Minutes of the adjourned meeting of the Gommon Council held at the hour of 7:30 p'clock P. M. on June 13, 1928, there being present Mayor ).. L. W il.l:B.ms en , and allmembers of the Council except Largo and Hugh, who were absent. Meeting called to order by the Mayor. Minutes of the mee tings of .May 14:, 1928, -and May 28, 1928, approved. Judge Harris appeared on behalf of certain petitioners from the East end of the City, objecting to a certain Auto c.amp being constructed by Albert D,. Jones, in ,Blocks 32 and 34, of Fairmount, claimir.lg that such camp will be detrimental to property vaues in that locality, and also insanitary and unsightly. Said petition- ers asked that a zoning ordinanee be passed covering suchsituatLon, and on motion, the Ci tjr Attorney was directed to :prepare an o.rdinaflce.nand present it at the next meeting of the Council, forbidding Au.to camps'withiil one and one-half miles from the intersection of University Street and 13th Avenue. As per the call, ibds were opened to improve Victoria Boulevard from Maple Street to the City limits and Rostien Boulevard from Victoria Boulevard to the City limits by paving the same, which bids were as follows: Stien Bros. On motion, such repor~' was adopted, and the Mayor and Recorder, directed to enter liltbcacontract wi th such successful bidder for the perfor~nce of such work. The Sewer Committee recommended that the bid of Oscar, Snow at $26,224.00 as his bid for constructing the sewer on Sycamore Avenue from Jefferson Street to Polk Street, which bid was held over from the meeting of May 28, 1928, be accepted, and the Mayor and Recorder were instruc ted to enter into a c.ontract wi th such suc- cessful bidder for the performance of such work. .qommittee .reports were called for:--- ~he Judiciary, Committee reported on the application of J. M. Moore to sell his abattori'north of the City according to the terms as therei~shown, and further s.tating that Moore is willing to reduce mhe. price of such at3fer to $20,000.0 and reduce the acreage to four acres and aft~ discussion, Chairman McCully of such Committee recomended that an option be taken to purchase such abattoir according to the offer made as varied by the subsequent offer. After further discussion as to the advisability of making such purchase, such matter was laid over until the next meeting of the Council for further consideration. The Judiciary Committee and the City Attorney reported on the claim of Margaret Smith for person injury to herself on a sidewalk in the City,. stating it would be possible to make a settlement wi th Mrs. Smith, and asked that authority be given to such Committee and the City Attorney to make a reasonable settlement with Mrs. Smith. On motion, such authority was granted. (The City Attorney later reported to the Recorder such settleaBlt has been made for $100.00. ) I . The Judiciary Cammi ttee reported on the proposed ordinance regulating the, sale of jewelry by auction within the City, and moved that such ordinance which has been previously read, by adopted. The Recorder then read such ordinance a second time. A motion was then made and duly carried that such ordinance be filed and not indexed, Councilman Washburne voting no. The Finance Committee recommended that all bells as approved by the Finance C ommi t tee be pa id, whi ch are se t out in full at the end of the minute s. The Street Committee reported on the petition by residents thereon to re- surface a portion of 13th Avenue East and other streets adjacent thereto as are othe streets in the City in which the,street car lines previously operated, and stated shch Committee could not see its way financially clear at this time to do such improvemen t work, and rec ommended the mat ter be postponed. On mot,ion such repor t was adopted. ' The Street Committee reported on the petition to pave Jackson Street between 8th and 9th Avenues, recommending such petition be granted. On motion such report was adopted. :'rhe Fire & Water, Committee reported it has not yet been able to see the Water Board so as to make a proper report relative to additional lights in the Chula Vista District, and such matter was continued. The Fire & Water Committee reported it has had a communication ~rom Judge Harris, as to the need of additional lights in the vicinity of aeights Boulevard as the moral conditions there are none too good owing to the lack of lights, and also such committee stated a fire hydrant is badly needed in such vicinity. Such Committee reco~nended that a fire hydrant be installed at the most available place ther~at, and also one or more lights as needed be installed as petitioned for. The matter of paint~ng the fire trucks was again mentioned, and it was stated the fire department wishes to wait until after the rainy season before such work is done. I The matter of the menace of earwigs to the City was brought up and discusse and the earwig ordinance produced and read. It was finally moved