Minutes of the regular monthly session of the Common Council, held at 7:30
o'clockP. M., February 11, 1929. Council was called to order by Mayor H. E.
Wilder wi th all C ounc ilmen present.
Minu tes of t,he regular mee ting of January 14, 1929, of the Spe cial mee ting
of January 22, 1929, of the adjourned meeting of January 28, 1929, and of the
Special meeting of January QO, 1929, approved.
T,he Finance Committee recommended that the report of the Hobi~JAirways Co. be
referred to the Judiciary Committee and[ the City Attorney..
The Finance Committee recommended the following bills for payment, and also
that Helen Delin be placed on the regular monthly pay roml at a salary of $100.00
per month, and a warrant be drawn in her favor when other salary warrants are
drawn. Motion was made and seconded to ~dopt the report of the Committee. The
ayes and nays were called, all Councilmen voting aye, nay, none.
The Fire & Water Committee recommended that the, petition from Mr. Maltman
to move the house at the corner of 6th and Olive Streets be granted with the
und.erstanding that it shall be moved on a concrete foundation to be placed 15
feet West of the West line of the alley, in a manner acceptable to the City Build-
ing Inspector, and. in compliance with the general building requirements.

The Fire & Water COfilmittee also recommended that Fire trucks and Fire equip-
ment and ambulances in the City of Eugene when going to a fire or an accident be
instructed that they should not exceed a speed of 25 miles per hour within the
fire limit s of the Ci'ty of Eugene, ,and not to exceed Q5 rniles per hour a t any
pla ce, an d that upon th e re tUl~.n trip of :the':Fira,~ap,:paEa.,tus, or' ambulance after
having delivered the patient, that, such vehicle shall not exceed a speed of 20
miles per hour, except in the 2eturn trip of the fire trucks to the Fire Sta'tion
tor extra equipil1ent shall not be deemed a return under this direction. On motion,
the two foregoing recommendations were adopted by the Council.
The Fire & Water Committee reported as follows regarding the disposition of
Rex Reed funeral expenses, and payment of liens against his property, vix: Lot 8,
, Block 5, Chambers Addi tion:
The, Fire & Water Committee of the Common Council of the City of Eugene
de sir e to r~ port upon the ma t tel' of the assi stance to be ,rendered by the City
to the widow of Rex Reed, who was recently killed in an accident on one of the
City's fire trucks, that they recommend to the Common Council that the City paving
abutting on the Rex Reed home and the assessment for the sewer serving the Rex
Reed home be cancelled as to principal and interest and that the City appropriate
a sufficient amount to be added to the allowance to be made by the vvorJr~an' s

This allowance is made in view of the unfortunate situation in which Mrs.
Reed is left by reaons of the accident and is intended to s~pplement the work-
LUen's compensation allowance which she will receive in the SULU of $46.00 per
month, together with an add.itional allowance from the Government, thus aiding
her in meeting the expenses of this unfortunate situation. '

Motion was made and seconded to adopt such report. The ayes and nays were
called, all Councilmen voting aye, nay, none.
The Health Committee made an oral report on the sanitary condition of Auto
Camps.
The '1>oiice Committee again present,ed its recommendation for increase in
salaries for the Police Department, and on sug:c,~'estion of the IvIayor that other
departments were also urging consi~eration the same line, the matter of salary
adjustments was left to be considered by the Council, and all adjustments to be
made at one tjme.

A motiion was made, seconded, and carried directing the Recorder to
advertise for bids for t,he purchase of the old City fire truck.
Mr. Frank Fay Eddy reported generally on the legi:31ative program at
Salem as fJi'ffect;lng municipalifjies and its, tendenc,i.es to break down homerule of
Cities, and calle,d attention to the work being done by the League of Municipal-
ties along legislative lines. The Judiciary Committee recommended that Eugene
join the League of Munici'palities, and that a warrant be drawn for $25.00 in
payment of our dues to said League. Motion was rmde and seconded to adopt such
recommendation. The ayes and nays were called, all Councilmen voting aye, nay,
none.

assume the expense of constructing crushed rock walks on Columbia and Agate utr~et,

at these POilltS. On motion, it was ordered that the Cit y aecept the proposal of
the Railwa.y Co. as to cross walks.
The statement of the Eugene Public Library for the month of January
was ordered filed.
The l'eport of Building Inspec tor Vi. H. Alexander, for the man th 0 l'
January was read, and on mot ion duly adopted.
The application of Sig Skavlan to erect an aerial at 159 E. 13th St.
rms on mot,ion granted.
The ,petition for paving the all.eys both ways through Block 1, Skinners
Donation, w/as l~ead, and on motion granted" and the C"ty Engineer instructed to
prepare plans and spe;ciflcations.
The :petition of property owners for the pavement of the alley between
Willamette ancL Olive' Street from 6th Avenue to 5th Avenue, was referred bacle to
the Street Committee.

