Council met pursuant to adjournment of May 16th. There were present
the Mayor and all members of the Council" except Monroe. Meeting called to order
by the Mayor.
11r.. Hugh Rosson, Manager 01' tihe Pageant" asked for all the concess-
ions in the Park Blocks near the Court House, including the closing 01' the
Streets to traffic during the days 01' July 24th to G7th, inclu6ive. On motion
duly seconded, the request was granted.

C. F. Hyde stated his position with reference to the circulating oi'
a petition for paving Indiana Street from Agate Street to Columbia. Street. He
expressed a desire to have the improvement continued one block East from Colum-
bia Street on Indiana Street, stating that he had rei'rained from circulating a
petition at thE~ request of the petition eirculator, for the first mentioned part
01' the Street, and asked that the matter be laid over for consideration as one
continuous pro~ject. The matter was re1'e.r'red to the Street CO$nittee. ~
ThE~ Judiciary Committee, by Chairman Washburne, reported the matter
oi' objectionable cigarette advertisementEi on billboards has beeIJ" taken up with
the vari ous bi Ilboard advert isers, and ob je c ti onable posters eliminated, and
that they had secured the promise of theEle people that no 1'urther oQj3ctionable
cigarette postt:lrs will be displayed in Eu.gene.
Tht:l JUdiciary Committee also reported a recommendation that the radio
ordinance, rei't:lrred to th.em at, the last meeting, was satisfactory, and recommen-
dedit for passage.
Th€i Judiciary Committee also reported the request for the right to
put on an Air Circus on two afternoons du.ring the llSunset T.t'ail" Pageant, stating
that the same 'would be in harmony wi th the arrangement of the Hobi Airways Co.,
and recommendeal that the Council's consent be 'given. On mot,ion duly seconded
and carried, all of the mattel"s above reported and recommen(ied by the Judiciary
Commi ttee, Wer€i approved by the Council.

An explanation by the Street Committee of the Percy Patterson assess-
ments was had, a1'ter which the matter was continued in the hands 01' the Street
Committee for f~ther consideration.

The, -Fire & Water Committee by Chair'man Hendershott, reported a bid
of the Fleyd Wilson Lumber Co. i'or the purchase oi' the old fire motor at $12 5.00,
which was, on motion rejected.
The Fire & Water Committee also reported the proposal of the Euge-ne
Water Board to install boundary lights on the Aviation fi'ield, on the following
basis:

The cost of lamps to replace those burned out and the labor to
replace t;!1e m is not included in this est.ima te. There should be about
three lamp replacements per year, or 120 at 68 cents each, amounting

any lighting units which may be d~maged.

If system is used after ten years, monthly rate will be reduced
by the ~ount of the monthly depreciation, $G4.00, provided the City
wi 11 reimburse the W'a ter Board fo r the loss due to 0 bsole scence if the
system is replaced before ten years.

Motion was made, seconded, and carried. to instruct the Water Board to
insml the light ing system, and pay for the same on the basis of the monthly
est ian t e.
The Fire & Water Committee aleo reported tba.t Cyril Ball of the Fire
De partment had re signe d, and that Chi ef Nusbaum de sired to appoin t F. M. Bloom-
field as a driver to fill the vacancy, to be placed on the pay roll at a salary
of $120.00 per month, commencing June 1st, and that Elmer Smith be placed on
the pay roll, co~nencing June 1st, at a salary of ~95.00 per month, and such
committee recommended that the Chief should have the authority to make these
appointments, inasmuch as he is responsible for the Fire Department. A motion
was made a~d seconded to adopt the recommendation, and instructing the Recorder
to place the above men on the pay roll at the salaries named, and the ayes and
nays were called, all present vo~ing aye, nay, none, absent and not voting,
Monroe. Motion declared duly carried.
Chairman Hendershott <:1.1so reported to the Council that the .Ifire Chief,
who is President of the State Fire Chief's Association be granted a leave of
absence, with travel absence, with travel and hotel bills allowed to allow him
to attend the Annual Convention, to be held at Tillamook on June 5, 6, and 7th.
On motion, such report was adopted.
Chairman Zumwalt of the Health Gommittee requested further time to report
on the Meat Ordinance, and the same was continued until the next meeting of the
Council.