and carried that the matter be gone into thoroughly and if needed, a man be hired to look after the situation to see that the warwig menace is disposed. of. The Printing Committee reported it has had one or more bids for printing the City ordinances in bo oR form, but asked for addi tional time in which to" get additional bids. Such time' was granted.. , The Police Committee spoke of the referred matter to make Alder Street through the City a stop street both ways, and stated the matter was being investigate and that such Committee is not yet ready to report. ~ r78 1-. I , " , I ,~ The City Attorney re:ported on the matter of the deed submitted by R. W. -<::' Prescott to a street in Sunset Terraces end stated too t; since such matter was 00 referred to himself the plat of Sunsst Terraces has been filed withthe County ~ Clerk, thereby maki~ it unnecessary to have a deed delivered to the City for such street as the street is dedicated in the plat. Such report was adopted. The City Attorney also reported on the matter of a right of way for street purposes on south Columbia Street, from 23rd to 24th Avenues, stating that Mr. Lathrop of the S. P. Co. is to write him relative to such matter and he has not yet received such letter. The matter was continuad. I The City Engineer spoke relative to the O. E. Railway tracks on West 5th Street, stating that in places the tracks are considerably lower than the Street, and that the ~ity ~hould prohibit tracks of over three tonw capacity from using such street entirely, and also recommending they have pneumatic tires, until such II' time a s the Railway Company repairs its tracks t here on. The City Engineer was directed to put up the necessary si tna dirl:lcting vehicles to be used accordingly. :1 . II ' The Recorder brought up the matter of the outlet of the sewer on Polk I Street, and stated that ,Lombard desires thl~ deed tendered and delivered the City in 1914 rec orded and all taxes paid by him:self on the track so dee(Led refunded, otherwise Lombard is to commence suit to rE~-invest himself with title. The matter in connection therewith was discussed, but no further official action taken, except the Recorder was directed to look up the proceedings in 1914 pestaining to the Lombard transfer. Mrs. Ady filed her report for thtl month of May, which was ordered filed. II file d. II The Recorder reported he has recElived communications from the Standard I:Oil Co. and the Shell Co., both stating that they have lowered the prices of gas !Iunder the contracts to the City one cent below the price as shown in such contracts. 11'1 " A Hotel permi t was issued to C. H. Waln to operate the Rosaria Hotel at 11667 Willamette Street in the City. p ,I I' A petition was received from Chal~les Kay, asking a permit to operate the lioak Street Athletic Club. Such pe ti tion stat ed that there will be no card p:laying, iino gambling, and that the club will be run on a stractly moral basis, the pool table :,to be used by club members only. I I ~!\ "7~ ~-=~~--==~~-===---==~ -- -_.~------------ I A petition was received from the Eugene Fedaration ofWomens' Organization stating that in its opmnion, Eugene has not adequate milk an}1 meat inspection, and asking that steps be taken to have properly inspected and stamped meats only sold within the City. On motion such petition wasslaid on the table. A petition was received to pave McKyDrive in McKy Court. Said matter was referred to the City Attorney to look into the status of the drive being a legal street of the City. Mayor Williamson spoke of the desire of the City to get the Standard Oil Co. to install a filling station at the Aviation FiedLd, and also :to, install a beacon light for aeroplanes as heretofore discussedl No official action was taken. A gen tleman appeared to address the Council on the matter of furnishing fire extinguishers for the City Hall. He was directed to s~e the Fire & Water Committee relative thereto. m t-o t~ .,..<~ The matter of permitting people to erect temporary places of business in tents or buildings not strilictly complying to all City regulations and not allowing 'them to connect the same with sewers was discussed, it b,eing stated the Inspector of Bui~gings has sent certain people to the Fire and Water Committee when such applications had been made. The Fire and Water Committee stated it did not desire such people sent to it, but that the Inspector of Buildings should look after such matters, and the Recorder was directed to notify the Inspector of Buildings accordingly. Twenty Sidewalk Assessment, Ordinances were read the first time and laid over. An Ordinance l~vying assessments for paving 16th Avenue from the West line of Olive Street to the East line of Lincoln Street was read the first time and laid o ve r. An Ordinance levying assessments for :paving Fillmore Street from the South line of 6th Avenue to the, South line of Block 1, Grand Prairie Additlon,v~s read the first time and laid over.