A petition for the, paving of James Avenue f~om Columbia Street to MOBS
street was on recommendation of the Stl~eet Committee, grantE~d, and the City
Engineer instructed to prepare plans and specifications. '
The proposal to pave Columbia Street between 24th and James Avenue was
continued in tbe hands of the 9treet Comm.ittee for further consideration upon the
suggestion that the lmprOVemCLG should be made to cover the pavement further South
than proposed by the petition.

Application of Mrs. Minerva Flynn for a rooming house permit at 623
Willamette St. was, on motion, granted.
Two side\ivalk Assessment Ordinances were read the, first time, and laid
over.
Four sid.ewalk,Improvement Urdinances were, read the first time, and
passed their' second and third reading'S b.y title by unanimous consent under
suspension of the rule, and were placed on the ir final passage. The ayes and
nays were calleid, all Councilmen voting aye, nay, none. The Ordinances were
decked passed and numbered consecutively from 7298 to 7301:. both numbers in-
clusive.
An Or'dinance ley-ying assessments for the construction of a sewer on the
East side of Pot tel' S tree t from 24th Avenue to 22nd Avenue, hav ing been read the
first time on January 28,1929, and registered notices for l?rotest having been
sne t, and no protests being received, said ordinance was read the second time
and passed its th I'd reading by title by unanimous consent under suspension of
the rule, and vms placed on its final passage. The, ayes and na.ys were calle:d,
all COW1cilmen voting aye, nay, none. The Ordinance was declared passed and
numbered 7302.

Whereas, heretofore and on J'une 28,1927, at a special City election
held in the City of Eugene, Lane County, Or'e~on, there was approved and adopted
by the electors of the Cl ty of" Eugene an amendment to the Charter of said City
by adding a neVi chapter the re to au thori zing and empovfe ring the City of Eugene
to extend and enlarge its power and lighting systeJn Ps adding such units,
structures and equipment as shall in the judgment of its Water Board be deea:ad
expedient, convenient and necessary; and further providing that upon application
of the Water Board negotiable bonds of the City of Eugene to the ~nount of
$1,250,000.00 or so much thereof as may be deemed necessary to be used with other
funds for the completion of said project, shall be issued and sold as needed by
the Common Council of the City of Eugene, and providing the form and manner of
such issue and the de sc.:cipti on of' such fund upon the books of the City, and

Vlhereas, the proje c t for which t he au thaI' iza t ion of the bonds was vo ted
has gone fox'ward and the Eugene Via tel' Board has expended large sums of money
from other funds in order that said project might be carried on, and that the
necessity has now arisen for supplementing such fQnds by the sale of a portion
of the bond issue so authorized at such election.
Therefore, be it Resolved by the El~ene Water B02rd in reg~lar meeting
assEHnbilie.d, that application be and the same is hereby made to the Common Council
of the Gity of Eugene that there be issued of the $1,,250,000.00 of power and light
bonds authorized by the electors of said City at a special City election held
Tuesday, June 28,'1927, the sum of $~D6,000.00 of such bonds to be issued in the
manner and form prescribed in the Charter Amendment authorizing their issuance,
and that such bonds be immediately sold in the manner provided in such Charter
A.iIlendmen t and the f'U.nds placed in the Power and Light Fund upon the books of th,e
Eugene Water Bmrd be disbursed in carrying forward the erection and c,ompletion
,of' the Power and Light system of said City as provided in its sald Oharter Amend-
ment.

A copy of this Resolut~on shall be transmitted to the Common Council of the
City of Eugene as an application of the Eugene Water' Board for the issuance of
$336,000.00 of said Bonds.
The foregoing Resolution was duly adopted by the Eugene
Water Board at its re6~lar meeting, February 11, 1929;
and a copy ordered transmitted to the Honorable Mayor and
Common C olinci 1 of the C it Y of E-G,g ene .

