Meeting called to order by the Mayor at 7:30 o'clock P. M.

the called meeting of November 30, 1928, approved.
L. ~. Harmon appeared before t.he CouLcil inquiring as to back taxes on the
lots purchased by him from the Cit.>, on South Willamette Street, he contending thes
taxe s 8h ould ha ve been paid by the City. Said matter was referred to the City
Attorney andthe City Recorder for report.
Committee reports were called for:--
\ The City Attorney, on behalf of the Judiciary Committee, re per ted he has
not yet been able to reach any settlement. or make any report on the claim of
lVII's. Bertha NeeI' for an alleged personal inj1j.ry::claim. Further time was gran ted.
The Finance Committee recommended that the bills in paym.ent of the follow-
ing Street Improvement contracts be allowed, and on roll call, such report was
unanimousd.y adopted:

Street from Third Avenue to Fourth Avenue.

Said bids were referred to the Street Committee forreport, and it recOffimen4
ded those bids be accepted after which tre word "approved" isv,wtitten as to each
Ordinance number. On motion, such report was approved.
The regular monthly bills as are herein below set forth were duly allowed
by roll call on motion of the Finc-l!lce Committee.
The Street Committee reported the old wooden sidewalks in City Outlook
Addi ti on, i;;;ou th of 25th Avenue, are in a very delapidated condition and recommende
that such walks be removed. On motion. 31ch report was unanimously adopted.
I The Street COu1mittee also stated a .Mr. Barr asks that the City purchase a
right of way adjacent to the S. P. Railway track near the North end of Fairmount
Boulevard and just North of 15th Avenue, as a right of way for the benefi t of

The Street Committee reported on the petition to pave 3rd Avenue between
Pearl and High Street, and as said petitio!J does not have a majority of front'
fottage signers, recommended the same be d.i sallowed. On motion such report was
unanimously adopted.

The Police Committee re-ported on the matter of signs in the City:!, and

The Police further spoke of the <ielapidated condition of -parking signs,
stating 184 new one s should be purchased. After discussion. t.he matter was laid
over,. to be taken up when the new administration takes office.
The Police Committee recommended the petition to make 6th Avenue West a
stop Street from Blair Street to the ~est Cily Limits be not eranted, and on
mot ion such reeoC1menda tion was carred by a vo te of four to three.

trains to come to a stpp at the intersection of Blair Street, covering the cros s-
ing in which a petition was filed as.~ine that a bell be installed at that point.
The lTIa'Gter of the repair work being :lone by the Oregon Electric Railway
Co. on '.'Jest 5th :itree twas brough up &nd discussed, it being stated the work is
not completed. The ;':Ia t te r wa s refe rred to the City Enginee.r to 'ascertain the
intenrt of the Hailway Co. and report at the next meeting.
An Aerial application was cra11ted. to :Marian P. Watts to construct an
aerial at 1328 Emerald Street.

and the petition ordered filed.

on 19th Avenue, t his be ine; done in the year 1926 he claiminguthat the agreel11en t he
had with the Cit.}, has not been consumated in stopping the wi.dening of said Street
at Patterson Street instead of at Hilyard Street as petitioned for. After dis-

The Proposed Ordinance making a stop Street of a portion of 19th AVfu1ue
and 13th Avenue within the City which was read the fi rs t time on NOvember 13, 1928.
wa s read the second time and ame.nded by cutting out 13th Avenue entirely and mak.ing
a stop Street of' Willamette Street from Broadway to 19th Avenue. and 19 th Avenue
from viillame t te S tre e t to Fainmount Boulevard, and was laid over.
Eight Sidewalk Assessme'nt Ordinances vvere read the first time and laid over.
An Ord.inance for the construction of a Sanitary Sewer on the East sid e 0 f
Pot tel' Street from 24th Avenue to 22nd Avenue, was read the f lrst time, and passed
its second and third readings by title by unanimous consent under sus'pension of'
the rule, and was placed on its final passage. The ayes and nays were callad, all
present voting ay~, a':Je,::nt ~ri. net Iroti!:!.I:', Washburne. The Or~inance was declared
I passed and numbered 7231.
An Ordinance adopting the plans ond specifications of the City Engineer
for the cons truc tion of a 3.3..11i tar y sewer on the Eas t side of Potter Street from
24 th Avenue to 22nd. Avenue, was read the first ti me , and'passed it s second and
third readings by title by unanimous consent under suspension of the I'ule, and was
placed on its final passage. The aye s and nay s were calle d, all present voting
aye., absent and n.ot vo ting. Washburne. The ,O.rdinance was declared 'passed and
numbered 7232.
The matter of purchasing a Fire truck. on which a call mreting of the
Council was had on November 30, 1928, and continued to December 6, 1928, at .Nhich
time it was agreed the matter of purchasing a Fire truck should be held at this
date, was called up for final action. The matter was discussed from various
anele s , and. the var i ous type s of Fir2 trucJcs. as presented under the various bi ds
for different type s were fUlly g011e into and considered, and after full discussion
in which the AGe n t of A. G. Long and!. Co.. an d t he Age n t of the American La France
Co. and F. M. Hathaway of the local aCency all spoke, it was moved by Councilman
Lamb and seconded by Councilman Reid that the City purchase the type 91 of the
American La France triple combinc:.tion Fire truck, at a price of ;;p7,400.00, said
truck and equipment to contain all of.the equipment and other accessories as is
c ontaine d in the contract which is to be entered into between the CiuY and the
Howa~'d Cooper Corporation. After the putting of such motion, the ala tter was still
further discussed, and the roll being called on such motion, Large Lamb, Monroe,
and Reid voted aye, ancL McCully, Rugh and Hepdersho tt vo ted nay, ,jashburne be ing
ab sent and not voting. Such motion was declared carried. and the Mayor and Recorde
were authorized and directed to execute a contract with Howard Cooper Cor.[loration
on behalf of the Ci ty for the purchase of said truck 3n,d equipment. and i'ur the I' to
to execute a contract wi th said ....;orporation under such form as may be prepared
by the City".,Attorney for the use of a F.i:re truck to be furnished by the Howard
Coop,er Corporation for the interim between the execution of the contract for the
purchase of the truck in question and the delivery of the same some weeks hence.
