L. ;-,..,.". Williamson and all members of the C ounci'l.', Meeting called to order by the ~fuyor at 7:30 o'clock P. M. There being no one present to address the Council after invitation extended, Committee reports were called for. The Judiciary, Heal th, and Printing Committees had no reports to m~ce. The Finance Committee reported favorably on bills filed by the City Engineer for payments of the following contracts, and on roll call, such bills were dulY allowed: ' To Stien Bros. for the construction of a sewer in the alley between 3rd and 4th Avenue s from Polk Street to the C it Y 1 imi ts . $1,524.42 To Stien Bros. . for the co nstruc tion of a s ewer in the alley between 2nd and 3rd Avenues from Polk Street to the City limi ts. $1,678.75 To L. P. Harmon for the improvement of the Polk Street Sewer Outlet $16169.00 ,The Street Committee reported favorabl,y- on the petition to pave Madison Street from 11th Avenue to 12th Avenue. On motion, such recommendation was duly approved The Street Committee reported it had received a bid of $80.00 from the Eugene Sand & Gravel Co. for le vellng down the parkings on 19t h Avenue adjacent to the Amazon and. recommended such bid be accepted. On moti on, such rep ort was unanimous ly adopted. I The Street committee reported that the Street Commissioner.has practically finished filling the streets in the Fairmou..Ylt area where t,he; Street car busses go round the Loop. The Fire and Water Committee reported further as to the new lighting system and also stated the Water Board has submitted a new list of Street intersections where lights Should be installed in addition to the report filed last February, and reportifg that after all lithts are in according to the lists heretofore submitted., here will be about :3500.00 additional with which new lights may be installed where needed. C. A. McClain of the Eugene Via ter Board appeared and addressed the Council as to the needs of new points for installation of lights and filed a list for such new installations. Amount other points, itvJllvas determin d that the petition for lights on North Park Street should be granted, and it was decided to install lights at other points on the Park S~uare which will meet with the wishes of the 'vVater Board to give the. best illumination. . 11r. McClain of the Water Board invit,ed the Mayor and Council to visit the new hydro-electnc: plat being installed at, Leaburg, and on motion duly carried, it was decided to accept such invi tation, and Wedne sday afternoon, October 24, 1928, '-was agreed as the proper time to go . / The Fire and Water Committee' recommended that a hydrant be installed at the i.ntersection of 1st Avenue and Jackson Streets. On moti on, such re commendat ion was unanimously adopted. The Ci~ty Attorney, on behalf' of the Police Committee reported that Mrs. Dunwoodie was struck by a police car driven by a Police Officer while in the discharge of the officer's duty, and that Mrs. Dunwoodie has retained counsel, and has threatened to sue the City in case proper se ttlemen t is not made. After disuussion it was unanimously agreed that the City offer to pay ~~s. Dunwoodie ac cordi ng to b.ills subm it ted, hospi tal and 0 theI' ex'pense s up to the amount of $319.80, and on the acceptance of such offer she to file a complete release of I all future claims in connection with such injury. The City Attorney spoke of the Western Union having heretofore maintained se ri vce for Poli ce calls a t night, and stat ed the c ontrac t he re to 1'0 re S'.J.bmi tted by the Western Union for the City to sign was not altogether acceptibfl~, and he suanitted new co~tracts which he has prepared for the City to execute and present to the Western Union. Wilkins, reque sted that an :: estimate be mete for placing about 24 cubic yards of rock at the Aviation Field, :1 and. the City Engineer prepared such estimate at the price of $416.00. Both the d Eugene Sand and Gravel Co. and A. C. Ivie.tt,ews agreed to furnish the rock at $1.50 ,) per y~d. The Park Board were authorized. to enter into a~.contract for such work and ma terial as it sees fit. A petition was receHved from residents on Franklin Boulevard and Garden Streets asking t,hat a board walk adjacent to the Anchorage which lies only within the Street, be removed, as it is a menace to both pedestrians