Chairman Large reported that the FLnance-Committee was considering the matter of liability insuranoe f'or City automobiles, but was not prepared to malee a report. The ~proposal of A. R. Gray to deed a strip of land. on Indiana I' street to the Ci ty in return for a deed to the t.r'iangular parcel at the inter- section or Indiana and Columbia Street, was ~esented, and the Council agreed to accept the .proposal of' Mr. Gray if he would also deed to the City the strip of land along Columbia Street. Haviland as a - Traffic Officer in the place of A. S. Currie, resigned, and. that he be placed on I the regular pay roll, commencing June 1st, 1929, at a salary of' $145.00 per m?nth, and that the Recorder be instructed to dra~v warrants in his favor at the tlme the reg'Ular payroll warrants are drawn. Motlon was made and seconded to ~ confirm the appointment on the above terms, and the ayes and nays were called, ~ all voting ase, except Lamb and Reid, who were temporarily absent and not voting. I to widen Columbia Street from G3rd Avenue to Indiana Avenue, by extending the width 11 feet, all in the City of Eugene, Oregon, and the City Engineer is hereby directed to make a survey of such street and mark the boundaries thereof and to make a plat of the same aqd a written report containing a full and complete description of such street ,and the boundaries thereof and of the portions of each lot or tract of land to be appropriated therefor, and to file the same with the Recorder of the City of Eugene within twenty days from the date of the passage of this Resolution, unless the Common Council shall grant further time therefor. Notice having been given by publication, of the reassessing 01' paving on Villard Street, <,:.nd setting a date for a hearing, and now no protests being received, an Ordinance levying assessments for paving Villard Street from Franklin Boulevard to Fairmount Boulevard in Eugene, Lan.e County, Oregon, as the same abuts upon the South 277 feet of' Lot 2, Block 24, Fairmount in Eugene, Lane County, Oregon, was read the first time, and passed its second and third readings by ti tIe by unanimous consent under suspensi on of. the rule, and was placed on its final passage. A general discussion of the pro posed mea t Ordinanc e was had, in which Mr. Gibson, Mr. Breder, and also L. S. Leech, a repsesentative from the office of the State Dairy & food CommiSSioner, J., D. Mickel, appeared before the Council, after which the Ordinance ~nending Section 6 01' Ordinance No. 6557, by fixing a place for the i~spection 01' meats, and. impsoing of a license ree theref~, having been read the first and second times on May 16th, 1929, now coming on for further consideration, the Ordinance as read was, on motion duly seconded and carried, , amended by substitution ot' the follo'i ing rates in place ot' those previously proposed one beef, 50 cents; one hog, 25 cents; on veal, G5 cents; one sheep, 25 cents: also bV elimination of the proposal to rurnish twenty-four hours free cold storage, and cold storage thereafter at the rate or 25 cents per day. The Ordinance as I amended, was read the third time, and placed on its final passage. The ayes and I nays were c.alled' all COUIlcilmen voting aye, nay, non.e. At this time, the Committee to whom the bids fof construction 01' ornamen- tal Street lighting system were referred, reported back to the Cou4cil a compilation of the bids without recommendation, and the Council entered into an exhaustive study of' the various posts exhibited, and after full consideration, a motion was made, seconded and carried that the Council finds and determines that the best bid received in consideration ~ quality, price, and material and appearance is the bid 01' NePage IvlcKenny Co. f'or proposal No. 28, at a total 'price o;f $8,699.00, said bid covering Westinghouse Electric Man~acturing Co. Burman, I representing the Nepage McKenny Co., and Mr. Boyd, repl"'esentiing the Westing- house Electric Manufacturing Co., a motion was made and seconded that the Council rescind, its action of' June 24 th , 1929, awarding the contract to NePage I lvlcKenny Co. on ,proposal No. G8, calling for post No.5, being the Westinghouse Electric Manufa.cturing Co. Hollowspun Granite post on the total bid or $8,699.00, II and tha t the Council avvard the con trac t to said NePage Mc~enny Co., at this tire , II covering the post No G, being the NePage McKenny Co.
