Minutes of the adjourned meeting of the Common CODBCil held at 7;30 olclock P.M. on April 23, 1928, there being present Mayor A L Williamson and all members of the Council, e:ccept Washburne and Rugl1, vvho were absent. Meeting called to order by the Mayor. J 1,,[ Moore appeared and stated he has erected an up-to-date slaughter house, meeting all ~overnment, State, and City regulations and stated he is willing to do the slau~htGring for the whole city and asked the City furnish him an Inspector for lIondays, Wednesdays and Fr'ida~{s of each week. A letter was also read from ~ H Lytle, State isterinarian, as to meat inspection, and the same discussed. As per the call, bids were received for the construction of a Storm Sewer on tbre South side of 13th Avenue from Moss Street to the alley East of Moss Street, 'as follows: Oscar Snow $313.40 Stien Bros 326.25 Hargreaves and Lindsay 684.85 Such bids were referred to the Sewer Committee for report -and it recommended the bid of Oscar Snow at ,r313.40. On motion such recommendation vvas adopted and the ~fuyor and Recorder were instructed to enter into a contract with such successful bidder for such contract work. As per the call for bids, the following bids were received for sidewalk construction: I Ord. On motion such report was a~?roved. Committee reports were called for:- Judiciary Committee: The Judiciary Committee recommended the Building Code as presented be adopted and the Fire and ria tel' Comrni ttee be instruc ted to bring in a reco~nendation as to the four zones for the Fire Limits and that the Council express its thanks to the members of the Committee, who so faithfully worked to compile and bring about the adoption of the coed. 'Dhe Judiciary Committee recommended the Council take no action on the claim of 1111's H J ].Ianley for damage s alleged due on accoun t of the death of l~lr l\1anley. On motion, such recommendation was adopted. I Finance Committee: The Finane e C ommi t tee reported it has :purchased and de Ii vered a neV>1 flag. 5~ :. I The Finance Commi ttee reoorted on the bids to furnish gas to the ci ty for ,_~ the ensuing year, and recommended the City accept, the bids of the Standard, Shell, .--,'i.... and Richfield Companies at 20~ cents, the companies to :pay the '6c! tax. On motion "t:~ such report was adopted. ~he Finance Committee recommended the estimate of the City Engineer to pay Stien Bros ~1152.00 for paving the alley between 12th and l'6th Avenues from Alder to Kincaid Streets be approved. On motion such report was adopted. Street Committee: The Street Committee reported a street pump at the Howard Garage on East 7th Avenue was broken and it has been reinstalled several feet from its former location and in such manner as to be dangerous to traffic, and recommended the pump be orJered removed. After discussion, the matter Vias referred back to the Street Committee, which Gommittee, with the Mayor, is to see Howard and report back to the next meeting of the Council. 11he matter of Street ~ighs, under the recommendations of the Boy Scouts, was discussed, it being stated there are many illegal signs in the City. The matter was referred to the Inspector of Buildings and the City Attorney. The Fire and Water, Sev'ier and Printing Committees l1;ad no reports to make. The Ma.)Tor on behalf of the Health 80rnmi ttee reported he has seen Judge Barnard as to the bills are in dispute between the County and City and stated the matter would be continued and he believed such matter would. adjust itself. The Police Committee recommended Jerry Hoyt be placed on the pay roll at $125.00 per month his time to start with April 1, 1928~ On ro~l call such report Was adopted. I On niotion, duly carried., the order passed April 9, 1928, directing the City Attorney to re-draft section 5 of the Meat Ordinance, reducing the fee to $1.00 to those selling meat in the City, was rescinded and in lieu thereof the Recorder was directed to. sir::n a license and deliver to the Producers Public Market to reas as follows:'~-<''-,,~ - ..< r. .. ;6"..: .. This license is in lieu of all licenses inspection charf.'es and fees of every charcter under Ordinance No. 655'1 of the City of Eugene, and the license fee hereunder shall be $50.00 payable $10.00 on the first day of 1~rch of each year during its term. Receipt is hereby acknowledged of the pa~nent of ~10.00 for March 1, 1928. City Recorder. The report of the Public Library was received and filed. The report of the Meat Inspector was received and filed. A letter of appreciation from v-v E j\Ioxley as President of Lane County Council of the Bo,y- Scouts for the City's effox.ts on behalf of the G::lty."Government -Nesk conducted by the Scouts, was read and f lled. I~ A letter was read from the ~eaGue of Oregon Cities inviting the City officials to ~eet at 2;00 o'clock P.