and others. Said matter was referred to the Street Committee and the City Lngineer for report at the next mee t ing of the C ounci 1. i. pe t'lt ion was received from VI. w. rtuch and '0 thers asking theC i ty to repair Agate Street between 13th and 14th Avenues to put said Street in its original condition without expense to property owners, stating in such petition the condit.ion of such Street is now very bad. Such ma tter was referred to the Street COfrunittee and the City Engineer for report. A petition was received from bicycle shops and also from owners of bicycles, asking the City to pass an Ordinance regulating the licensing of bicycles and the manner in which de<Blers shall buy and sell 2nd hand bicycles. Said matter was referred to the 3udiciary Committee and the City At!~'orney for report. RESOLVED: That the Common Council of the City of .&;ugere, Oregon, deems it expedient anli necessary to open, layout and establish EIGHTEENTH AVEN1JE FROM WILLANIE'rTE STREET TO OAK STREET IN EUGENE, OREGON. and that the Uity Engineer be and is directed to make a survey of the same, to llBrk the boundaries thereof, to make a 'plat tb,ere.of, ,and make and file a written report containing a full an~ complete description of such street and its boundari'3s, and of the portions of each lo1~_, part of lot or tract of land to be appropria ted therefor. " and lOth Ave!lUes, the Central Heating Co. was assessed in the amount of $758.29 for the repai.i':img of the cut made by them, whieh asse ssment was ent ered in I the docket of City Liens, on page 289, of Volume 5, thereof. Fifteen sidewalk Asse ssment Ordinance having been read the first ti me on Oc tober 8, 1928, and registered notices for protest having been sent, and not protests be.Lng filed, siad o.rdinanc es passed their second and. third readings by ti tIe by unanimous consent under suspension of the rule, and were placed on the ir' final passage. The ayes and nays were called, all present voting aye, any, none. The Ordinances were declared passed, and numbered from 7115 to 7129, both numbers inclsuive. An Ordinance authorizing ~33,120.05) the issuance and sale of Improve~ent Bonds was read the first time, and passed its seocnd and third readings by title by unanimous consent under suspen sian of the rule, and was placed on its final passage. An Ordinance regulating traffic adjacent to the Post office, ha ving' been read the fir'st time on September 24, 1928, passed its second and third readings by title by unanimous consent under suspension of the ruili~ and was placed on its final passage. The ayes and nays were called, all present voting ~e, nay, none. The Ordinance was declared passed, and numbered 7132. An Ordinance ado"pt ing the survey , plat and report of the City Engineer as to the proposed opening and establishment of Eighteenth Avenue from Willamette Street to Oak Street in Eugene, Orggon, was read the first time, and passed igs second and third readings by title by unanimous consent under suspension of the rule, and was placed on its final passage. The aye s and nays were called, all present votin'g aye, nay, 'none. The Ordinance was declared passed and numbered 7133. Three Sidewalk Improvement Ordinances were read the first time and passed their second and third readings by title by unanimous consent under suspension of the rule, and were placed on their final passage. The aye s and nays were called, all present voting aye, nay, none. The Ordinances were declared passed and numbered from 7134 to 7136, both numbers inclusive. J. M. :Murray appeared re.l:a ti ve to his pro:posed assessment for fill for side- walk on High Street and 5th Avenue. Such matter was referred to the Street Committee and the Clty Engineer for report at the next meeting of the Council. W. E. Nusbaum appeared and rendered a report as to the Fire Convention he attneded in Sacramento. Several Junk dealers appeared as to controversies which have taken place I between junk dealers and people claiming property found in junk stores, and asked the City to prepare an Ordinance for some regulations covering the buying and sellihg of 2nd hand goods by such dealers. Said matter was referred to the Judiciary Committee and the City Attorney for the purpose of preparing a proper Ordinance to meet such situation. On motion Council adjourned. Geo. A.
