Minutes of the regular meeting of the Common Council held at 7;30 o'clock P.M. on December 12, 1927, there being present Mayor A.L. Williamson and all members of the Council except Washburne and Monroe, who were absent. Meeting called to order by the Mayor at 7;30 o'clock P.M. I .;tt Minutes of the meetings of Novl3mber 14th, November 18th, and November 28th, 1927, approved. Committee reports were called for. The City Attorney spoke for the Judiciary Committee as to the proposed Taxi Ordinance regulating various phases of t.raffic on 13th Aven.ue East and otherwise adjacent to the University, stating he has not had sufficient time since having the matter presented and that he would have Ordinances prepared for the next Council meeting. Finance Committee. The Finance Committee recommended the fo~Llowing estimates for Street improvements be paid:- To Eugene.Sand and (}ravel Co. for grad.ing and graveling Lincoln Street from 22nd to 23rd Avenue. . . . . . . . .. . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $679.51 To Oscar Snow for paving the alley betiween Charnelton and Lincoln Sts. from 20th to 21st Avenue. . . . . . . . . . . .. . . . . . . . . . . . . . . . . . . . . . . . . . . . $1069.49 To W.W. Head Construction Co. for pavi.ng Lawrence St. from 13th to 17th Avenue.......$12,23q.89 To Stein Bros. for :paving University St. from 15th to 18th Avenue - partial-payment to be made from the Intersection fund.............$5.073.21 To Stien Bros. for paving University St. from 15th to 18th Avenue Avenue - Partial payment to be made from the 3)istrict Improvement Fund.....$8,298.85 I To Hargreaves & Lindsay for paving Bir'ch Lane from Fairmount Boulevard to Maple St.......$3,382.67 To Stien Bros. for :paving Monroe Street from the Southern Pacific Right of way to ?'th Avenue. $12,875.34 On motion such recommendation was unanimously adopted by roll call. Street Committee:- The Street Committee reported on the petition to widen 11th Avenue and recommended the matter be laid over for the present. On motion, such recommend- ationwas adopted. The Street Committee reported the County has estimated it will require $4250 to improve Helen St. and sta ted about- the length of tihree blocks thereof is adjacent to the avaiation field and recomnended the City pay 50% of the ammunt required to improve said street for such distance. On motion such recommendation was adopted. '- Fire and Water Committee:- As per instructions, the Recorder produced all light :pe~i]ions filed during the last four years, which lights have not been installed, and on motion, lights were ordered installed at the points petitioned for as follows:- 3rd and Jackson 13th and Monroe 5th and Taylor 18th and Onyx On 23rd Avenue between Lawr~nce and Lincoln Streets. 20th and Emerald. Better lighting on Charnelton between 14th and 17th Avenues. 23rd and Olive. 18i;h 21st 23.rd 20th and Emerald and Emerald and Agate and Lawrence I ~ .~ " 7 I Petitions were received for street lights at Washington and 21st Street and 15th and Onyx Streets. The Fire and Water Committee recommended such petitions be granted and, on motion, such recommendations were adopted. .~... l~ Health Committee:- The Health Committee presented a proposed Ordinance regulating the keeping of sl9P, swill, garbage and other refuse matter which propose'd Ordinance was read the first time and referred to the Judiciary Committee. The Health Committee presented a proposed Ordinance for the inspection of meats and for the appointment of a meat inspector, which proposed Ordinance was read the first time and fully discussed. It was referred to the Judiciary Committee for report at the next meeting of the Council. Th~ Printing and Police Committees had no report to make. The Sewer Committee reported the condition on l3th Avenue at Adams St. is bad as to drainage and recommended a sewer be built to remedy this condition. The city Engineer agreed to investigate the matter. The Chief of Police was directed to report at next Council Meeting as to the disposition of the matter of the removal of the rest room at the end of Blair Boulevard. The matter of the construction of a detention room for girls adjacent to M~rs. Ady's office was discussed. On motion, duly voted, such rDom was ordered built. A.S. Currie asked for a raise of salary as a traffic policeman, showing the upkeep and expenses of his machine is such that he cannot continue at his present wage. Said matter was referred to the Finance Committee. Three permits were granted to W B Amspoker for aerials at 327 Adams St., at 8th and Pearl Streets and at 2367 Fairmount Boulevard. I A peti.tion was rece+ved t9 pave the alley from 9th to lOth Avenue between Olive and Charnelton ~ts. Said matter was referred to the Street Committee and it recommended such petition be granted. On motion such recommend- ation was unanimously adopted. The D.A.R's filed a petition to have tAe marker, Which originally marked the site of Columbia College, and which marker now lays face down on the parking at the corner of 19th and Olive Sts., at least raised to an upright position where it now lays, so it may be preserved from injury. The Street Commissioner was directed to do such work. " W F Reed and wife filed a deed to the city of a strip of ground for Street purposes which location is between Agate and Columhia Sts. and South of 24th Avenue 160 feet. The Council directed the Recorder to write the Grantors it would not accept the deed until the paving in front thereof on 24th Avenue is paid for. The City Attorney spoke of a pole on the Street at 1792 Willamette Street on which a vine is growing, stating Marjorie Leonard is desirous the same be not disturbed in the removal of the poles discontinuing the street car line. The Street Commissioner was ordered to investigate and report at the next meeting of the Council. The Street Committee inquired as to the fill at the corner of 7th and High Sts. asking if the walk cannot now be built. The City Engineer was asked to investigate and report at next Council meeting. The following resolution was offered and unanimously adopted: RESOLUTION. I Whereas, the Common Council of the City of Eugene has heretofore enacted Ordinance No. 6519 making the annual levy on behalf of the city for the support of its various departments and expenses, and together with the regular budgeted levy within the six per cent limitation upon the city's indebtedness, there is included a special levy in excess of the six percent limitation for Play Grounds and Recreation Areas in the sum of $2500.00 ~ rs ~r I I I' Ii II II 'I Ii " II 'I I I I AllD WHEREAS, the Councy Assessor, Mr.