I Council met in regular monthly session, and was called to order by Mayor H. E. Wilder. Thel~e were present all C01.Lncilrnen except Washburne am 'Lamb. Minu tesot' :March 11, and 25 , approved. Hr. HeLLs appeared before the Cou11cil asking that the old petition 1'01' a sidewalk on the North side or Cl~OSS Avenue 1'1'0111 Polk Street t,o Railroad Boule- vard be considered, and that a sidewalk be ordered in. Mr. Roy Stien expressed a wi llingness lio cons tr1.w t a sidewalk along hi s pI'ope rty wi th out the passage of an Ordinance. No further action was taken. The Finance Commi ttee, by Chairman Large, reCom[llende{i that the report ot' the Auditors be accepted and filed, and a warrant be dravV!1 in payment for their services in the sum 01' ;jp':l:96.00. Motion was made and seconded to adopt the l'eport, and the ayes and nays were callecl, all present voting aye, absent and not vo t Lng, lria shbul"'ne and Lamb. The Finance Committee recommended that the regular monthly bills as approv- ed by them be allowed, and a motion was made ,seconded and (iuly carried to adopt slich re port. Chairman Zumwalt reported that the Health Committee was waiting for further advise from the State 01'ficers on the lnatter of Meat Inspection. 1\11'. Reiei, Chairman of the ~ewer Commit tee, reported a complaint from property owner~3 had been received as to an unsanitary condition resulting from the failure to conne ct up a 1a t eral sewer to th e fIla in sewer on 11th Avenue Eas t, and the Cit y .Engineer expla ined that this was some thing which apparently had been overlooked a good inany years BgO in the construction of the new sewer. The matter was lef't in the hands of the Sewer Committee. City Attorney Calkins reported that two lots at the Aviation Field in the run way of the Field had been sold to private parties for d~linCluent taxes, and he was ins tructied to take the necessary steps to acq,uire this property,and also to investigate the matter as to a third l.ot in the same location to which the Ci ty had not acq,uired title. The Cit.}r Attorney also reported that the Bond Attorneys had approved the record 01' the Council on the proposed Interim Bonds. 1 The Cit.v' Attorney reported also that Mr. Biggs had expressed in a letter the regrets 01' the University for the injury received by 1'Ir'~3. Stebno, and that he had taken u]:) wi th the Fray.{t ernitie s the matter of throwing base balls in the streets, and a,n ef'1'ort to curb this practice to the extent necessary 1'01' public safet,y- was being made. At this time, liouncilmen ,Washburne and Lamb appeared in the meeting. The Judiciary Committee by Chairman Washburne, stated that the committee had gone over the ':iuestion of group insurance, and had decided t,o recommend tha t the C ity adopt the plan proposed by tbe Ae tna Insurance Company a sthe Water Board is alread.y carrying it s policy~, wit h this company and it would not seem advisable to make a change on their part, and was desirable that all the city employees should be taken care of in the same com.r;an.}~. A motion was made and seconded to adopt the recommendation 01' the JUdiciary Committee, and at'ter the matter was di scussed and a representative 01' the Artisans had been heard, the ayes and nays were called, all Councilmen voting aye, nay, none. An o1'1'er of Charles O. Foster to sell to the City, for the sum 01' $L>OO.OO a tract 01' land, 48 feet by 54 :t'eet at the Southwest corner of' Lot 1, Block 1, 1~rtins Addition in ymat would be Monroe Street U' extended North, was read and referred back to the Street Committee. Rtlports of the Eugene Public Lib:rary, and 01' the Cit,y' Building Inspector for the month 01' March were placed on file. ,I On moti on it Vlas ordered tha t the liu tes provided under Ordiname No. 4110 now vested in the Health Officer and Health Committee, be delegated to the Milk lnspector, and that said ordinance be amended for thlit purpose. A petition for a Street marker and Street light at the intersection 01' ~5th and Nixon Street was re1'erred to the Street Committee as to the marker, and to the Fire & Water Committee as to the Street light. ~ 18~ I A petition tor the paving of 2nd Avenue from Blair Boulevard to the City .limits was' refel~red to the Street Committee. Bristow at $22:09.00 be accpeted, and. on motion, such recommendation was unanimously adopted, and the Mayor and Rt:lcorder directed ,to enter into a contract wi th such successful bidder., As per the call, bids were received for the construction ot' a wooden bridge on washington Street, acr'oss the Amazon Slough,as l'ollow;s: F. Bristow at ;fji215'9.00 be accepted, and on motion, such recommendation was unanimously a(lopted, and the Mayor and Recorder directed to enter into a contract with such success1"ul bidder. ' I An Ordinance requiring persons coming in c.ontac,t:.with or h311dling l'ood to secure a permit from t he Health Ot'1"icer 01" the City 01' Eugene, was read, and a communication from the Eugene Fedaration or Womens Organizations was presented, and Mrs. Ross Addressefi tl~ Council, after which the Ordinance was referred to the Health Committee to take up the question of compensation to examing physician.' Fourteen sidewalk assessment ordinances vI/ere read the first time and laid over. , " Two sidewalk improvement ordinances were read the f'irst time, and passed the ir sec ond and third readings by title by unanimous consent under suspens ion of the rule, and wel'e placed on their final passage., 1'he aye,s and nays were called, allpresent voting eye, nay, none. The Ordinances were declared passed and numbered 7'D37 and 7'{);;8. An Ordinance granting to J. M. Murra.v, and the Southern Paci1"ic Co., the franchise or right to construct railway tracks and to operate cars thereon and to transport, express and l'l'eight thereon along 5th Avenues, having been read the first time on Ft:lbruary ~5, 19~9, and notices published for three successive and consecutive weeks setting the date 01" hearing 01" said franchise 1'01' April 8,1929, now coming on for fUrther action, the ordinance was read the second time, and passed its third reading by title by unanimous consent under suspension 01" the rule and was placed on its 1"inal passage. Chairman Large of the Finance Committee p.resented to the Council the request of the City Treasurer that he be provided with a new calculating machine. The matter was lel't in the hands of the Finance Committee. I Mr. C. J. Pembrooke called the attention 01' the, Council to the claim 01' the Ci ty 01' an old lien on account of a sewer connection on Van Buren Street, which was b'Upposed to have been adjusted several years ago, fhe mat tel' was referred to the City Recorder for investigation and report. Chairman I.l.endershott of the l!'ire & Water Committee repol'ted that on further investigation it had seemed advisable to construe t the l'ence at the Aviation E'ie Id with wood instead of wire, on account 01' its higher visiblity which would be an advan~age to pl~1es landing on the Field as well as to enable us to use a home product, and on motion, it was ordered that the Fire & Water Committee be author- ized to install the wooden fence. The question 01' possible changes inthe ordinance regardling the erection of signs on the business Streets 01' the liity was re1'erred. to the City l!;ngineer and Building Inspector.
