It:: ~ ,,~ Council met in monthly session, aJ;ld was called to order by Mayor Wilder, all Councilmen present excepting Mr. Monroe. ~~~. Minutes of the meetings of February 11, February 15, and February 25, 1929, appro ved. Mrs. Horton and Mrs. Brown appeared before the Counci! in the interest of Playground activities, ani urged that the Council dispense with the Auto Park baok of the Butte, and to vote the space to park and Playground facilities. Mr. Hansen, Dr. Bovard, and Mr. Shelton urged the Council to prov ide parking accomodations for tourists in the We,st park ai' the Public Sq,ua.re, ~d Councilman Washburne moved that the program ot,the Tourist Committee be adopted as a policy of the Council with the provision that the details and necessary ordinames be worked out in conjunction with the Street and Police Commit,tees. The motion was , seconded and carrie d. . Mr. A. L. Meyers appeared before the Council at the suggestion of the City Planning Commission, and outlined his idea of plans for the improvement of the Butte Park. Councilman Washburne reported for the Park Board the recommendation th~t the City purchase the plan and servioe of Mr. Meyers for beaatifying the Butte, inclUding the tract offered by F. L. Chambers at a oonsideration of $250.00. The motion was made, seconded and carried to adopt the recommendation. I Chairman Washburne of the Judiciary Committee req,uested, and was granted further time for consideration of group insurance' for the City. The Finat1ce Commit,tee, by Chairaan Large, recommended for ps..vment the following bills: Motion was made, and seconded that the bills be allowed, and warran ts drawn to pay the saara. ,The ase s ani nays were called, all present voting aye, absent and not voting, Monroe. The mat ter of disposti on of the Eugene Auto Camp Grounds being cons.id ered ,at this time, CouJ;lcilmi3.n Washburne reported that the Park Board were desirous of continuing the Auto Camp Grounds during the co@ing season wi th the assura.noe tha t the Council would not be asked for additional maintenance fUnds. The Ordinance repealing Ordinance No. 2965, entitled, !tAn Ordinance to regulate the use of tm Eugene Jt'uto,;,,<Camp Grounds, fixing compensation to be p3.id for its use, creating the of fie e of "Park Tender" and de1'ining his powers and duti es and pre scribing penalties for a violation of this Ordinance", was read the third time ,qand pihaoed , upon its final passage. The ayes ani nays were called, all present voting aye, absent and not voting, Monroe. The Ordiname w.as declared passed and numbered 7~15 . The Fire & Water Coa~ittee, by Chairman Hendershott, recommended that a light be installed at the center of the alley betjween Charnelton and f!,!-1l~k01<nt~&.se~t and 7th and 8th Avenues. On motion, the recommendation was adopted. Chairman Zumwalt of ,the Health Committee reported the people of the City were giving serious consideration to the matter of cleaning up their premises, and their resPOnse was very .satisfactory. , I Ci t Y At torney Calkins reported some small bills agains t Mrs. Dunwoody were being presented to the City, and that the City had settled with Mrs. Dunwoody, and that the claims should be rejected. On motion, the recommdation was duly adopted. The Chairman of the Sewer Committee, A. A. Reid, and City Attorney S. M. Calkins submitted a recommendation that the appliC'ation or Sherman A. Young for permission to connect Lot 2, Block 1, Melrose Addition to a City sewer be denied. On moti on the r epo rt was duly adopt ed. The Street and Finan.ce Committees, by respective Chairmen, Mr. Lamb and 'Mr. Large, submitted :&writ.ten resolution that the lawsuit of Alfred Olsen in the matter 01' opening 18th Avenue East be settled by allowing Alfred Olsen $1500.00 damages' and waiving any claims for benefits, and that sald Alfred Olsen be paid by the City $1500.00. . Motion was made to adopt the resolution, and the ayes and n~s were called, all present voting 8.3'e, absent and not voting, Reid and Monroe. Eugene, Oregon, March 11, 1929. The matter was referred to the City Engineeb to report back plans' at the next me e ting of the C ounc i1. Bids fOl~ the purchase of the motor of the damages fire truck were received from the National Machinery Co., which off'ered $lG7.50, and from the Dayton Sand & Gravel Co., which offered $200.00. On motion, the bids were rejected. As per the call, bids were, received for the paving of Kincaid Street from loth Avenue to South line of Kincaid Addlt ion as follows: '! One sidelwalk assessment ordinance was read the f irsttime and. laid over. Four sid.ewalk improvement ordinanees were read the first time, and passed the ir second and third readings by ti tIe by unanimous consent under suspension of the rultl and wel~e placed on their final passage. An Ordinance regulating the production,' sale and distribution of milk and milk products in the City of Eugene, Oregon, providing a pen~311ty for the violation thereof, repaaling all ordinances and parts of ordinances in conflic.t herewith, and declaring an emergency, was read the fil"st. time, and passed i t.s second and third readings by title by unanimous.consent under suspension of the rule, and was placed on its final passage'. M. Murray and the Southern Pacific Co. have made application for the gran ting of a franchise for the construction ot' a railway track on the South side of 5t;h Avenue, and have filed a proposed ordinance and blue print there- for, NOW THEIlliFORE, be it resolved by the Common Council of the City of Eugene that the considera tion of said franchise elhall be heard by the Common Counci'l, on Monday, April 8" at 7:00 o'clock P~ M., and that the City Recorder is hereby directed to give due notice thereof by publication as bU law provided.
