Meeting called to order by the Mayor. This being the time to open bids for the purchase of $113,013.70 Series "A-G" Improvement Bonds, the following bi ds were received: Geo. H Burr, Gonrad and BrowraInc.; Freeman, Smith and Camp Co.; Ferris and Hardgrove :. Par and accrued interest with a premium of $100.02 for each $100.00 par value of bonds purchased with interest at 5t% per annum, the City to furnish an abstract and the bidder to pay for an opinion thereon. Carl E Nelson; Blyth, Witter and Co.; par and accrued interest with a premium of $100.05 for each $100.00 par value of bonds purchased with interest at 5i~ per annum, the city to furnish an abstract and the bidder to pay for an opinion thereon. Pierce, Fair and Go; Atkinson, Jones and Co.; Lumbermans Trust Co.p Par and accrued interest with no premium on each $100.00 j?ar value of bonds p~chased with interest at 5~% per annum, the City to furnish an abstract and the bidder to pay for an opinion thereon. I Said bids were referred to the Finance Committee for report and it recom- mended the bid of Geo H Burr, Conrad and Broom, Inc., Freeman Smith and Camp Co., Ferris and Hardgrove; at par and accrued interest with a premium of $100.02 and for each $100.00 par value of bonds purchased, the city to furnish an abstract and the bidder to pay for an opinion thereon, be accepted and on motion, duly carried, such recommendation was approved and the Mayor and Recorder directed to execute such bonds on behalf of the city. Considerable discussion was had a.s to whether or not the city should resur- face Blair Boulevard for those portions of ~uch Street as are not resurfaced by the ~ailway Co. in covering the Street Car tracks. It was finally decided the S tree t C ommi ttee should ge t price s req,uired to re'surface:'_all port ions of s tree ts to be resurfaoed by the Railway Co. in covering the Street Car tracks. Adjourned meeting of the Common Council held at 7;30 o'clock P.hl. on Iv1arch 26, 1928, there being present Mayor A L Williamson and all members of the Council. Meeting called to order by the Mayor. C A Hardy appeared as attorney for Wm Wells and Wm Carson and made applicatio to rent the Municipal Auto Camp at ~75.00 per month. ~he Park Board also reported on the matter of the proposed closing of the Au to Park Camp and its report was duly filed as was the Wells and Carson application. The Weilils and Carson appli- cation was referred to the Park Board. I W.B. Parker, a student of the University of Oregon, appeared and stated the students will have ~heir annual Canoe Fete on ~~y 11, and 12th, 1928 and asked that Franklin Boulevard near the Mill Race be closed to traffic all day on !viay 11 and until noon on 1fuy 12th while such entertairunent is held. The Police Committee recommended such req,uest be granted, and, nn motion, such recommendation was approved. A petition was received from the ~ugene Federation of Women's Organizations asking a license to "RodeolT shows alleged to be booked for Eugene, be denied. I As per the call, bids were opened to pave 16th Avenue from Olive to Lincoln Street, as follows: Stien Bros $3198.80 Hargreaves and I,indsay 3118.20 Oscar Snow 3136.10 Said bids were referred to the Street Committee for report and it recommended the bid of Hargreaves and Lindsay at $3118.20, and the ~~yor and Recorder were instruc - edto entel' into contract with such successful bidder for such contract work. As per the call, bids were opened to pave the approaches to the Charnelton Street Bridge over the Amazon, as follows: Stien Bros $1251.80 Oscar Snow 1174.60 Hargreaves and Ilindsay 1215.80 Said bids were referred to the Street Committee i'or re:port and it recommended the bid of Oscar Snow at 1174.60, and. the May'or and Recorder were instructed to enter into contract wi th such successfuL_ bidder for s'Uch contract work. The Finance Committee reported adversely on the matter of the City carrying burglary insurance. On motion, such report was adopted. The Street Co@nittee reported on the matter of the purchase of Street Signs, stating 1805 signs are re~uired and a~ter explaining the different kinds to be had, recommended we purchase the flange aluminum type at 53~ each. On motion, such recommenda tion was ap:proved. The Street Committee stated it was not ready to report on the widening of Willamette Street nor on the matter of gas pumps now installed. in the parkings. The Street Committee recommended the petition of She Terminal Auto Co. to install a gas pump in the parking at 521 Willa~tte ~treet be denied~ On motion, such recommendation was adopted. The Street Committee reported on the c~aiw of the City against Hargreaves and Lindsay for alleged damages to the alley at the rear of the McMorran and Washburne store in the sum of $106.40 and recommended the city stand one half of such damages, Hargreaves and Lindsay to pay the balance. On motion, such report was adopted. The Street Committee reported the Engineer has filed an estimate at $22,471.00 as the amount re~uired. to pave the streets on which the_old street car system operated, said