I Minutes of the adjourned meeting of the COf[lmon Council, held in the City ~
, Hall, August,27, 1928, there bei~g ~resent May~r A. L. Williamson, and all ~
members of the Council exce~t-McCully, who was absent.
Meeting called to order at 7:30 o'clock P. IvI.,by the Mayor.
A. C. Dickson of the Central Heating Company appeared on behalf of said
Company, and made application that alch corporation be permitted to install
heating pipes on t~e South side of Broadway from the alley between Willamette
and Oak Streets West llO feet, and considerable discussion was had thereon as to
the advisabilLtJl of granting such petition or compelling such Company to place
its pipes either under the sidewalk or in the alley.between Bl"oadway and lOth
Avenue. It was finally moved, seconded, and carried that such peti tion be
granted permittin[~ the alying of such pipes under the pavement as petitioned
for.
The Samuel Furniture Company appeared stating it is to have a closing out
sale, and asked permission to hang a cloth sign under its regualr sign in front
of its place of business on West 7th Avenue, and after duscussion such matter was
referre'[-to the Fire ani Water Committee, and the Chief of Police, giving them
power to act in such rnatter. -

Arnold (qollier, on b-ehalf of the children of Lt:we County, appeared and
stated the children's club-s have alread-y:partia11y built a building at the Fair
Grounds within the City without a permit, and aSked,p'ermission that such building
be finished, and a permit eranted without charge. Suehre~uest was unanimously
. granted. . . "'-
As per the call, bids were opened for the construction of a Sanitary Sewer
in the alley between 3id and 4th Avenues, from Polk street to the West City Limits

Such bi ds were referred to the Sewer C ommi ttee forcreport, and such
Committee recommended the bid of Stien Bros. at $1,521.00 be accepted, and, on
motion, such recommendation was adopted, and the Mayor and Recorder were instructe
to enter into a contract with such successful bidder for the performance of
- such improvement work.
As per the call, bids were opened for the construction of a Sanittary Sewer
in the alley be tween Hie;h and Mill Stree ts from 14th Avenue to 18th AveflUe in the
Cit,y of Eue;ene, with lateral lines as follows:

Such bids were referred to the Sewer Committee for ,report, and such
Committee recommended the bid of Hargreaves and Lindsay, at $14,601.20 be accepted,
and, on motion, such recommendation WG,S adopted, and the Mayor and. Recorder were
instructed to enter into a contract with such s~ccessful bidder for the perfbrmanc
of such improvement work.'

The matter of a contract with some reputable people in connection with
Aviation and a Flying School at the Eugene Airport was taken up and fully discuss- t.':
ed. A tentative contract as prepared by the City Attorney with the Hobi Airways .......,.,..,....

Co. of Aberdeen, Washington, was read, and Mr. McCaul~y of the Langmaek and ~;!'
]\{larshal Fields Airways Co. also appeared and spoke, and a spirited discussion was
had as to the advisability of granting a contract 1ivith any firm for the purposes
se t ou t in the ap :[)l ica tions subm it ted, an d it was finally moved, seconded, and
carried by a divided vote that a contl~act be entered into with the Hobi Airways
Co., granting such,Cor:poration tbs rit.~1J.t to engage in transporting by Airplane,
passengers and freight for hire, the right to install a gasolene and Oil Station ~:
at the Airport and to do other things as may pe agreed on between such Company and
the C OUl1C il. The Mayor appointed a Committee consisting of Councilman Large, as,
Chairman, and Councilmen Washburne, Hendershott, and Reid, and City Attorney
Calkins, to confer with such Company to prepare the properi,contract to be executed,
and the City Recorder was instructed to write such Company to that effect.
Frank Scott as an Agent of the Common Labor~rs and Hod Carriers Union,
appeared :further in connection with the petition as ing for a minimum wage of""
$5.00 for eight hours ,of labor, and asking tInt foreign laborers be not hired in
connection with City improvements. Councilman Washburne of the Judiciary Committee
stated the Commi ttee needed :fur theL'time in which to repert, and stated -he would
arrange. a meeting of t'o.e Judiciary Committee with Mr. Scott and otheL's, to work out
tbe matter in ~uestion.
Till Finance Commi ttee recommended the follovving estimates be allowed:

The Estimate of Oscar Snow for the cons truc ti on of the
Sycamore Street Sewer from Jefferson Street to Polk St. $2ij~399.47

