M. 0)1 JU1le 25, 1928, there being present j/fayor A. L. Williamson I and all members of the Council except MCCully and, Monroe, who were absent. " Meeting called to order at ,7:30 o'clock P. M. by the Mayor. " !. I' Ii VI. H. pwearingen appeared and asked as :to the clispostion of the petition I~ to pave McKy Drive in McKy Court. He was informend that as t,hls drive is no t a I: public Street, the only way it can be paved under. the BanalE'oft Ac t, is to have all II adjacent property owners join in a petition under, a waiver. I. , , ,[ II ' James Myers ap'peared and stated he is d~sirous of improving his property ii at 14th Avenu~ and Olive Streets, which St,!:'eet is not open between Willamette and i; Olive Streets, and stated he did not desire to ma:j(e extensive improvements, if the :1 City is to, open such Street in the immedia te future. The Ci ty Engineer was direc ted :; to prepare plans and specifica tions looking to the opening of' said Street and file the saIne before the next meeting of the Council. , , As per the call, bids were opened for t~e construction of a sanitary sewer between Monroe and Ash Streets from Clark Avenue to Cheshire Avenue as follows Oscar Snow $564.08 Stien Bros. 680.00 Peter Nelson 468.60 . c Said bids were referred to t1'e Sewer Committee for report, and such Commi ttee recommended the bi d of Pe tel' Nel son at $468.60 be a ccept,ed. On motion sucll report was adopted and the Mayor and Recorder were directed to enter into a contract with such Slccessful bidder for the performance of such work. c . As pe I' the call, bids ^ were opened for the paving of Jackson Sftreet from_ '8thoAvenue to Broadway, as follows: $2,576.00 I Guy F. Pyle Stien Bros. 2,508.50 Hargreaves & Lindsay 2,478.00 Oscar Snow 2,467.25 c Said bids, were referred t'o the Stree t Commi ttee for report, and Slch Committee recom:nend~d the pid of Oscar Snow at $2,467.25 be accepted. On motion such report was adopted and the Mayor and Recorder were direc,ted to enter into a . contract with such successful, bidder for the perfo,!:'mance of such work. . As per the call, bids were opened for the paving of the alley between 13th Avenue and 14th Avenue from Alder to Kinciad ,Streets as follows: Stien Bros. $1,194.50 Oscar Snow ],.,205.40 Hargreaves & Lindsay 1,178.60 " ' Said bj..ds, were refel'red to the Street Committee ,for report, and such ,Committee recommended the bid of Hargreaves & Lindsay at $l,l~B~QO be accepted. , On mtbtion such report was adopted, and the Mayor and Recorder' were directed to " enter into a contract with such Sl,ccessful bidder for the performance of such work. , Com,mittee reports were called for: " I The Judiciary, Finance, Street, :Printing, and Police Committees had no " rep orts to make. " The Fire and Water Commi ttee rep orted tha t the cOffimi ttee on the Fourth ,of July celebration asks that the Fire ~epar.tment, with the exception of one man to be left at the Fire Hall, be used ini-.thI3 parade on the Fourth of July, and recommended that such petition be granted. On motion Slch recommendation was adopted. I !I The Fire and Water Committee reported it :!::as not yet been able to get :1 from C. A. McClean the information desired, so it may re,port on the additional I lights requested to be installed in the FtUl.rmount area, and asks for more time in which to report. :l \ , " " ~ 8~ - ~ -, ~ "---- , The Health Commi tteeJ:'rli!ported further on the Milk and Meat Ordinances, e-~ and moved that the City employ a full time R~at and Milk Inspector at $250.00 00 I per month, and reco~nended that Dr. Doerflinger of Salem be so empioyed. Such {;~., motion was not seconded, and the Mayor declared such motion was out of order. .....V'-. Counc ilman Reid of the Health Commi ttee then moved that the Cit,y appoint a full ~, time Meat and Milk Inspector. This motion was seconded by Councilman Washburne, who later explained his second was meant for the fi rst motion which was ruled out of order, and he then vathdrew his second to such motion. James Moore and Broder Bro s. both spoke as'to the need of a full tin~ Inspector and further disc~ssion was had.' Councilman Reid then moved that a full time Meat and Milk Inspector be appointed to start the first of the coming month. This motion was seconded by Councilman Washburne and the roll being called thereon, Councilmen Washburne, Lamb, and Reid voted aye, Councilmen Large, Rl~h, and Hendershott voted nay, Councilmen McCully and Monroe being absent and not voting. The vote being a tie .Mayor Williamson voted nay, thus declaring the motion lost. The report of_L. G. Helterline as,Meat and Milk Inspector was presented and filed. Street Commissioner LaVan filed a petition asking that the men of the Street Department each be given a vacation on pay during the summer months, in conformity with vacations had be employees of other departments. On mo tion sp.ch request was granted. The Recorder read a communication from ~s. E. C. Adams of West 8th Street, complaining that the Street Department in mowing the grass on Lot 16, of Huddles- tons Addition, crossed her sidewalk with the mower and horses, breaking seven squa.t?es of walk, and asking that the same be repaired at City expense. Such matter was referred to the Street Commissioner for a report at the next meeting of the Counc il. A petition was received from residents thereon, asking that 12th Avenue from Char.nelton Street to Polk Street, with the exception of the Block between Van Buren Street and Tyler street be paved wi th either :plain concrete Vibroli.~hie concrete, or Warrenite Bitul~thic pavement. Such :peti tion was referred to the Street, Commi ttee fororeport. \ I The l' eport of the Viewers in the propo sed o:pening of Almaden Street be tween 2nd and 3rd Avenues, was :presented and considered. After discussion, the matter was left in the hands of the Street Committee to investigate as to the advisability of ado:pting such report, and to present its report thereon at the next meeting of the Council. The report of the Viewers in the :proposed o:pening of Tyler Street from 8th Avenue to a point 60.3 feet South of 9th Avenue was filed. Said re:pert was read and considered. After discussion it was carried that such report be indef- initely laid on the ta b le . The report of the Viewers in the :proposed o:pening of Polk Street from 12th Avenue to the South City limits was read and duly considered. On motion" such report was adopted and an Ordinance accepting such report was read the first time and laid over. A letter was received from James A. Lathrop, Tax and Right of Way Agent for the Southern Pacific Railway lines, as to the City acquiring the ri gh t .of way on Columbia Street between 23rd and 24th Avenues, which matter was .r,eadc.ana. discussed. Such matter was referred to the City Engineer to consider and deter- mine what portions of the right of way ovmed by the Southern Pacific Company may be needed by the City for Street purposes, and re:port at the next meeting of the C ounc il. The City Attorney reported on the matter of a zoning ordinance prohibiting Auto camps within one and one half miles of the center of the intersection of Alder Street and 13th Avenue~ and presented an ordinance to that effect, which was read the first time and referred to the Judiciary Committee to'report on at the next meeting. AttorneyL. L. Ray appeared on behalf of Mr. Jones, who is contemplat ing establishing an Auto Camp GroUl1d in that end of the City, and a letter was read 'from Mrs. Dr. Gullion, who was the prilfje mover in get't.img such zoning o,rdinanc prepared, which letter seems to c nvey the idea she has changed her mind r.elative I to such camp grounds, and further conveying the idea she is in favor of such camp instead of preventing the same. An Ordinance levying assessments for paving 16th Avenue from the West line of Olive Street to the East line of Lincoln Street, having been read the first time on June 13, 1928, and notices for :protest having been sent by registered mail, and no protests being f'iled, such ordinance was read the second time and passed its third reading by title by unanimous consent under Euspension of the rule and was placed on its final passage.
