Minutes of the regular meeting of the Common
.hour or 7:;00 o'clock P. M.; on May 10,1929. There were
and all member's of the Council, except Reid and Monroe~
order by the Mayor.

Mrs. IvIa;xham and 1'ro1"essor DeCou appeared before. the Council request-
ing tl~t the Council rescind its approval of the Park plan previously submitted,
and both parties urged the employment 01" Mr. Otten, whom they recommended highly
as a competent landscape architect. A motion was made by Councilman Washburne
that the Council rescind its fromeI' action, and accept the recommendation for
the employment 01" ~~. Otten at an estimated cost 01" about $1,250.00, to work out
a plan of landscaping for the Butte Park, and that a plan of financing be taken
up by the Finance Committee with Mr. Otten, with the possibility of arranging
payments so that part of the cost can be met next year. Motion was seconded and
carried.

M~r. Percy Patterson presented a request to the Council for some
relief from his assessments on account. o:r, the taking of 17th Avenue for Street
purposes, and re-location of the Amazon Drainage Ditch through his property,
which had made it impossJ.ble t"orthim to have access to his lots. The matter
was ref'erred to the Street and Sewer Committees, the City Engineer, and City'

the aSl?essments which have been placed against various properties in Lot 2,
Block 24, FairJnount, at Franklin Boulevard and Villard Streets, and the matter,
involv ing investigation of details was l'13ferred to the City Attorney and City

Chairman Large of the Financl3 Committee recommend.ed that the City
purchase a No.8 Marchant calculat ing maehine for the Treasurer's off'ice, at a
cost 01" $425.0'0, the terms of' payment belng one half on delivery, and one half'
~o be paid in ,January, 1900.
Th3 Finance Committee also rl3commendted that. the following bills be
paid. The ayes and nays were called, all present voting aye,.abs6lnt and, not
voting, Reid, anq. Monroe. Such bi lIs wex'e ordered allowed.
Ch.l3.irman Lamb of the Street Committee recommended that the petition
for paving the alley between Olive and Charnel ton, from 16th to 17th Avenues
be granted, and the recommendati on was, on moti on, duly adopted.
Chairman Hendersho tt of the ]!'ir e & Wa tel' C ommi t tee recommended the
granting Of a petition for the installation o:rornamental Street lights on
Charnelton Strl;Jet from Broadway South to loth Avenue, on Olive Street from lOth
Avenue North to Broadway, and on Broadway from Olive Street West tro Charnelton
Street, and on mo~ion suc~ recommendation was duly adopted, and the City A~torney'
was direc ted to prepare the necessary ordinance for carrying into .eft'ect the'
ornamental l~~lting program on the Streets above designated, and also on 10th
Avenue, in accordance with a petition heretofore approved by the City Council.
Chairrmn Zumwalt of the Hea,1ijh Committee moved that the Council
lay on the table the proposed Health Ordinance relating to Hotel and Restaurant
employees. Motion seconded and carried.

CiijY Attorney Calkins reported that he had been unable to get in
touch with the man in the Salvation Army who owned one or the lots at the

Chairman Lamb of the Street C:ommittee recommended the granting of
the petition for paving the alley between Willame tte and Olive Streets from
6th Avenue to l5th Avenue, and the recommendation was, oLl motion, duly adopted.
Regort of the Building Inspecltor for the month or April, and of
the Eugene Public Library were read and l>laced. on file.
Application of Mrs. E. A. Cole for a rooming house permit to
conduct the Yaljes Hotel, approved by Chiel" of Police Strait, was on motion,
granted.

asking the Council to take prOj;er steps to discourage or prohibit the adver-
tising of cigarettes for the use of girls, was presented, and Mrs. June W. Lamb
addressed the Council on this subject. The matter was ref'erred to the Judiciary
C ommi t tee.
The bill of Charles H. A. Brechtel against the Unitarian Church
Parsonage, in the sum of $20.20, was reported back by City Engineer Clubb as a
just bill, and one that sh ould be paid by the City, and on mot ion duly made an d
carried, it was ordered that said bill be paid.

A co~nunication from A. L. Bar bur , Commissioner of St~eets or the
City of Portland relating to the manner 01' handling black top paving bids in
said City, was read, and placed on 111e.
A communication from Mayor Baker of Portland to Mayor Wilder,
recommending the Portland Ordinance as a means of reducing radio interference,
was read and placed on fi le.
An Ordinance to provide for minimizing the r.adio inter1'erences,
providing a penalty, and declaring an emergency, was read, and Attorney E. O.
Immel addressed the Council as to the merits of the proposed Ordinance, after
which the Ordinance was referred to the Judiciary Committee.

