Bids were reoeived as per the call, for paving Pearl Street between 2nd Avenue and 4th Avenue, and at the time of opening of bids, a protest petition was received against paving suoh Street, and partioularly on aocount of the different olassifioations required, between the two blocks; Attorney Fred E. Smith appeared and spoke on oehalf of the protestants, and after disoussion said,bids received were not read, and it was decHl.a.d, on motion, to divide such projeot and re-adverti ~ the same under two contraots, one from 2nd to 3rd Avenue s, ,and, one from 3rd to 4th Avenues, and the Recorder was authorized to advertise ~or plain concrete paving under suoh tow separate projects. Committee reports were oalled for: - ~ The JUdiciary, Fire and\Water, Health, and Printing Committees had no.,:' reports to make. The Finance Committee recommended the following estimates be allowed, and on ro 11 0 all, suoh report was approved: I The Estimate of Guy Pyle for the paving of Polk $29,272.09 Street from Second Avenue to 12th Avenue. The Estimate of Stien Bros. for the paving of Viotoria Boulev~rd from Maple Street to the City Limits and Rostein Boulevard from Victoria Boulevard to the City Limits. $17,218.57 The Street Committee recommend~d the petition to pave High Street from the ~outh line of 16th Avenue to the North line of 19th Avenue, be granted, and on motion, such recommendation was adopted, and the City Engineer was authorized to prepare plans for various kinds of pavement for the purpose of bids. The Street Committee reoommended the petition to pave Mill Street from . tl1e South line of 16th Avenue to the North line of 19th Avenue, be granted, and on motion, suoh recommendation was adopted, and the City Engineer was authorized t-o prepare plans for various kinds of pavemen t for the purpo se of bids. The Sewer Committee reported on the progress on the work on the outlet of the Polk Street Sewer and also reported on the progress being made on the Amazon. On motioD, the matters pertaining to such two projects were left with the City Engineer and Sewer Committee with power to act. A proposed Ordinance was presented and read, the first time and laid over, calling for fifteen-minute parking on the North side of 6th Avenue from Willamette Street to the alley West of Willamette Street. The City Engineer reported on the Ki lovdahl maps, stating the Recorder and Fire Department only desire ~ch maps, and on motion, a map for each of these departments was ordered purohased. The Chief of Police reported eLectric signs are now in fairly good shape and he is seeing that the rest of such signs comply with the law. . I A Mr. Law who has entered business on West 8th Street appeared before the Council asking relief from congested traffic, desiring a. fifteen-minute parking time on Wes t 8 th 5 treet. He was informed such pe ti tion could not be granted without 'change- of Ordinance, and he 'proposed to bring in a ~etition from ~eople along that Street asking for shorter parking time. A Rooming House permit was granted to Mrs. Mollie Witb.her to operate the Tourist Kotel at 70 East Broadway. The :;;' Ordinance was declared passed and numbered 7106. . rf~'4,'f., , The Street Commtttee reported they believed tt was now possible to get 14th Avenue.opened,up for a forty-foot ri~ht-of-way between Willamette and Olive Streets, wh.lch would cost the City about '40,000.-00. Such matter was discusssd but no action taken. The matter of now completing the opening of 18th Avenue, in addition to the deed pre sen ted to the C it :( by Sidney R. .AJL len, was di scussed ,'and the City Engineer was directed to bring in plans for the proposed opening of 18th Avenue between Willamette Street and Oak Street to complete the entire opening of said Street. Councilman Rugh spoke of the trees at 20th and Olive Streets which will . have to be removed if the si dewalk is buil t in the regular manner in :flont of the lots in that locality, and suggested the walk be curved near the curb line to save such trees. Said matter was referred to the Street Committee withp~wer to act. The Mayor appointed the following named electors as a budget Committee for the 19?9 Budget: H. H., Hobbs, Charman; Loy Rowling, Wallace Wintler,"Hugh P~ Ford, Roy ~. Bushong, H. C., Farley, A. R. Paris, H. W. 'White, and George Miller. It was reported there,Lis to be a Cement Convention in Portland on October 3rd and4th~ 1928, which the City Engineer should attend. On motion, the Engineer was directed to attend such Convention, his expenses to be paid. On motion, Gouncil adjourned to meet on October 8, 1928, at 7:30 o'clock P. M. I Geo. A.
