Minutes of the adjourned meeting of 1ihe Common Council held February 27, 1928, there being present Mayor A L Williamson [mdall members of the Gouncil. Meeting called to order by the Mayor at 7;30 o'clock P.lVI. Frank Fay Eddy 0 f the Play Ground G;ornmission appeared, and asked on behalf of the Women's Clubs of the City that certain portions of some streets be set apart at certain hours for roller skating for the children. Said matter was referred to the S tree t Q ommi t tee. I Mr. Eddy also spoke of the matte of the expenditure of the P~ay Ground money and gave a tentative budget as prepared. Such figures were rtaferred to the Finance ,0 ommi ttee for report. Gommittee reports were call&d for: , The JUdiciary,.h)re and Later, Sewer and Printing Oommititees had no reports to make. The Finance Committee recommended the following estimatt3S bg paid, and by roll call, such recommenda tion was approv'ed as follows: Peter A Nelson, for construction of a sewer in Fairmoun'~ Heights from Heights Boulevard along the East line of Block 6 tiO Sprint Bl vd., $8.50.37. Oscar Snow, for construction of a sewer in alley between Lawrence and vVashingt n Street from 13th to 14th Avenue, $385.85. Hargraves and Lindsay, for constructi.on of a storm sewe.t' on Washington Street from the Amazon to 20 th Avenue, 20th Avenue from Washington 'bo Jefferson; Jeffersa:l trom 20th to 22nd Avenue, $8682.53. ' The Street Committee reconunended the: petition to pave 16th Avenue from Olive to LIncoln St. be granted. On motion, such recommendation wa:a adopted. Samples of Street signs were shown and the cost thereof discussed. The matter was held ove.r-. ...;~ I The petition to take off the table the petition to widen 11th Avenue was read abd dusc~ssed. After discussion the same was referred to the Planing Oommission to report at the next meeting of the Council. The Police Oommittee state.d there is a vacancy in the position of Desk Sargeant and recommended Julian Strait be appointed to fill such position and that , is salary be increased from $125.00 to $135.00 per month and to date from January 1, 1928. On roll call, such recommendation was approved. The Police a ommitteealso spoke of the neEld of addi tiona,l men on the force and recommended the matter be placed in the hands of the FinancE~ Q ornmi ttee and the Police Committee to report at the next meeting as to any pro]~osed method to pay such men. On motion, such recommendation was approved. II The Poliae q ommi t tea spoke of the need of a new car for use by the Police and !I the matter was discussed. " :1 I, II The City attorney reported on the tax statement of the Springfield property acquired from the Southern PaCific Railway' Go.. and recommendE~d the ma tter be held in abeyance. On motion, such recommendation was approved. The Chief of Police reported on the condition of the JWlke and Hide Store on West 8th Avenue and stated it is being renovated. An estimate of $56.00 was presented by the Ford-Nelson lflill Co. for a complete oounter, unpainted, for the Treasurer's Office. On motion, such counter was ordered and such estimate accepted.' I A petition was received to pave Orchard. St. from Franklin Boulevard to 19th Ave. su@fi matter was referred to the Street Committee. A petition was filed to vacate the alley running North and. South from 20th to 21st Avenues between Grundy and Jefferson Sts. Such work was ordered done by the Street Gommissioner. The matter of the claim of Mrs H J Manley to have her yard filled in was dis- cussed, it being shown some '6 loads of dirt would do the Work. Such filling was ordered to finish the work claimed due by Mrs Manley to complete the City's Gontract in moving her house in the opening of Van Buren Street from 3rd Avenue to Blair Boulevard. .. ,~, ~..... As per the call, bids wel'e opened for the construction of a sewer in the alley West of Jefferson St. from 15th to 19th Avenue, as follows: Stien Bros Oscar Snow W W,B Const Co Peter A Nelson $1374.90 1473.05 'h512.70 1570.69 Said bids were referred to the Sewer G ommi ttee for report, and it reported favor- ably upon the bid of Stien Bros. at $1374.90. On motion such report was adopted and the Mayor and Recorder instructed to enter into contract with such successful bidder for such contract work. RESOVED: That the Gommon Counc il of the City of Eugene, (Dregon, deems it expedient and necessary to open, layout and establish Almaden Street' from 6th to 8th Avenue and that the City Engineer be and is directed to make a sli!vey of the same, to mark the boundaries thereof, to make a plat thereof ,and ma.k~ and- file a written report containing a ful11and complete description of such street and its boundarie and of the portions of each lot, part of lots or tract of land to ba appropriated therefor. The ~~YOD spoke on the petition .of the electrician's asking fw a change in the inspection. Said matter was deferred to the next council meeting. The Mayor spoke onfthe proposed fixing of Butte Park foc play ground and recreational purposes and the matter was discussed. The City Engineer was directed to prepare plans and present at the next Gouncil Meeting for the improvement of such gronds. On motion Gouncil adjourned.
