Minutes of regular meeting of the Common Council held January 9, 1928,
there being present Mayor A L Williamson and all members of the Council, except
Washburne and Monroe, who were absent.
Mee~ing called to order by the Mayor at 7;30 o'clock P.M.
Minutes of the meeting.of.December 12 and December 28, 1927 approved.
Fred Lindsay appeared and asked that water mains be installed on Washington
Street from 13th Avenue South. Said matter was referred to the Health Committee
and the City Recorder.

As per the call, bids were received for the construction of a storm sewer
on Washington Street from the Amazon to 20th Avenue, on 20th Avenue from
Washington Street to Jefferson Street and on Jefferson Street from 20th Avenue
to 22nd Avenue as follows:

Said bids were referred to the Sewer Committee for report and it recommende
the bid of Hargreaves and Lindsay, of $8674.60 and, on ijl.otion, such recommend-
ation was adopted and the Mayor and Recorder directed to enter into a contract
with such successful bidder.
As per the call, bids were received for the construction of a sanitary
I sewer along the East line of Block 6, from Fairmount Heights Boulevard to ~pring
Boulevard as follows:

Hargreaves and Lindsay 1012.80
Said bids were referred ,to the Swwer Committee for report and it recommend
ed the bid of Peter A Nelson of $742.22 and, on motion, such recommendation was
adopted and the Mayor and Recorder directed to enter into a contract with such
successful bidder.
As per the call, bids were received for the paving of the alley between
Olive and Charnel ton Streets from Broadway to lOth Avenue as follows;

Said bids were referred to the Street Comm~ttee for report and it recom-
mended the bid of Hargreaves and Lindsay of $1227.35, and, on motion, such re-
commendation was adopted and the Mayor and Recorder directed to enter into a
contract with such successful bidder.
Committee Reports were called for:
Judiciary Committee:-
The Judiciary Committee presented three ordinances
restricting traffic on Streets through the University of Oregon Campus and
said Ordinances were read the first time and referred back to the Judiciary
Committee for further report.
The Judiciary Committee presented the Meat Ordinance as amended and the
same was read the third time, it having been read the first and second times at
I the meeting of December 12, .fu92~h: and December 28, 1928. The same was fully
discussed by various butchers, farmers and by the g~ate Dairy and FOOd
Commissioner, Mickle. Said Ordinance was placed on its final passage. The roll
was called, all present voting aye, Absent and not voting Washburn and Monroe.
The Ordinance was declared passed and numbered 6557.
Finance CommitGee:-
The Finance Committee recommended the salary of A S
Currie as traffic O~ficer be increased from $135.00 to $145.00 per month,
co~nencing January 1st, 1928. On roll call, such recommendation was ~d~pted.

The Street Commi ttee sta te Vlyn8. and Goddard asl: to be released from
I ~ their contract to construct sidewalks under Ordinances 6340, 6345, 6347,
,I and 6349, which contract was awarded them. It was agreed to release such
'I firm when a petition in writing is filed asking for such release.

H ill Elliott presented renewal dump ground contracts
for the city to execute and the same were referred to the Health Committee.
Several estimates were received for the proposed purchase of a patrol
wagon and the matter held over C3,waiting the return of Chairman l\Ionroe of I
the Police COlTIlnittee.
The matter of purchasing some kind of heater for the police office
was discussed and held pending investigation.
A hotel permit was granted Bessie Prather to. operate the Star Hotel
at 960 Willamette.

I, TbB City Engineer presented a segregation of the S mi t h property on
Fairmount Boulevard and Villard Street as per the petition and the followin
resolution was presented, and unanimously adopted:
RESOLUTION
Whereas, heretofore Leonore A. Smi th and il'red E. Smith have petitioned
the Common Council of the City of Eugene, Oregon to apportion certain
street assessments in Lot 2, of Block 24, Fairmount Addition to Eugene, on
account of improvements made on Fairmount Boulevard and on Villard Street
abutting upon said Lot, and have filed with the Council a plat of said Lot
2, Bloclc 24, showing the manner in which it has been aegregated into
different holdings and sold off, and
Whereas, the segregation is in the form ofa plat attached to the
petition, and has been submitted to the City EnginesI' of the City of
Eugene for apportionment, and the Engineer had apportioned the various

Addition t~ Eugene, shall be and is hereby adopted by the CO.TImon Council as the
proper apportionment of the assessments against the various tracts shown on the
plat and the various descriptions attached thereto, and the City Recorder and the
City Treasurer be and they are hereby directed to correct their records to con-
form to descriptions and assessments shown in the Engineer's Report upon said
petition.
An Ordinance levying assessments for paving Second Avenue from the West line
of Van Buren Street to the ~ast line of Blair Boulevard, ViaS read the first time
and laid over.
An Orainance levying assessments for grading 22nd Avenue from the West linG
of Charnel ton Street to the East. line of Washington Street in the City of Eugene,

An Ordinance levying assessments for paving 9th Avenue from the East line of
Tyler Street to the East line of Almaden Street, was read the first tirre and laid
over.

An Ordinance levying assessments for grading Lincoln Street from the ~outh
line of 22nd Avenue to ~he South line of 23rcL Ave. , in the City of Eugene, having
been read the first time on December 28th, 1927, and registered notices sent and
there being no protests, it passed its second and third readings by title by
unanimous consent under suspension of the rule and was placed on its final
passage. The ayes and nays were called, all present voting aye, nay, none. The
Ordinance was declared passed and numbered 6551.
An Ordinance levying assessments for paving Agate Street from the South line
of Franklin Boulevard South to the existing pavement, in~the City of Eugene,
having been read the first time on December 28, 1927, and registered notices sent
and. the objections of the Southern Pacific Railroad Co. having been over-ruled, it
passed its second and third readings by title by unanimous consent under suspensio
of the rule and. was placed on its final passage. The ayes and nBWs were called,
all present voting aye, nay, none. The Ordinance was declared passed and numbered
6552.
An Ordinance for the cnnstruction of a sanitary sewer in the alley between
Lawrence and Washington Street, from 13th to 14th Avenues, in the City of Eugene,
was read the first time and passed its second and thil"d readings by ti tle by
unanimous consent under suspension of the rule and was placed on its final passage.
The ayes and nays were called, all present voting aye, nay, none. The Ordinance
was declared passed and nwnbered 6553.
An Ordinance adppting the plans and specifications of the City Engineer for
the construction of a sanitary sewer in the alley between Lawrence and Washington
S ts. , from 13th to 14th Avenue, was read the first time and passed its second and
third readings by ti tle by unanimous consent under .c suspension of the rule and was
placed on its final passage. The ayes .and nyas were called, all present voting
I aye, nay, none. The Ordinance was declared passed and nurnbered 6554.
Two sidewalk improvement Ordinances were read the first time and passed their
second and third readings by title by unanimous consent under suspension of the
rule and were placed on their final passage. The ayes and nays were called, all
present voting aye, nay, none. The Ordinances were declared passed and numbered
6555 and 6556.

!: boundaries thereof, to make a plat thereof, and make and file a written report
containing a full and complete description of such street and its boundaries,
and of the portions of each lot, part of lots or tract of land to be appropriat-
ed therefor.