The matter of corrections in the Milk Ordinance was referred ~o the Milk
Inspector, health Committee, and City Attorney_ "
Chairman Lamb of the Street Committee reported that Mr. Hansen desired
to cut the curbing on the West side of Olive St. between 8th and 9th Avenues,
a wid.th 01> 40 feet. On motion, the request was denied, and the Council instruct-
ed the .l!;ngineer to limit the cut to bO feet.
A largely signed petition for relief from trains whistling withinfue
City Limits, was referred to the JUdiciary Committee.. .
A petition for p~ving Indiana ~treet from Agate to Golumbia ~treet, and
a petition for the paving of Onyx ~treet from IDth to 15th, were referred to the
Street Gommittee. C
A resolution directin~ the Recorder to correct the Minutes of the GOUDcil
meeting of Ocotber Ibth, 1928, to Show the granting of a right to the United
States of America to erect a beacon light on a plot of land 60 feet square at the
Aviation lfield, was read, and a motion was made, seconded, and carried to adop,t
the Resolution. '

Whereas, heretofore on the 18th day of uctober, 1928, an application was
presented to the Common Council of the City of Eugene, that there be granted to
the United States of America the license, right and privilege to erect and
maintain an aerial beacon light, together with necessary appurtenanc'es -thereto
and equipment usedlin connection therewith, upon the following described land
in Lane County, Oreb"On, owned by the City of Eugene, to-wit:
A plot of Jarrl 60 fee t square, located in the Nor theast
quarter of Section 1, Township 18 South, Range 4 West,
described as follows: Beginning at a point 2615 feet
West, then 1785 feet south 01' the northeast corner of
Section 1, thence East 60 feet, thence south 60 feet,

ot' Emerald Stree t from the South line of ~4th Avenue to the North line ot' 25th
Avenue in the 'City 01' ~gene, and to mark the boundaries 01' said proposed open-
ing by sui tablE, monuments upon the ground, and to make a pla tor the same and a
written report containing a full and comolete description of said proposed open-
ing and the boundaries there01' and the portions of each lot or tract 01' land
to be appropriated therefor and to file such survey , report, and plat with the
Recorder ot' the City 01. Eugene, within tw.anty days from the date ot. the passage

A Remonstrance agains,t the paving 01' the alley between Olive and Charnel ton
Street from 16th to 17th Avenues was read, and a motion made, seconded, and
carried to allow such remonstrance.
As per the call, bids were received for the improving of James Avenue
from Columbia Street to South Moss Street, as follows:

Said bids were referred to the Street Committee for report, and such
Committee recommended the bid of Hargreaves & Lindsay at $2968.10 be accepted,
.and. on motion, :such recommendation was unanimously adopted, and the Mayor and.
Reocrder directed to enter into a contract with such successful bidder.
x As per the c8.l1, the following bid was received for the construction of
a sewer in the alley between Oak and Pearl Street from 16th to 17th Avenue:

This beiling the only bid SQbmitted for such improvement work, it was
referred to the sewer Committee for consideration.

time and place for the hearing of objections' and directing the giving 01'
notices, was read the first time, and passed its second and third readings by
title by unanimous consent under suspension of the rule, and was placed on it s
1'inal passage. The ayes and nays were called, all present votinga.ve, nay, none;
absent and not voting, Monroe. The Ordinance was declared passed and numbered

An Ordinance to improve the alley between Willamette Street and Olive
Street from 5th Avenue to 6th Avenue, in the City 01' Eugene, Oregon, by paving
the same wi th concre te, was read the fir st ti me, and passed its second and third
readings by title by Ullanimous consent Ullder suspension 01' the rule, and was
plac'ed on its 1.inal passage. The ayes <:ind nays were called, all present voting
aye, nay, none; absent and not voting, Monroe. The Ordinance was declared
passed and numbered 7664.

Thirty-eight sidewalk improvement ordinances were read the first time,
and passed their second and third readings by ti tle by Ullanimous consent under

An Ordinance to provide for minimizing the radio interferences,
providing a penalty, and declaring an eme,r-gency, having been read. the first time
on May l;;th, 1929, was read the second time, and. passed its third reading by
title by unanimous consent under suspension 01" the rule, and was placed on its
r'inal passage. The ayes and nays were called, all present voting aye, nay, none;
absent and not voting, Monroe. The Ordinance was declared passed. and numbered

first time on May l"th, 1929, and registe.r-ed notices for protest having been sent,
and now no protests being received, said ordinances were read the second tim~

The matter of Street signs along the business Street was ret"erred

The matter of cutting the curb lines to a wider radius at the
intt!ersections o:t" Olive Street with 8th Avenue, Broadway and 10th Avenue was
rel'erred to the Street Department and Cit~{ Engineer with power to act.