An Ordinance providing for the issuance and sale of Three Hundred Thirty
Six Thousand Dollars ($336,000.00) Power and Light Bonds of' the City of' Eugene,
was re~d the first time, and passed its second and third readings by title
by unanimous c onsen t under suspens ion of the rule, and was placed. on its final
passage. The ayes and nays were called, all Councilmen voting aye, nay, none.
The Ordinance was decl~red passedand numbered 7303.
The City Engineer, b:l written communication,' called the attention of the
Council to the request of George C. Christenson for the opening of GOth Avenue
between Willamette and Mill Stre:t,with blue print attached. On motion it was
ordered that the City Attorney prepare a resolution for the opening of' said
street'.
A communication from S. M. Calkins, Secretary of the City Planning Commission
was read, SJ.bmitting a Resolution and proposed Charter Amendment for the purpose
of' authorizing a tax le vy of' ~5,000.00, which Resolution and act are as follows:

thereto, authorizing and empowering the Common Council of thE, City of Eugene to

for the purpose of securing maps, plans and data for a general City plan and for
the promotion of the war}\: of the (.;ity Planning Commission of the City of Eugene.

THE CITY OF EUGENE, DOES ORDAIN AS FOLLOWS:,
BE H' ENACTED BY THE ELECTORS OF THE CITY OF EUGEl'm~ OREGON:
Section 1. The common Council of the City of Eugene, Orego'n, is hereby
authorized and empowered to include in it s general municipal tax levy for the
year 1929 such f:i.pecial levy upon all of the taxabill,e property in the City of Rugene
as slall,in the ~judgment of the Common Council be required, to produce not to
exceed ~5,OOO.0() for the purpose of securing maps, plans and data for a general
City Plan and for theprol11otion of the wOl'k of the Cit~r Planning Commission of the
City of Eugene.
Section 2. The funds .l3ealized i'rom such tax levy shall constitute
a special fund clenominated GITY PLA...~NnJG E'UND and. smll be used for no other
purpose than the .t:ayin{' of the cost of maps, plans and data for a general
City Plan and for the promotion of the ,iol'k of the Cit,y Planning Commission of the;
City of Eugem.

Sectlon 3. There is hereby submitted to the people of the City of
Eugene the quesijion of whether the Common Council shall levy a tax in the year
19G9 in excess of the Constitutional six per cent limitation upon the City's
tax levy for the purpose of producing a fu,nd not to exceed $6,000.00 to be used
in connection with the work of the City Planning Commission of ,sa.t:d~G.ity and a
ovte upon the enactment of' this act by the people of the City of Eugene shall
constitute a votie on said question of so exceeding said constitutional limitation.

The fo~lowing persons, Mr. MelvinfHansen, ~~. Bovard, Stanley Stevenson,
and. Mrs. Maxham, appeared before the Council representing the Garden Clubb of the
City and the Ch~rrber of Commerce Committee on matters relating to Tourist Traffic,
and proposed to the City Council that a provision be made granting permanent
parking privileges to tourists ardund the City Park, and that they be allowed to
beautify the grounds of the park. Cibe matter was referred to the Police and
Street Committees for consideration and report back to the Council on February
15, 1929. '

Bids for pbinting blanks for use in the purchasing department were opened,
and referred to the Printing Committee with power to act.
Councilman Large placed the name of Mr. Garl G. Washburne in nomination as
President of the Council. Motion was lThade, seconded, and -carried that he be
elected, and Mr. Washburne was declared duly elected.
Mr. Monroe, as chairman of the Police Commit tee recommended that some pl~ovision
be made to take care of the department which Mrs. Ady has been conducting for
distribution of chari ty, s.nd the Building Inspector was directed to provide some
sa ti sfac tory arrangement for th i s department.
Motion was made, seconded, and carried directing the granting of a petition
for the pavement of Kincaid Street from 13th Avenue to 15th Avenue, and directing
the City ~ngineer to prepare plans and specifications.
On motion of the Street Committee, it was ordered that the City Engineer pre-
pare plans and s ecifications for a bridge across the Amazon at Washington and
Lincoln ~treets.
