July 9, 1928. e.:o I 00 Minutes of the regular monthl~r meeting of the Common Council held at the hour of 7:~30 o'clock P. M. on July 91, 1928, there being present Mayor A. L. Williamson, and all members of the Council except Lamb., Monroe,. and Reid. Mee1jing called ot order at 7:2iO o'clock P. M. by the Mayor. Committee reports were called for: - - - The Judiciary_ Co~ittee reported on the proposed zoning ordinance prohibiting c?-rnp grounds in certain parte: of the City, and proposed a certain amendment theretto which amendment was duly approved, after which, on motion, it was recommended for passage. The Finarrce Committee recommen.ded the monthly bills as hereinafter se'fi forth in full be allowed. On roll call, such bills were ordered paid. The Fire and Water Committee, the Street Committee, the Police Committee, and the Printing Committee had, no reports to make. The Sewer Committee stated the outlet of the Polk Street Sewer is in bad shape and offered the following resolution which was, on motion, unanimously adopted: RES 0 L UTI 0 N BE IT RESOLVED, by the Common Council of the' City of Eugene, that the City of Eugene construct the outlet of the Polk Street Sewer at the Willamette Ri ver crossing aD. the North end of Poilik Street in said Ci ty.. BE IT FURTHER RESOLVED, that the City Engineer immediately prepare plans and specifications for such improve~ent work, and the City Recorder ad- I vertise for competitive bids for .such improvement work. BE IT FURTHER RESOLVED, that the contract price for such improvement work be paid from the Trunk Sewer Fund. The Chief of Police reported on the application of the Oak Street Club for a license and recommended that the same be not granted. After discussion such IDa tter was: continue.d. Street Commissioner LaVan reported on the damage to the Adams property ,i done by the Street Depariliment in mowing Lot 16, owned by the City at 8th and Almaden Streets, stating that such damage was done. The City Engineer was direct- ed to investigate and see to the repairing of such walk. The Play Ground Commission filed its report showing the daily attendance , of children at the various play grounds in the City and the same was delivered Ii to the Mayor. 0 The Milk and Meat Inspector presented his report which was ordered filed. I The Public Li'brary presented its repcrt which was duly filed. I' I The City Engineer filed his report on the proposed opening of 14th " Avenue from Willamette to Olive Streets, and an Ordinance a.dopting such report, and appointing Viewers therein, was read the first time and laid over. , A Rooming house permit was granted to Edna R. Howell to operate the I star Hotel located at 960 Willamette Street. ii 'I I The Recorder presented a letter from R. L. Polk and Co. with said Company's bills for five directories which directories are very faulty, and the matter was discussed. On motion duly carried, the Recorder was directed to remit to said Company one half the price as billed, for said directories, in full settlement thereof. ~" il ,',8~ -~-_..---~._-~~---- ---- - l '-- City Engineer Clubb made his report in writing on the matter of acquir~ ing title to the S. P. Railway right- of-way on which the St~eet car lines formerly f'<o I op.erated between University Street and Moss $treet, and recommended that the City ~ acquire, if possible, the whole of such right-of-way for Street purposes. Said, matter was discussed and the City Attorney was directed to take the matter up with ',:0 the S. P.Co. with the idea of getting a dee,d. to such property fOt", a nominal consideration. Three sidewalk assessment o~dlliances were read the first time and laid over. A!n. Ordinance levying assessments f'or paving Ninth Avenue from the East line of Tyler Street to the'East line of Almaden Street was read the first time and laid over. , An Ordinance accepting and ratifying the acceptance of the bid of Hargreaves and Lindsay for the paving of the. alley between 13th and 14th Avenues from Alder to Kincaid Streets, was read the first time and passed its second and third readings by_title by unanimous consent_under suspension of the rule and'was placed on its final passage. The ayes and nays were called, all present voting aye. Absent and not voting, Lamb, Monroe, and Reid. The Ordinance was declared passed and numbered 6987., An Ordinance accepting and ratifylngthe accepta'-tl.ctPi/ of the bid of Peter A.,Nelson for the construction of a sanitary_Sewer between Monroe Street and Ash Street from the Manhole South of Clark Avenue to Cheshire Avenue, was read the first time andpassed its second and third readings by title by unanimous consent under suspension of the rule and was placed on its final passage. The aye sand nays were called, all present voting aye. Absent and not voting, Lamb, Monroe, add Reid. The Ordinance was declared passed and. numbered 6988. , , . An Ordinance accepting and ratifying the accept;anc.e of the bid of Oscar Snow for the paving,of Jackson Street trom Eighth Avenue to Broadway Avenue, was read the fist time and"',passed its second and third readings by ti tle by unanimous consent under suspension ,of the rule and was placed on its final passage. The Ordinance was declared passed and numbered 6989. ,. - An Ordinance adopting the regort of the Viewers in the proposed opening of' Polk Street from 12th Avenue to theouth City Limits having been read the first 1ime on June 25, 1928, and ..notice of such report and its recommendatfons having been mailed to the Frank E.Duhn Estate for protest before the Council on July 9, 1928, and no protests being filed, said Ordinance was read the second time and passed its third reading:,by ti tIe by unanimous consent under suspension of the rule and was placed on its final passage. The ayes and n~ys were called, all present voting aye. Absent and not voting, Lamb, Monroe, and Reid. Said ordinar.ce was declared passed and numbered 6990. < One Sidewalk improvement ordinance was read the first time and passed ita second and third readings by title by unanimous consent under suspen~i04 o~ the; rule and was placed on its final passage. " An Ordinance creating a residentia'l zone in the City of Eugene within ~ the, area described by a circle having for its, center the center of the intersecti,on of University Street and 13th Avenue, and extending one and one half miles in each dirBction when such area falls within the City Limits, having been read the first time on June 25, 1928, was read the second time and passed its third reading by ti t.le by unanimous consent under suspension of the rule and was placed on its final passage. The Ordinance was declared passed, but the approval there of by the Mayor was wi thheld a t, this time.. July 12, 1928, the Mayor approved &lc11 Ordiaance, and it was given numger 6992. The matter of the paving of 12th Avenue from Charnelton to Polk street was discussed, and J. E. Roach and others spoke thereon. As the Gh~man of the Street Committee was not present, said matter was laid over and the Mayor directed the City Engineer to be especially prepared to report on the matter of the paVing of said Street between Polk and Tyler Streets. so that the matter may be disposed I of at the next meeting of the Council.