~ Sewer between Monroe and Ash Streets from Clark to
Cheshire Streets. 468.60
On roll call, the recommendation of such Committee was approved.
The Street Committee recommended the petition to pave 14th Avenue between
Olive and. Lincoln Streets be granted, an d t..'r1a t bids be advertized for either plain
Concrete, 'Vibrolithic Concrete, or Warrenite-Bitulithic. On mocion, such report
was adopted.
'11he Street Com.mittee recommended the petition to pave VanBuren Street from
6th Avenue to 7th Avenue with concrete be grant ed, and, on motion, such recommen-
dation w~s adopted.
The matter of the petition to pave Columbia Street between 24.tJh Avenue
and. Jame s Avenue, was brou[;ht up-, toge the I' wi t h the former petition for improving
such Stree:t between 23rd and 24th Avenues, and the matter was discussed. The
City At~orney reported he had reached no conclusions with the S. P. Co. as to the
procuring of the rit;ht-of-way between 23rd and 24th Avenues and otherwise around
the d.O.o:pclwlhich was asked for, but sta ted M.t'. Billingsley nad prac ticallyagreed
that he vvo uld ee t the right-of-way for the City on Columbia Street. The City
Attorney was directed to further confer with ~~. Billingsley, and see if such right
of-way cannot be procured, so immediate action may be had in the improvement of
such Stree t.
Councilman Monroe re-oorted the abd condition which exists during the rQiny
season on 8th Avenue West, snd the matter of paving such Street between Van Buren
Street and Polk Street to correct such condition was discussed. It was finally
moved, seconded, and carried that 8th Avenue West between Van Buren Street and
P_lk Street be paved.

I The F ire and Water Committee re:ported the Water Board now has all the
fixtures and material necessary to install tl~ new lighting plan for ,~he City,-
and tlnt work thereon is to be immed.iately started, and the same sh auld be
finished yet this fall, which calls for a light on every Street intersection in the
City where there are residences to be serived. Such Committee further reported as
to the lights in tre Chula Vista District, stating that several are already in,
and som hydrants have been installed.

The Printing and Police Committees had no reports to make.
The SevY'er Committee reported further as to the c ondi ti on of: the Polk Stree t
Sewer out Ie t, and in connec t i on ther ew i th, tow communications were read from the
City Attorney, on stating he has proaureCl a new (leed from lVlr. Lombard for the
tract deeded i11 1914 and never recorded, and stating that SlICh deed will not be
delivered until the back taxes paid by Lom.lHard amounting to from $50.00 to $70.00
be refunded. On motion, the Ci ty At torney was directed to see about getting a
rebate for the amount of such taxes so as to eet the deed of record, and was
authorized to act in connection therewitl:.. The City Attorney further reported
that one .Moriar'it.\r has applied to purchase a three ,cornered tract of gr,onild pur-
chased bJr the City from Mr. Lomba:rcc, and. sta~ed,t at mcll tract should be worth
from ~250.00 to $300.00 incase the City decides to sell the same to Moriarity.
Such matter was referred to the Finance Committee for a report at the next meeting

A petition was received from J. Hugh Pruett, Mary E. Bouck, and L. G. Hulin,

Section 1. rnn t the Common Council of the City of Eugene is hereby
authorized and empowered to issue and sell negotiable bonds of the City
to the a moun t of Fi ve Thousand Dollar s, or so ;;1Uch thereof as may be
necessary for the extens ion of t be, wor]{ 0 f the Planning C orruni ssion, in-
cluding a master plan of the City and its environs.

Section 2. The bonrnhereby authorized shall be denominated CITY
PLANNING BONDS, and s hall be in sue h for m and of such denomina ti ons as
will, in the judgment of the Common C ounci 1 , be most likely to
conduce to their salability. They shall be made due and payable in ten
years from the date of their issuance and shall bear interest at a rate
not to exce ed five pe I' ce nt pe r annum, interest payable semi-annually.
Section 3. Said boneE shall be a general obligation of the City of
Eue;'ene, and the Common Council of the City of Eugene is hereby authorized
to inclUde in its e;eneral municipal tax levy each year such sufficient
I special levy as shall aggregate an amount sufficient to Day the interest
on the bonds and provide a sliUl,[ing fund for the payment of the bonds when
due.
Section 4. The Common COUllci 1 of the Ci ty is hereby au thorized to
