HomeMy WebLinkAbout01/28/1929 Meeting 15~ I Council Chambers, Eugene, Oregon. Januar y 28, 1929. . Council met pursuant to adjournmen t of January 14,' 1929, and was called to order by Mayor H.E.' Wilder~ There were present all members of the Council except Washburne. The Finance Committee recommended that the Bond of the' National Surety Co. for Fred. Wentworth, Treasurer, by approved. On motion such recommendation was duly adopted. The requa st of Pastmaster D. E. Yoran for the. privilege. of at.taching mail boxes to lamp posts at the following points, \X;. !~l~ ~ ~ T-. 7th and Oli.ve, 8th and Olive, 9 th and Olive, 7 th and Oak, 8th and Pearl, 9th and. Pearl, and. concrete posts for mail boxes at the following points: 10th and Oliwe, 10th and Oak, 17th and Orchard, 22nd and Onyx, 23rd. and. Alde 1', 17th and. Hilyard, 19 th and Willame tte , 17th and. Jefferson, 4th and Polk, 6th and Almaden, 1st and Adams, 2nd and Van Buren, 14th and University, 11th and Pearl. was, on motion of' the Street Committee, granted. I The Street Committee reported favorably on the petition for the bridge over the Amazon on Waspington Street, and the City Engineer was directed to . proceed with the making of plans an9. specifications. . On 1i"ecommendation of the Street Committee, the City Eng.ineer was authorized to-take' up with the Oregon Electric Railway Co., the matter of filling fun on the pavement with a black top surface to bring'up the low places in the pavement from Blair Street West. On motion of the Fire & Water Comfnittee, it was ordered that the extra men of the Fire Department be discontinued on February 1, 1929. .... The Fire & Water Committee also recommended that the City draw pay checks to :b'ire Chief Nusbaum for monthly salary, with the understanding' that he snall return to the City the compensation which he is to receive from the State Indus- trial Accident Commission. ::;)uch recommendation was approved. ~he Fire & Water Committee also recommended that inasmuch as it appears necessary to secure locations on private :property to provide suitable location for hydrant s in Sunset Terrace Additi on, that the property owners be required to gi ve easement deeds to the Ci ty for sufficien t space before the hydrants are in- st.alled. Such rec ommendat ion was ado pt ed. The Health Committee reported that they had employed a plumber to repair a leak at the Rest Cottage. The Sewer Comilli ttee recommended that the peti tion for a sewer on Washing- ton Street from 22nd to 23rd Avenues be denied. Such recommendation was, on motion, adopted. I The Police Committee. reported that 56 stop signs, estimated cost at $70.00, various parking signs, estimated cost at $450.00 pa~ing buttons, etc., would be nece ssary and that such items be purcha sed and installe d. Moti on was made, seconded, and carried to adopt the report. ' a resolution ha v ing for its purpo sethe 'ascertainment of the amounts of llndebted- ness owed by the wi dow of Rex Reed and the payment of the same by the City of Eug ene, and. WHEHEAS, the City Council desires that the rmtter have further IT IS THEREFORE RESOZVED by the COffilTIOn CioUllcil of the City of Eugene I considerati'on, that any forme.r action taken with reference to the payment of claims ag:;tinst the estate of Rex Heed, deceased, be, and the same is hereby rescimed, and the Council at this time recommends to the Mayor that the investigation of' the whole matter be left to .the Fire and Water Cominit: tee wi th directions to make a report thereon. On motion. duly seconded and carried, it was .0rde.1'ed that the Budget item of $300.00 for sup plies and expense s in the Police Depar tment, be appropria t.e to the requirements of Mrs. Ady, Police Matron. A pl3ti ti on for the removal of a house at the Northeast corner of 6th and Olive Sts. to a poiht North on the alley, was read, and referred to the Fire & Water Committee. Apl3ti tion to establish a set back distance for service stat,lons was referred to thE:l City Planning C ommissiono A pl3tition for the paving of <<Tame'S St.. from Co.l.umbia 'Street to Moss Street was ordE,red referred back for comJ~letion of the petition by showing assess- ed valuation o:r the property. A communicati on fro m the Oregon S ta te Board of liea1th reJa ting to report on Tourist Camps and, payment of annual f.