~I. on .pril 28, at Portland at its get-together meeting. On JjJ.otion the Mayor 3Ild City Att5rney were authorized to attend as~delegates from Eugene and the City to pay their expenses. A letter was read from the Redwood Empire Association as to the Caravan to reach Eugene, April 30, and suggesting the 1~yor ~~d Cou~cil meet the Caravan on it arrival. This getition, together with the getition against such vJidening, 'v--,ras referred to the street Committee. I A petition to gave Polk: Street from 2nd Avenue to 12th Avenue was received. Said peti tion .was I'eferred uto .the Street Cormni ttee and it recommended such peti- tion .be granted. On motion such recommendation was adopted. The petition to oil Grand Street which was. I)reSel'lted last year was re-present- ed and referred to the Street Co,nmittee. Such (Jommittee recommended the :petition be granted, the work to be dope as soon as the weather will permit. On motion such report was adopted. The following resolution was offer'ed and uhanimously adopted: RESOLurrrON. F.ESOLVED: Tha t the Common C ounc il of the City 0 I' Eugene, Oregon deems it expedi- ent and necessary to open, layout and establish Almaden Street from 3rd Avenue to 2nd Avenue in the City of Eugene, Oregon, and that the City Engill.neer be and is here by- direc ted to make a plat thereof and rooke and file a wri tten report con- taining a full and complete description of such street and the boundaries thereof and 61' the portions of each lot, part of lot, or tract of land to be appropriated therefor. The Street Committee brought up the protest of li.Irs Stevens, which was over- ruled at the last meeting, as to the opening of Almaden Street from _6th to 8th Avenue, and the ma tter was further di scussed but no ac tion taken. Councilman McCully moved 15th Avenue from 1\1oss Street to University Street be paved. After discussion and without a second the matter was put over till the next meeting to eet the sentiment as to such improvement. I The City Attorney reported one Ridenou.2 claims a damaf;e of $30.00 to his car for running into some timbers on 15th Avenue between Olive and Charnelton Streets where the street 1s not improved and little traveled. The matter was discussed but no action taken. The City Attorney further reported a ~~s Larsen claims the alley back of Emerald Street and adjacent to the new Dormitory is blocked oy braces to such building so her son is not permitted to use his garage and she- v/ants the city to rent a garaee for him while such alley is jmpassagle. The 1~yor agreed to see the Foreman of the construction crew and also Iv~s Larsen and report at .next meeting. The matter of the sanitary condition of John Gardner's barn at 266 Jefferson Street was discussed and the same referred to the Sanitary Inspector and the Chief of Police for report. The City Engineer reported it would. cost about ~1700.00 to put the parking in the center of Agate and Villard Streets in condition to be watered and kept Green. No action was taken. An Ordinance acce:pting and ra -':;ifying the acceptance of the bid of lfuy F P.>Tle for the improvement of Orchard ~treet from Franklin Boulevard to 19th Avenue by paving the same, was read the first time and passed its second and third readings by title by unanimous consent under suspension of the rule and was placed on its final passage. The ayes and nays were called, all present voting aye, nay, none. The Ordinance was declared passed and numbered 6'793. I An Ordinance adopting the sur'vey, plat and report of the City Engineer as to the proposed opening and establishment of Almaden Street from Third to Second Avenue, was read the first time and passed its second and third readings by title by unanimous consent under suspension of the rule and was placed on its final passa The ayes and nays were called, all present voting aye, nay, none. The Ordinance was declared passed and numbered 6794. An Ordinance adopting a uniform Building Code for the City of Eugene, Oregon, was read the first time on ~~rch 26, 1928, discussed and laid over. It was read the second time on April,9, 1928, further discussed and laid over. it was read the third time and placed on its final passage.
