On roll call, such 'I report was unanimously adopt ed. " Ii I) The :Street Committee called upon the City Engineer to report relat,ive to the ma tter of the widening of Franklin Boulevard ne:ar thl9 Anchorage, and the I' Engineer repo.l"'Ged that all c oncerened are in favor of changing the course of tm II I. Mill Race at;~lthat point so as to widen the Street, and stated he will have his :1 plans ready for the next meeting of the Council. :1 Ii The Ji'ire & Water Committee rp:ported the Oreg'on Seed & Feed Co. has, ;1 changed it s purpose, and does not now desire to use the bu ilding on 5th Avenue I, just west of ,Willamette Street, so its 1'6 tit ion for that purpose was ordered :1 f i 1 ed. :1 The Health, Printing, and. Sewel' Committees had no reports to make. -I !I i! " II II The l>olic.e Commi ttee further spol<;e of the number IDf dogs running at II large in the City, all of which appear t (I have no licenses, and after discussion, the Chief of Police was directed to employ a dog-catcher at once, to rid the town of surplus dogs. The :Police Committee further stated the City needs additional patroiCmen during the winter months, and on roll call. it was ordered that the Chief employ two Additional men at once. J. M. Murray appeared and spoke further as to his petition asking for, a rebate of interest on the assessment of t140.00 assessed against his property on t be Southwest corner of 5th Avenue and igh Street. The mat ter of the addition- al assessment of $140.00, which assessment Ordinanc.e has beHn read the first tif.:le, was taken up and further di scus sed. After discussion, on motion, the proposed il assessment of $;140.00 for addi tional fill, which was proposed to be assessed against said property, and which bas bean held over for several years, was remitted, although the matter of the petition'for a rebat,e of interesti as applied for by :1 Mr. Murray was denied. , Aerial permits were issued, as per tre applications, to Hiram Hardi.!lfl" at 1915 Alder Street, and to C. I. Wintermeier at 1893 Alder Street. , , ' On motion, Rooming-house permits were grant~d to Roy F. Stevens to operate tre Bonnett Apartments at 83 West Broadway, and'E. A. Cole to operate the , ' Yates Hotel at, the East end of 7th Avenue East. i A peti tion was rece ived f'rom Robel~t A. " ~ 135 A petition was received from residents adjaoent thereto, asking that a I S tree t light be installed at the corner of 2nd Avenue and Mill Street, and par t icular 1.)<' to lighten said area vvhich is infested wi th drunken men and hobos. Said matter was referred to the Fire & Water Committee. ,~~ ~ -. ~ A petition was reoeived asIcing- that 6th Avenue from Blair Street West ~ to the City limits be made a stop Street. Said matter was referred to the Polio e Commi ttee. A petition was reoeived by property owners abutting thereon, asking that 3rd Avenue from High Street to Pearl Street by paved with oement. Said matter was referred to the Street Committee. A petition was reoeived from property owners abutting thereon, asking tha an ornamental light system be installed in the usual manner on leth Avenue between Charnel ton ~treet and High Street. On' moti on, said pe t i tion was unanimously allowed. A communication was read from the Department of Commeroe inolosing oontraots oalling for a beacon light according to the terms as set out in the oontraot, woh li~t to be installed on the East end of Skinn~rs Butte within the: City. After disoussion, the lVIayor and Recorder were unanimously directed to exe- cute such contract. The Board of Viewers filed it,s report relative to the proposed o,penin~ of 18th Avenue between Willamette ~treet and Oak Street. On motion, such report was unanimously adopted, and an Ordinance adopting such report.was read the first, time and laid over. . The pr oposed ordinance which was read the first time on November 13, 1928, directing that 19th Avenue and 13th Avenue; in the City he made stop Streets, was read the second. time and di'scussed. After discussion, it was moved and unanimous- ly carried that such ordinance beD:lamended and re-presented at the next me eting of the Council, dropping therefrom 13th Avenue, and making 19th Avenue ars s:pecified I in such Ordinance, and Willamette Street between Broadway and 19th Avenue ,stop , Streets, and the City Attorney was directed to re-draft such ordinance accordinglyl L.P. Harmon appeared stating the need of excavating some 75 feet additional to wha t wor Ie he ha s alr eady do ne in the drainage of the Amazon di strict West of Chamber~ Street. After discussion, Mr. Harmon agreed that he would clean out this section and under the bridge for $50.00, and on roll call, such work was ordered done. L. P. Harmon appeared and asked that he be paid additional to his labor under the contrac t in cons true tingthe Polk ;;)treet Sewe l' Outle t, claiming that he used steel instead of wire netting, as called for by the plans and specifications. he also stated he is entitled to compensation for eight or nine days labor in back filling a certain section of such sewer project. The City Engineer stated that he considers Harmon not entitled to any amount additional for using steel . instead of wire netting, as he could have procured the netting if compelled to, but further stated he believes Harmon is entitled to pay for the baok fill, when he itmeizes the work done and presents the same in due form, and the report of the ~ngineer was unanimously adopted. A representa ti ve of the International Hod Carriers, Building & Common Laborers Union of America appeared asking that the petition filed by it on July 23rd, 1928, be re turne d, and after discussion, t he Recorder was direc ted to return such p@tition as filed to such organization. , The Mayor spoke tha t there may be a chance to s,ettle the sui ts filed by Lo~bard and others against the City and members of the Common Council, the City Engineer and the contractor relative to the; construction of the Polk Street Sewer Outlet, and after discussion, the matter was left to the City Attorney to ascertain the terms of such settlement, and make a proper settlement if reasonable. j An Ordinance levying assessments for paving Jackson Street bebween 3rd and 4th Avenues, with plaintconcrete, in the City of Eugene, Lane County, Oregon, having been read the first ,time on November 13, 1928, and ref;istered notices for ~, protest having been sent, and no protests being received, said ordinance was read I" the second time, and passed its third reading by title by unanimous consenn ~der suspena ion of the role, and was placed on it s final passage.