paving to be in addition to that of the ~outhern Pacific Railway Co. The matter was referred back to the City Engineer for a report as to just what work is to be done for such money. The Mayor reported there are complaints as to the uncleanliness o~ the Rest Cottage. The Health Committee stated Judge Barnard of the County Court has agreed to see the condition is bettered.. I The Health Committe~ re~uested the Chief of Police to inspect a place on or near Blair Boulevard where cows are kept and report at the next meeting. The Chief was so ordered. The Police Committee reported it has purchased. a Star two door sedan for 1~s Ady and that the roadster has been turned over to the Police Department. ~ r46 The Street l.iommittee reported on the petition of the Eugene Hospital for a r -1 reserved parldng space in front of the Hospi tal and recommended the petition be ~ granted. The City Attorney spoke on the matter and stated it could not legally ~ be done. No further action was taken. The City Attorney spoke on the petition of Wm A Taylor to hav~ cancelled a City Lien against Lot 2, ~lock 6, Hendrieks Addition, which ~ien is alleged to hav heen cut out by the said property going 1;0 ta~ deed to Lane County, and recommende the City "sit tight" in the matter. He also asked to be allowed to negotiate with such petitioner to see what settlement may be made in the matter. Such request was granted. The 1fuyor stated the Standard Oil Co. desires to install a gas station at the Aviation .l!'ield and the matter was discussed. No action was taken. I The Engineer reported and estimated it would cost $3556.00 to tile the Aviation Field and rock the runways. The matter was discussed and the following resolution was offered and unanimously adopted: RESOLUTION Be it Re sol ved by the \J ommon Council. 0 f the City of Eugene that the City of of Eugene improve the Aviation .lfield by tileing the same and. rocking the runways, for aviation uses. Be it further resolved that the City Engineer shall immediately prepare plans and specifications for such imptovement work. Be it further resolved the Recorder advertise for competitive bids for such improvement work and the same be paid fOI' from such fund as may be hereafter determined. A petition was presented by the Mack Amusement Co for a skating rink license at the Winter Garden Dance Hall, and a fee of ~5.00 paid. On motion, such petition was granted. A petition was received from the Eugene Garden Club asking the Ordinance be enforced against cutting limbs and cutting trees on the parlcings, which acts are detrimental to the beauty of the City. Said matter was refel~red to the Park Board. I The Eugene Garden Club also petitioned the parking strips in Agate and Villard Streets be cared for, free water furnished for that purpose, and the grass and weeds mowed in Season, Said matter was referred to the City Engineer. A petitioh from the Federation of Wo~en's Clubs was presented, asking for a clean up week. Said matter was referred to the health Committee. A petition was received from the Associated Oil Co to install a sloping driveway at its station at 8th and Monroe Street. -The matter was discussed. The Street Committee recommended the Compapy be required to build the walk lion grade". . The recommendation was approved. The. "Boy Scouts" filed the report of their week of administration of city affairs and made several reco~~endations for the Council's Consideration. On motion, duly carried, such report was adopted and as far as possible such recom- mendations are to be followed. The Inspector of Buildings filed the report of the Committee to draft a Building Code for the city and the same was read in part and considered. It was then referred to the Judiciary and the Fire and 7later CO~'Ilittees for a report thereon at the next meeti~~ of the Council. The Mayor spoke of the llRichfield" signs at 2nd and Van Buren Street and 6th and Monroe Street which are illegally installed. ~he Chief of Police was ordered to see such signs are abated. The Maypr appointe F N McAlister as a member of the Band ioiornmission for the ensuing term. On motion, such nomination was unanimously confirmed. I ~I I I I i , i r i . The matter was discussed bu~ no action taken. r-- ~ '-~ The following resolution was offered and unanimously adopted: '""~ RESOLUTION FOR OPENING POLK STREET FROM THE SOUTH LINE OF" 12TH AVENUE TO THE SOUTH CITY LIMITS. RESOLVED: That the vommon Council of the City of Eugene, Oregon, deems it expedient and necessary to open, layout and establish rOLK STREET FROM THE SOUTH LINE OF 12TH AVENUE TO THE SOUTH CITY LIMITS. and that the City Engineer be and is directed to make a survey of the same, to mark the boundaries thereof, to make a plat thereof, and make and file a written report containing a full and complete description of such street and its boundar- ies, and of the pDrtions of each lot, part of lot or tract of land to be appro- priated therefor. The following resolution was offered and unanimously adopted: RESOLUTION FOR OPENING TYLER STREET FROM 1TH AVENUE TO A PO IN 'II 63.2 FEET SOUTH