The Finance Committee stated in the awarding of the Oil contracts the last meeting, some of the uompany1s contracts were not read and stating that the price of all companies dealing in gas being the same, recommended that the contract be extended to in01ude all of such companies. On motion such report was adopted. The, F'inance Committee ~Dresented the monthly bills, all of which having been approved by the Finance Committee, recommended the same be paid. On roll call such recommendation was adopted, which bills are herein set out. (Bills at end of minutes.) The Stbeet Committee reported on the referred. matter of :paving 15th Avenue from Agate street to Moss :street and recofI1llended that such Street bj3 :paved with the consent of the University of Oregon from university Street to Agate street. It was, therefore, moved, seconded, and carried on the motion of Councilman Rugh that said tV10 streets be paved. The Street Cor:amittee asked that the Engineer look into the q-";cestion of tw advisabilit,y of building walks on the iJest siele of Kincaid Street from 19th to 20th Avenues. A petition was received to have a lnre Hydrant installed in the vicinity of 4th Avenue and J.:'olk Streets. Such peti tien was referred to the Fire and Water C ormni ttee. A co~nw1ication was received from Stein Bros. as to the re-surfacing of j the streets of the Gity in conjunction with Stein Bros. contr'act with the Southern Pacific Railway Company to pave the railway tracks on which street care for'merly operated, and stating they would re-surfcce the balance of such streets accordingro the plans, spec iflca ti ons and wi thmthe time as there in se t forth, for the sum 0 f $23,000.00. Said matter was fully discD,ssed and Stein bros. were asked if such contract is awarded to them if they would be willing to carry a warrant on the Special Hoad and Street Fund of from six to eight thousand dollars until such t'ime a~ there is money in such fund to meet payment. ~hey agreed to carry such warrant. It was then moved, seconded and unanimously carried that a contract be entered into with Stein Bros. for Such contract work in conformity to their written offer. C ounc ilman l\lonroe called a t ten t ion to the fac t that 11th Avenue from Olive Street to Lincoln Street is six feet narrower than on either end of such termini, and moved tha~ such street be widened before the re-surf'acing of the same. Such motion was seconded and unanimously carried. A rooming house permit was granted to Viola Stone Humphrey to opera~ e the McKenzie Hotel at the corner of 8th Avenue and Willamette Street. I Con Dillon, on behalf of the American Legion appeared as to the celebrati n on the 3, 4, and 5th of July, and asked for the use of certain streets, and also that the license fee which usually goes with certain "rides" be remitted. Such matter was discussed and referred to the Police Committee to make proper arrange- men t s . The claim of -~1Jebster L. Kincaid was bl'ough up for :pa.)rment of sixty-sixty feet of sidewalk which he claims was destroyed b,y- the lilty v-wen 13th Avenue West was opened through his property, claiming he should be paid for the cost price thereof, Such matter was referred to the City Attorney. The following resolution was offered and unanimously adopted. Stevens for which damages was award~d in the amount of $500.00 and in sheh opening'assessments were made against two adjacent tracts as therein described and owned by Florence H. Stevens, for the opening of said street in the amount of ~250.00 each, making the total amount of damages and benefits offset, one as against the other. AND I[JHEREAS in such opening two tracts of land were taken from David Link for which dalInages was awarded in the a:]lo'\.~nt of ~250.00 each and assessments were mad.e against fo<.:..r adjacent tracts as therein described and owned by David Link in the amoLillt of ~125.00 each makinG the total amounts of benefits ~nd damages offset, one as against the other.
