Minutes of the regular meeting of the Common Council, held at the hour of 7~~0 o~clock P. M.,September 10, 1928, there being present Mayor A. L. WillIamson, a.n,d all members of the Council except Rugh and Hendershott, who were absent. Meeting called to order at 7:30 o'clock P.-M. Minutes of the meetings of August 13 and August 27, 1928, approved. Simon Kiliovdahl appeared before the Council as to selling the City a certain number of his new City maps, offering to sell the same at the rate of $17.5 each. The matter was referred to the City Engineer to look over the map and report at the next meeting of the Coun~il. Mrs Konstasky appeared and protested against her assesslllent on 14th Ave- nue paving between Olive and Charnelton Streets for the reason she could not afford it. Her protest was laid 04 the tabel. A petition~appeared again, relative to th~ lights and a hydrant an 14th . 'Avenue and Polk Streets in the City. The Recorder was directed to immediately notify the Water Board to inst,all the same. . . As per the call, bids were received ~cr the construction of a ,sanitary sewer be tween 2nd and 3rd Avenues from Polk Street to the We s t City Limi t's, as follows: Peter A. Nelson $1,664.40 K. L. On motion, such report was adopted. F inan.rlC e _ C ommi t te e ~ The Finance Gommittee,reported on the three-cornered tract which Moriar- ity desires to purchase as parf of the tract now owned by the City for the Polk Street Sewer Outlet, and set a price at $225.00 as a reasona.ble selling price therefor, .providing said party will purchase the same at such figure. On, motion, such report was adopted. I The Street Committee reported favorably on, the :pe ti ti on ,to grade and i gravel Jackson Street from3rd Avenue to .ith Avenue,' but recommended such Street I be paved instaed of graded and graveled. On mot ion such report was adopted and 11 the Recorder directed to advertise for th/3 four type's of pavement for such Street., II Fire & Water Committee - il~ The Fire and Water Gommittee spoke of the Flremens Convention at i Sacram,ento:,t"hCallfornia to be held the first week in October and recommended the '1 Fi re Chief as pJ~esident of the Oregon Firemens AssQciation be sent there as' a '. delegate. A:fte.t' di scussion, su.ch repo.r-t was unanimous ly adopted, and it was agreed . II to expend not to exceed $100.00, duly itemized, to defray the Chief's expenses Ii for such trip. ' r The Fire anq. Water Committee also called attention to the condition of 11 various signs in the \.ii ty, and. recommendecl tha. t the Ord~na.nc~ as to hanging signs 11 be more strictl;f observed. The Chie,f of Polic.e was notified to check up on the 1: signs .and noticy those owning such signs to repair the same where not complying wi t :: the Ordinance. The Fire and Water Committee further recommended that the City Engineer and the Building Inspector check '\lP on t.he s.gn laws of some other Ci ties s,o as to be prepared to .recommend any change needed in our own sign Ordinance. On motion such rep ort was adop ted. . I! Health Committee - I The Heal thCommi ttee repo.J;ted it needs further time in which to report on the Encore notel Building. The Health Committee further reported that the Meat inspe.ction Ordinance is in the whole being complied with, most of the markets now having their own inspector. A letter was read from E. L. King as to the furnishing of water by the \ City for the keeping up of the Railroad Parks, suoh letter indicating their records have been burned, and they have no knowledge of the prooeedings in establishing such oont~act, which has been followed tor many years. The Recorder was; directed to seethe Water Board to ascertain if they have a record as to the ini tia ting of suoh oontraot. , A letter was read from W.E. ,Nusba-y,m asking that 12 hydrants and 12 valves, be' purchased t'o finish out the year 1928. Said matter wa.s referred t'o the Fire and \~ater Gommittee, and after disoussion it reoommended the same be '.pu.r.9hased. On motion, such repo;t was adopted. . After' 'Idi scussion, and 0Vi ing to the fao t that three-fourths of the property owners have pretested such paving, the matter was laid on the table. A petition was received to pave High Street between 16th arid 19th Avenue s. Said matter was referred t9 the Street Committee for report. I: A petition was reoeived to pave Mill ~treet between 16th and 19th Avenues. Said matter was referred to the Street Committee for report. . - A petition was received ~o pave Pearl Street from 2nd to 4th Avenues. Said matter was referred to the Street Cemmi ttee, and such Committee. recommended said petition be granted. On' motion 'such report was adopted. The City Engineer filed a report calling for the opening of Railroad Boulevard from Van Buren Street to River Road by wiclening the same five feet on the North side thereof, and on motion, the following resolution was offered and unan- imeusly adopted: . RESOLUTION FOR OPENING RAILROAD BOULEVARD FROM Vlill BUREN STREET TO RIVER ROAD, IN EUGENE, OREGON, BY WIDENING THE SAME FIVE FEET ON THE NORTH SIDE THEREOF. RESOLVED: That t'heGommon Couneil of the City of Eugene, Oregon, deems it expedient and neoe~sary to open, layout, and establish Railroad Boulevard from Van Buren Street to River Road, in Eugene, Oregon, by widening the same five feet on the North side thereof, and that the City I Engineer be and is directed to make a survey of the same, to mark the' boundaries thereof~ to make a plat 'thereof, and make and file a wDitten report containing a fllll an.d cO!1l'ple te description of such St.peet and its boundaries, and of the portions of each lot, part of'lots or traot of I. land to be appropriated therefor. . S. Appelman of the Oregon Electric Railway Co., II stating such Company will be ready to make repairs on the 5th Avenue tract the II latter part of this month. Such letter was duly filed. I 'I II I . The City Attorney prepared, and the same were duly read before the Council, contract to enter into with the Hobi Airways Company. Such Airway Co. indicated by wire it would be he re on Tue sday, the 114ih, and the contracts were held, pending a meeting' with such corporation. A le tter was read from D. E. Yo.ran, Post Master at Eugene, calling attention to the need of more limited time of parking aroup.d the Post Office. No official action was taken in regard to such matter. An Ordinance levying assessments for paving Victoria Boulevard from the . West line of Ma:ple street to the South line of Victoria Heights Replat, and Rostein Boulevard from the West line of Victoria Boulevard to t1l3 'South line of Victoria Heights Replat, in the Ci ty of Eugene, Lane County, Oregon, was read the first time and laid mrer.