OF 9 TH AVENUE. RESOLVED: That the Common Council of the City of .li:ugene, Oregon, deems it exped- ient and necessary to open, layout and establish TYLER STREET FROM ~TH AVEInJE TO A POINT 63.2 FEET SOUTH OF 9TH AVENUE. and that the City Engineer be and is directed to make a survey of the same, to mark the boundaries thereof, to make a plat thereof, and make and file a written report containing a full and complete description of such street and its bonndarie and of the portions of each lot, part of lot or tract of land tb'jbe appropriated therefor. The following resolution was offered and unanimously adopted: RESOLUTION Be it Hesolved by the ~ommon Gouncil of the City of Eugene that the City of Eugene improve the Amazon Slough from a point 240 feet West of Chambers street to a point 2500 feet North and west of the starting point, by widening and deepening the same. Be it Further Resolved that the City Engineer shall immediatedly prepare plan and specifications for sllch improvement work, and the City Hecorder advertise for competitive bids for such improvement work. Be it Further Resolved that the said work be done by the City and that the same be paid for from the Trunk Sewer Fund. The Board of Viewers in the proposed opening of Almaden Street filed its .report and, on motion, the same was adopted, and an ordinance adopting such report was read the first time and laid over. . An Ordinance regulating the dtsposal of gargage within the city, and granting a franchise to Bray Brothers, was read the first time and laid over. An Ordinance ordering a special election for submitting to the electors of the City of Eugene, Oregon, at such special election to be held on the 18th day of May, 1928, concurrently with the general special st~te primary election, the following proposed amendments to the Charter of the City of Eugene, which are fully set out in the Ordinance, referred to the electors of said City by the (.;ommon Council for their approval or rejection, and providing for polling places and for the appointment of Judges and Clerks of the election, and all acts necessary for the carrying on of the said election, and declaring an emergency, was read the firs time and passed its second and third readings by title by unanimous consent under suspension of the rule and was placed on its final passage. RES OLUT ION Whereas in the opening of 7th Avenue from the ii'Jest line of Campbells First Addition to the West City Limits, as adopted Uilder Ordinance:q630, three tracts ....J. of ground were tiken from David Link as therein described, for-WhiCh damages were awarded in the amount of $1100.00 and in such opening six adjacent tracts as there- in described, owned by David Link, were assessed benefits to the amount of $1100.0 this making the total amount of dama~es and benefits offset, one as against the other. And Whereas, in such opening a tract of ground a~dJ:Q._~.1'~~~ed_ was ~aken_ ~~d~~~~ from ~usan ~owell for which damages to the amount of $500~00feach,. this making the total amount of damages and benefits offset one as against the other. And i1hereas, under such opening the amounts of' benefits as assessed against I David Link and Susan Powell have been assessed against said properties as therein described and the City is ow~ing David Link and ~usan Powell the identical amounts said parties are owing the City under such assessments. RESO]~UTION Whereas :Ln the widening of 8th Avenue from Jefferson ;3treet to Monroe Street as adopted under Ordinance No 6379, two strips of, ground were taken from the Huddleston Estate as described in such Ordinance and in each case damages were awarded at $500.00 each and in su.ch opening two tracts of adjacent property owned by the Huddleston Estate, were each assessed benefits inthe amount of ~500.00, making the total amount of benefits'and damages in such cases offset one as against the other, And Whereas, under such opening the amount of benefits as assessed, have been entered in the docket of City Liens as aeainst the Hu.ddleston Estate as herein described and the City is ow.f.hg the Huddleston Estate the exact amount the Estate is o~ing the City. Be it, Therefore, Resolved: that such aucounts be offset, one as aga~nst the other, and the Recorder and Treasurer are hereby ordered and directed to cancel such liens of record and in I consideration thereof the City issue no/.~arrants to the Hud,dleston Estate for payment for the property so taken. RES 0 L':Jl'I ON Whereas, under urdinance No 5559 passed and approved August 23, 1926, the property of ~?-rrY D Mitchell and Gordon Griffin described as Lot 3, Block 3, of Cheshire's.A dition to Euge.pe", Oret'on, was assessed the amount of 9104.00 for a supposed side!\lalk constructed in front of said lot. And Whereas, it now de~elops such assessment "vas made inadvertantl.y and through error, Be it, therefore, Resolved: That the assessment of ;;pl04.00 against Lot 3, .Block 3, CheshiresAddition to Eugene, Oregon be cancelled and the Recorder and Treasurer are hereby ordered and directed to remove such lien from their respective records.