-~.:. Keeney announced. at the tlmel of the election and now states that he will not extend' the Play Grounds [,levy> ".-- upon' the assessment and tax roll to be. collected with o.ther taxes assessed and:,_ _ . :.., levied upon behalf of~ the City. AND WHEREAS, said playground levy is ~mbodied and made a part of the levying ordinance described above under and pursuant to a specific authorization o~ the levy made by the legal' electors voting on the question, and is a legal levy and should be extended, I IT IS THEREFORE RESOLVED BY TH1~ CITY OF EUGENE;' That the City Attorney is hereby directed to take such measures as shall be necessary, including the bringing of any suits or actions he shall deem proper, to cause said playground levy to be placed upon the tax roll for Lane Councy, Oregon for "the 1928, and the Recorder is hereby. authorized and direc ted to .verify any and all pleadings, and execute any and all documents necessary on behalf of the City of Eugene, pursuant to that end. Eugene, Oregon, December 12, 1927. An Ordinance levying assessments for paving Birch Lane from the East line of Fairmount BouJsvardto the West line of Maple Street was read the first time and laid over. An Ordinance levying assessments for paving Lawrence Street from the South margin of 13th Avenue to the Nortl1 margin of l7th avenue with concrete paving was read the first time and laid over. Twenty eight sidewalk assessment Ordinances having been read the fLrst time on November 28, 1927, and registered notices sent and all protests over- ruled, they passed their second and third readings by ti tlla . by unanimous consent under suspension of the rule ancl were placed on their final passage. An Ordinance levying assessments for paving Monroe Street from the South margin of the Southern Pacific Right of way to the North.tine of 7th Avenue having been read the first time on November 28, 1927 and registered notices sent and all protests being over-ruled, it passed its 2nd and 3rd readings by title by unanimous consent t~der suspension of the rule and was placed on its final passage. The ayes and nayes were call,sd, all present voting aye, nay, none. The Ordinance was declared passed and numbered 6507. .An Ordinance levying assessments for paving the alley between Charnelton and Lincoln Sts., from the South cline of 20th Avenue to the North line of 21st Avenue having been read the first time on November 28, 1927 and registered notices sent and all protests being over-ruled, it passed its 2nd and 3rd readings by title by unanimous eonsent under suspension of the rule and was placed on its final passage. The ayes and nayes were (}alled, all present voting aye, nay, nene. The Ordinance was declared passed and numbered 6508. An Ordinance levying assessme!l ts for paving Univ,arsi ty Street from, the North line of 15th Avenue to the North line of 18th Av,snue, in the City of Eugene, having been read. the first time on November 28, 19:27 and registered notices sent and .all protests over-ruled, it passed its 2ni and 3rd readings by ti tIe by unanimous consent, under s"Ll.81's:nsion of the rule and was placed on its final passage" The ayes and nayes were called, all present voting aye, nay, none. The Ordinance was declared passed and numbered 6509. I Seven sidewalk improvement Ordinances were read the first time and passed their second and third readings by title by unanimous consent under suspehsion of the rule and were placed on their final passage. The ayes and nayes were called, all present voting aye, nay, none. The Ordinances were declared passed and numbered 6510 to 6516, both numbers inclusive. An Ordinance accepting and ratifying the acceptance of the bid of A.W. Stien and R.W. Stien, co-partners doing business as Stien Brothers, for the paving of Fillmore St. from Sixth Avenue to the Alley South of Sixth Avenue was l'L:":.. read the first time and passed its second and third readings by title by unanimous consent under suspension of the rule and was pla(}ed on its final passage. The ayes and nayes were called, all present voting aye, nay, none. The Ordinance was declared passed and numbered 6517. I I ~;: ._._.... .__ .A___._'" ~ . ,. ._'.. _~.-: ...., ~ ~- An Ordinance accepting and ratifyint the acceptance of the bid of Oscar Snow for the construction of a sewer on the South side of 12th Avenue from Tyler to Taylor Sts., together with all manholes, flush tanks, lampholes, wyes and other appurtenances necessary for a complete improvement as per Resolution 11-14-27 was read the firstime and passed its second and third readings by title by unanimous consent under suspension of the rule and was placed on its final passage. The ayes and nayes were called, all present voting aye, nay, none. The Ordinance was declared passed and numbered 6518. An Ordinance levying the annual tax for the city of Eugene, Oregon, for the fiscal year of 1928, was read the first time and passed its second and third readings by title by unanimous consent under suspension of the rule ana was p.laced on its final passage. The ayes and nayes were called, all present voting aye, nay, none. The Ordinance was declared passed and numbered 6519.