&e'{3 was referred to the Health Committee. A communication from the League. of Oregon Cities, urging Eugene to join the League was read ani referred to the Judiciary Committee. The Recorder was instructed te> ask for bids from gas and oil compan ied to' supply the Ci ty of Eugene for the curBent year. The Recorder rep orted that the Eugene Boxing Commission had turned over treir checlc fOl~ $149.42, ani it had been p'laced in the hands of the Oi ty Treasurer. I ..I ~ 16~ , " / I The report of Hobi Airways Go. was read; and the Recorder reported that he had turned in the check of the Airways Go. in the amount of $170.13 to the City Treasurer. The Airways Co's report was referred to the Finance Committee for audi t. :, ;~ An Ordinance dividing the' City of Eugene into wards, and repealing OrdlnanceNo. 2012, was read and laid over. An Ordinance levying assessment s for the construction of' a sewer on the East si de of'Pot tel' Street from 24th Avenue to 22nd Aven.'l;le, was read the first ,time ~nd laLd over. An Ordinance amending Section 5 of' Ordinance No. 6129, by. authorizing. the Recorder to purchase property sold on account of delinquent liens, was read the first time., and passed its~:3second. and third readings by title by,unanimous consent under suspension of the rule, and was placed on its final passage. Th~ ayes and nays were called, all present voting aye, absent and not voting, Wash-, burne. The Ordinance was declared passed, and numbered 7275. .~ -' Four Sidewalk Assessment Ordinances, havin,g been read the first time on January 7, 1929, and registered notices for protest having been sent, arid no protests being received, said ordinances passed their second and third readings by title by unanimous consent under sus:pension of the rule, and were placed on the'ir final passage. The ayes and. nays were 'called, all present voting aye, absent and not voting, Washburne. The Ordinances were dec~ared passed and num- bered consecutively from 7276 to 7279, bo,th n~lnbers inclusive. ~ight~en Sidewalk Improvement Ordinances were read the first time; and passed their second and third rea~ings b~! t,i tle by unanimous co,nsep.t under suspension of the rule, and were placed 'on their final passage. The ayes and nays were called, all present voting aye, absent and not voting, Washburne. The Ordinances were declared passed and numbered consecutively from 7280 to 7297, both numbers inclusive. cl Mr. Lammers, of the firm of LammeI' & Barringer, house movers, called the attention of the C01l1lcil to the dif'ficultiesof moving houses, under the ,wires through the City Streets, and suggested the location of City wirings should be placed at sufficien t highth to' reduce the expense to house movers on account of . charges made by the light department for raising wi .res. The matter Was referred to the Building Inspector and Street Committee. The City Recorder called attention to the Ordinance reqUl.rl.ng requisitions :f;or City purchasing, and the Recorder, and .Finame Committee were instructed to ,take a!l3' necessary steps to carry out the provisions of the Ordinance.. Motion was made, seconded, and carried thlt the ~treet Committee and Police Depar tme nt employ a do g catcher, commenc ing Fe brua ry 1, 1929. M.r. Walling appeared and explaine d to the G ouncil, the merit s of' the Austin Motor Pickup Sweeper. The Mayor named Chester Lawrence as appointee to the; office of Milk Inspector at a salary of $225.00 a month, commencing February 1st. 1929, and a ' mO.ti.on was made and seconded to confirm the appointment and place him upon the' regular pay roll. The ayes and nays were called, Councilmen Voting aye. Hende.r- shott,L~rge, and Monroe; na:{, Lamb, Simon, Reidi, and Zumwalt; al,>sent and not voting, Washbur'ne. Council met in special session, .pursuant to the call of Mayor Wilder. ~rherew.el'e present DouncilmenLamb, Reid, Large, Monroe, and. Zumwalt; absent Councilmen Washburnel, Hendel~shott, and Simon. The 'purpose of the meeting was stated, and the Mayor naalled Chester Lawrence as appointee to the office of Milk Inspector of the City of Eugene, at a salary of $225.00 per month, with the under- standing that he furnish his own car, and gas and oil to be furnished by the City. Mo.tion was made and seconded that the ap:pdl.rl:.ntment be confirmed and that Mr. Lawrence be placed upon the regular pay roll at $225..00, and that the Recor'der draw warrants in payment of his monthly salary at the time the regul.ar pay roll is draw'n.