Avenue from Willamette Street to Oak Street in the City of Eugene, and
WHEREAS, pursuant to said resolution, the City Engineer of the City of

the said Alfred, Olson, and said appeal dismissed, and it appearing that there is
no r'ur- the r ob je c ti on 0 r ap peal from the find. ings of' sa id vie we rs, an d tha t the
time for filing any appeal herein is now passed,and
WHEREAS, the City of Eugene has d.elivered its general warrant to said
Alfred Olson for damages in the taking of his property for said Street in the
sum of $1500.00, and
WHEREAS, in the settlement with said Alfred Olson, the matter of
benel'its, as found by the viewers in the sum Of $250.00 to the prope.rty of said
Alfred Olson was waived by the City, and
WHEREAS, by the report of said viewers it appears that the property
or John F. Allen and H. A. Soults taken in the opening of said. Street has bee.n
estimated at $250.,00 damages, and
WHEREAS, the property of the said John F. Allen and H. A. Soul~
bere fit ted by the opening of sai d S tree t has been fixed by said viewers in the
sum of $G50.00, NOW, THEREFORE,
BE IT RESOLVED, by the Common Council of the City of. Eugene, that
it is deemed nece ssar y an d advisable tolay out, open an des tablish said 18 th
Avenue from Willamette Street to Oak Street, in the; City of Eugene, Oregon, and
that all warrants to be drawn on the part of the City of' Eugene have been drawn,

resolution for record in the deed records of Lane County, and

Council to take the necessary steps to sell ~400,OOO.00 of Interim Power and
Light Bonds.
An Ordinance providing for the issuance and sale of $400,000.00
Interim Power and Light Bonds of the City of Eugene, was read the first time,
and passed its second. and third readings by title by unanimous consent under
suspension of the rule, and. was placed on its final passage. The ayes and nays
were cal.lEd, all present voting aye, nay, none. absent and not voting, Reid and
Monroe. The Ordinance was declared passed and numbered 7~56. -

Three Sidewalk Improvement Ordinances were read the first time, and
passed the ir second and third readings by title by unanimou~3 c ansent under
suspension of t;he rule, and were placed on their final passage. The ayes and
nays were called, all present voting aye, nay, none, absent and not voting,
Reid and Monrca. The Ordinances were declared passed and numbered consecutively
from 7'057 to 70.59, both numbers inclusive.
An Ordinance for the const~uction of a sewer in the alley between
Oak ~treet and Pearl Street from 16th Ave.nue to a point 1~4 feet South or 16th
Avenue in the (.;i ty 01' l!;ugene, Oregon, was read the first time, and passed it s
second and thir'd readings by ti tle by unanimous consent under suspension of the
rule, and was placed on its final passage. The 83es and nays were called, all
present, voting aye, nay, none, absent and not voting, Heid and Monroe. The
Ordinance was declared passed and numbered 7~60.
An Ordinance adopting the plans and spe.cifications of the t;ity l!;ngineer

An Ordinance reassessing the p!~ving ahutting on a certai,p, tract on
11th Avenue West between Tyler Street and'Chalubers Street, and fixing a time
and place for the hearing 01' objections, was read the first time, and passed
its second and third readings by title by unanimous consent under suspension of
the rule, and was placed on its final passage. The ayes and nays were called,
all present voting aye, n~y, none, absent and not voting, Reid and Monroel The
Ordinance was declared passed, and numbered 7362.
The Recorder reported that the City was startin€; a foreclosure against
a tract 01' land assessed in the name of Lane County, which tract lies in the
line of Tyler Street, and tha t . the County had expressed a willingness to deed
this land to the City for Street purposes in settlement of this lien. The
mattel~ was rei'erred to City Attorney Cal]c.Lns to acquire a deed from the County.
The .Recorder reported the commu1!lica ti ons of the Howard-C ooper C orpor-
atlon reciting the damage which occurred to the f'ire apparatus in transit, the
company reporting that the apparatus had been returned to the factory for re.pair.

The Recorder als 0 reported the c ollecti on from the Postal Telegraph-
Cable Co. 01' $2,50.00, representing the amount due the City under the franchise
1'or the years 1920 to 19~9, also that he had requested the Company to place this
1.ee on their rel:;ords as a 1'ixed charge with the request it be remi tteC1. to the
City Treasurer annually.
The :t'."esignation of Emma F. Waterman as a member of the Eu..gene Play-
ground Commission was read, and Mayor Wilcler ~p'ppointed Mrs. S. C. Pursley as her
successor, and the appointment was, on motion duly coni' irma d by the Council.
City Engineer Clubb reported that he had com'erred with a government
man interested in the development 01' Aviation, and had received the impression
from him, that it would be necessary to erect boundary lights arOUl1rm the
Aviation Field before the mail plates would be able to use the Eugene Field for
a reglilar landing Field, and that the stiitlated cost of this installation would
be in the neghborhood of $G400.00. The Council was not ready to take final
action on this matter, but a motion was made, and seconded that the Council go
on record as faIToring the installation of the boundary light s, a t the earliest
practicalbe time.
