Wlarch 12, 1928. .1 i~~~ I ~ -II' ~ I Minutes of the regular meeting of the Common Council held on ~~rch 12, 1928, at 7;30 o'clock P.M., there being present; lViayor A L Williamson and all members of the Council except Washburne and McCully, who were absent. Meeting called to 0 order by the lV~yor. Minutes of the meetings of February 13th and February 27th, 1928, approved. Dr. Moxley appeared and spoke on the Boy Scout movemen't and stated on Monday, ,March 19, the Scouts would mee t and take over the Ci ty Government as proposed and the Mayor and. Gouncil were invited to meet with them. James King appeared and presented a petition to widen Willaaette Street from 6th to 11th Avenues. Said matter was referred to the Street Committee and the City Engineer. Iv! J Thompson appeared and stated thE:re are many gas p~U'p~c:;t)ary to the Ordinances of the City and asked they be removed. The matte.r was referred to the Street Committee. Fred Lindsay appeared as to the bill the City claims a:s damages done to the alley in the rear of the McM:orran and WaElhburne store at the time such building was constructed. Said matter was referred to the Street Co~nittee. On motion such report was approved. ,.. The Judiciary, Fire and Water and helath Committees made no reports. The Finance Committee' presented the bill of Lane County for one half of the heating bill for the Rest ~Cottage in the sum of ~ Said matter was referred to the Health Committee for report. The Finance Committee also presented the bills of the Library Board for its proportion of the Budget for January and February, 1928, and the same was dis- cussed, and, on motion, ordered paid as billed, but the Library Board was requrest ed under such motion, to report to the Council monthly of its receipts and ex- pendi ture s. ''i- .-}~,,. ~A~ I' The Estimate of the City Engineer of $385.85 as payment :eo' Oscar Snow for constructing a sewer in the alley between Lawrence and Washington Streets from 13th to 14th Avenues was, on roll call, ordered paid. The Estimate of the City Engineer of ~8682.53as payment to Hargreaves and Lindsay for constructing a storm Sewer on Washington Street from the Amazon to 20th Avenue; from 20th Avenue from Washington to Jefferson; Jefferson from 20th to 22nd Avenue, on roll call, was ordered paid. The Estimate of the City Engineer of $1261.95 as payment to Hargreaves and Lindsay for paving the alley between Olive and Charnelton Street from Broadway to 10th Avenue, on roll call, was ordered paid. On motion of the Finance ~ommittee all other bills, as presented and approved were, on roll call, ordered paid as herein set out at the end of the minutes. The Street 00mmittee reported on the petition to widen 11th Avenue and on the proposal to widen Willamette Street and recommended the ma tter. be held over until a report of the planning Commission is received. On motion, such report was adopted. The Street Committee recommended the petition to pave Ordhard Street from Franklin Boulevard to 19th Avenue be granted. On motion such recommendation was ado'p ted. The Street Committee reported adversely on the petition to vacate the alley between Jefferson and Grundy Streets from 20th to 21st Avenues. On motion, such re port was adopted. The matter of the purchase of Street signs was laid over. The Street ~ommittee recommended the petition of the Women's Organizations to permit the childr~n to skate on certain ~treets, and close such streets for tha pUrpose during certa.,ilin hours be re jec ted. oft mo tion such report was adopted. The Sewer Committee recommended $50,000.00 of sewer bonds be sold. On motion such recommendation was ado~ted. The Sewer Committee also recommended the City cUt:l the brush in the Amazon West of town and clean up the channel for a certain distance to prevent back water, and the matter was discussed. The Engineer reported it would cost approx- imately $2400.00 to do such work. The Engineer was directed to prepare plans and specifications for such work and present at the next 60uncil meeting. In the absence of the Chairman of the ~ire and Water Committee, the Mayor reported on the efficiency of the b'ire Department, stating it took only three and one half minutes from the time of a call from the Fair Grounds for the boys to be there in action, but that when 3 wagons are out, no one is left at the Station, and he stressed the need of additional firemen. A petition was received from the ~ugene Hospital asking for parking reserva- tiOns in front of the hospital. Said matter was referred to the Polhice Committee. Said matter was referred to the Street 80mmitt e. I A petition was received from C A Wintermeier, as attorney for Wm A Taylor, asking two certain city liens against Lot 2, Block 6, Hendl'icks Addition, be cancelled, he claiming the city