented and acting as aforesaid has offered to pay all delin~uent installments of City liens against the said premises and to pay the City the amount paid the County for title to the said prem.ises, and in addition to pay the City such pnrtion of the delin~uent taxes as would normally have been paid to the City; I NOW, THEREFORE, BE IT RESOLVED that upon payment of all delin~uent taxes against the said premises by the State in accordance with the statement to be furnished by the City Recorder of ~gene, and upon' the further payWent of all delinq,uent installments of City liens agains said premises, that the City of Eugene deed to the State of Oregon representing and acting by the said Commission, the prope.rty above descl'ili1ed; and BE n: FURTHER RESOLVED that the Mayor of Eugene and the City Recorder be authorized and they are hereby authorized to execute and deliver to the State of Oregon represented and acting. as aforesaid, a good and sufficient deed to the above described premises upon compliance wi th the terms in the resolu tion set out. On. motion, the following resolution was -Qllanirnously adopted!- RESOLUTION Be it Hesolved.b:;-: the Common Council of the City of Eugene, that','NHEREAS, in the opening of 9th Avenue from VanBuren Street to Almaden Street in 'said Gi ty the property of Amelia Aya was assessed a benefi t of ~p200.00 which assessment vvas entered in the Record of City Liens as against said property-'~nd later Taylor Street from 6th to lOth in said City was opened and this same propert1 was assessed benefits in the amount of $1100 together with appropriate damages for land taken in the opening of said Street, and it being the understanding between said Amelia Aya and the 130ard of. \Jievrers a t the time of opening Taylor Street that the lien entered in the opening of 9th Aven-g.e should b.e cancelled as part of' considera tion in the opening of rraylor Street, BE IT THEREFORE, RESOLVED, That the property of Amelia Aya adjacent to 9th Avenue between Van 13uren Street and Al1naden Street and assessed for the opening of said 9th Avenue under Ordinance Number 5107 in the amount of ~200.00 should be cancelled of record and the City Treasurer of said City is hereby ordered and directed to cancel of such record as against said property the lien so entered against the property of Arne lia Aya. , 1-- On motion, the following resolution was unanimously adopted:- RESOLUT ION BE IT RESOLVED by the Common Council I6f the City of Eugene, that, WHEREAS., in the settlement Vii th Raymond L. It was read the second time on October lOth, 1927.
