FebruarJ 14, 1928. The l\Iayor and all mea:bers of the Council were present. deet-
ing called to order by t11e Mayor. Minutes of the meetings of January 9th and
January 23rd, 19~8, approved.
F S Appleman appeared as to loca~int a :Jiesel Oil Tank at 5th and Charnelton
Streets. Said inatter VJas referred to the Inspector of Builclings and the Fire
and,7a ter C ommi ttee.
Committee reports were called for:-
The Judiciary Committee had no report to millce.
The finaLce Committee reported on the proposed increase in salary of the
street men and recon~ended such raise be not made. Un motion such report was
adopted.

The Fire and ~2 ,c~ Committee reported on the proposed new lightine system
and C .A ~,~cC lain was called and submi t ted a report s11ol.'J ine the t.'lpe s of lights,
candle power, and where installed and filed a chart in cOllilection therewith.
The ~atter was discussed. On motion, unanimoasly carried, s~ch reDort was
adopted and t~e installation ordered co~m~Dced startinG ~ith the residential
section. .
Health Committee:

Be it Enacted by t~e lesal voters of the City of E~gene:
Section 1. The Common Council of the City of Eueene is hereby author-
ized and empowered eac~ year to revy, assess and collect taxes not to exceed
one-half of one mill upon all property, both real and personal, within the
City of Eugene, not exempt from taxation, for tile purpose of mainta;,ning a
~:Iunicipal Band in said City. And. the CO,j1;.10n CO"v..ncil .is hel~eby furtllel~ author-
ized. and emporfered to create .a Band. CO;ilmissi6n 'consisting of three or more
persons and to d.efine the d.uties and prescribe the terms of office of said
C ofruni ss ion.
Section 2. The CO:l1ffiOn Council is here':J;i autllorized and. empowered. to
create a separate fund to be .novm as the .Municipal Band. Fu.d1d, and the
TreasureT L: he re b,y d.i1~ec ted t 0 ~{eep sai (1 fund separate fDom the other fUDds
of the City; The money realized for such band pnrposes under this Act shall
be :paid to the C i t':l lRres.surer, who shall dello 8i t anc1 keep the same in said.