failed to redeem from a tax foreclosure instituted by Lane Coun.tY'Jam the liens thereby being null and void. Said matter was referreEl to the City Attorney. The Meat Inspector's report was read and filed. The matter of meat licenses was discussed, it being shown several suburban stores sell sliced meats purchased from inspected meat markElts only, it being questioned whether or not, such stores should be required to pay the $10.00 licens fee ~ Councilman Rugh moved such stores sE;}lling meats so pUl~chased and having no blocks be required to pay a $2.00 per year license fee\. No second to such motion was had and the matter held over till the next meeting. A petition was received to pave the alleys between 12th and 13th Avenues and between Oak and Pearl Streets. The Street Gommittee recowroended such petition be granted and such recommendation was adopted. Bids were received in writing from Bray Bros., Geo. Parsons, Herbert M Elliot and Yoder Bbos. for a garbage franchise and such bids were read and fully discu.sse by the Council and others persent. The Health Committ~e movEld a franchise for such purpose be let to one firm only. The roll was called, all present voting aye, except Large and Lamb, who voted no.. The motion was declared carried. It was then moved and unanimously carried the franchise be awarded to Bray Bros. J K Pratt and J J Kirchoff each filed letters calling attention to the need of the City for insurance against burglary, hold ups, etc. ~:he Matter was referred to the Finance Committee. '. Said matter was referred to the Park Board. I The following re solu tion was offered and unanimously aclopted: RESOLUTION: Whereas, warrant No 27710 in the amount of $7.50 was issued to Star Shoe Co which appears to be a du1l1icate of another warl~ant for the same amount and for the same bill, and warrant No 29578 issued to Williamson and Co in the amount of $154.04 which amount it was decided to pay, and which amount has been paid, out of a warrant issued to W W Head Construction Co in the paving of Lawrence Street and assigned to the City for work done by the City, and warrant No 22972 for $10.50 issued to .Portland, Oregon, on the 9th llvenue Bridge fund, Which warrant has never beert presented, Be it, therefore, Resolved, That the two above mentioned warrants be cancelled and the Recorder is hereby authorized and directed to cancel the same of record in his office. Mayor Williamson asked Councilman Large to take the chair so the 1~yor might speak from the floor. Large, having taken the chair, the Mayor then3brought up the petition of the electricians asking for a new inspector and stating the Water Board will take over the electrical inspection of the City, if so requested, and suggesting it is a good plan. After discu,ssion and the agreement to such plan by the electricians through their Attorney, E 0 Immel, it was voted the Eugene Water Board do the electrical inspection for the City from and after April 1, 1928. The ~~yor then resumed the chair. The City Engineer feported on the Airport and the method of fixing it, stat- ing it will be necessary first to drain the filed by ditching. The Engineer was directed to do the work-under the supervision of the Park Board. The City Engineer reported on leveling the ground back of the Butte and other wise fixing it for play grounds and estimated 'i-t"will cost ~p2000.00 to do t,he work. He also estimated it will cost from $1200.00 to ~1300.00 t~ construct Tennis Courts on the Water tank. The matter was defe'rred till next meeting. The matter of closing the Auto Park was discussed, The Park Board was asked to give the ~ouncil its opinion of the propriety of abandoning such enterprise. 16 sidewalk assessment Ordinances, having been read the first time and passed their second and third readings by title by unanimous consent under suspension of the rule and were placed on their final passage. The ayes and nays were called, all present voting aye, nay, none. The Ordinance was declared passed and numbered 6679. An Ordinance accepting and ratifying the acceptance of the bid of R W Stien and A iN Stien for the construction of a sewer in the alley West of Jefferson Street from 15th to 19th Avenue was read the first time and passed its second and third readings by title by unanimous consent under suspension of the rule and was placed on its final passage. The ayes and nays were called, all present voting aye, nay, none. The Ordinance was declared passed and numbered 6680. An Ordinance appointing a new viewer,in lieu of J W Hobbs, who re~used to qualify, in the proposed opening and extension of Almaden Street from 6th to 8th Avenue, was read the first time and passed its second and third readings by title b~ unanimous consent under suspension of the rule and was placed on its final passage.
