Council was called to order : by Carl G. Washburne, President of the Council, in the absence of Mayor I H. E. Wilder, with all Councilmen present except Reid and Zumwalt. . Minutes of the meetings of July 8th and July 22n.d, 1929, appre ved. I' A complaint as to stagnant water condition at 16th and Willamette II :1 S tree ts was referred to the Healt h Commi 't tee and City Engin.e er, also an 11 alleged nuisance at 8th and Washington Streets. Ii Mr. F. E. Kreatz and Mr. FranK Sherman appeared before the Council - i: asking the assistance of the Council in securing bus service for the north part of the Cl ty, stating that they had presented to the Southern Pacific Motor Transport Co. a petitibn requesting this servi,c.e. ,The Recorder was instructed to request the Southern Pacific Motor Transport Go~ to have the ir representative appear at the next meeting of the C.ounc il to e;xpress the views of the Company on this matter. At this time Mayor Wilder appeared in attendance, and also Council- man Reid. The Finance Commi ttee by Ghai.rman Large recommend ed for paymen t the fo llowing bi lIs. The Finance Committee recommended the following estimates be paid: Estimate of Peter A. Nelson for construction of a sewer in the alley betwee n Uni vel' sLty and On.yx I ,Sts. from 24th AV'enue to the P.E. and E. Right of Way. $ 333.90 !I Estimate o~' F. E. Bristow for a wooden bridge on 'I II Washington Street over the Amazon Slough. $2179.80 ,! " Estia:a te of F. E. Bristow for a wooden bridge on Lincoln Street over the Amazon Slough. $2272.50 On motion, the recommendation of the Finance Corrwittee was unanimous- ly adopted. Chairman Monroe of' the Police Committee reported that the Police Officers had worked considerable over-time during the three days of the Pageant, and m,oved that the Council al10w them compensation for over-time work on a pro rata basis according to their salaries, and that the Recorder be I, authori zed to pay them on this basis upon the receipt of a statement from the , Chief 0 f Police showing the time put in. Milk Inspector Lawrence wbmi tted a report of hi.s work from February 1st, 1929, to August 1st, 1929, which was read, and placed on file. Rep,or ts of the Eugene Public Library and R. W. Rundle tt, Building Inspector, for the month of JUly, and of the Hobi Airways Co. for the month of June, were placed on file. A communication from the Building Inspector regarding persons without the City Limits connecting with the City Sewer was referred to the Sewer Committee for consideration and report at the next meeting of the Council. Req,uest of the Jani tor by communication from Mr., Rundlett for I enlarging the do orway ,t 0 the furnace room was presented, and the Counci 1 on motion instructed the Building Inspector to proceed to make this alteration. Cledm of C. E. Ruth for $25.00 damages to his a~Ltomobile on account of an accident caused by the decorative arches at 8th and Vlillamette Street 0 during the Sunset Trail Pageant, was presented, am on motion it was ordered " t hat the same be referred to Hugh E. Rosson, Manager of the Pageant. Harmon to pay the City $425.00 for the' engine and remaining wreckage of the wrecked fire truck was read and ordered held for consideration, and the Recorder instructed to take up with the American La France Co. the value and possible uses of the engine. c The Oregon Insurance Rating Bureau reported that the test.s on the new American La France fire engine were satisfactory in all respects, and sub- "t-.. mitted a tabulated result of tests, which was pJaced on file. The request of Mabel H. Chadwiek for permission to remove the old public market buildings to the Fair Grounds without charge, was upon motion grant,ed, and the Building Inspector directed to issue a permit free of charge. The request of the University'Administration that provision for angilie. parking be made on Kincaid Street between 13th and 15th Avenues, present,ed by E. K. Johnson, Comptroller, was read, and on motion the request was granted. . Application of Tena Thorson for permission to conduct a Rooming House at 775 Willamette Street, and application of Irene McCubbins for permission to conduct a Rooming House at 75 West 8th Avenue, were read, and a motion was made, seconded, and carried, that the same be referred to' the Chief of Police, and that if approved by him, the Recorder issue the permits. Petition of property owners for paving the alleys in the block bounded by Broadway and lOth Avenue, QhaPne,l ton and Lincoln Stree ts, and a peti ti on for paving the alleys between 16th and 17th Avenues from Willame tte Street to Olive street, were on motion granted. I A letter of Neil F. Faulf,raber of Venet'a, Oregon, to B. H. Parker, expressing a desire to obtain some of the elk in the City Park was read, and the Recorder was instructed to communicate with other Citi es tha t mig)::lt care to ,take some of these elk for their City Parks. The Recorder was instructed to purChase hay for feed for, the elk in the City Park. It appearing to the Council that John Jacobson had sustained damages in the opening of Taylor Street in the Slm of $400.00, and that he was assessed benefi ts in the Slm of $50.00, and that in adjusting the matter a warrant had been drawn in the sum of $350.00, a motion was made, seconded, and carried that the lien entered on the City Lien Docket 5, at page 404, and the Treasurer's Record Book J, page 193, line 6, by Ordinance No. 6082, be cancelled of record. The bill o~ Bray Bros. for hauling rubbish from the Rest Cottage from January 1 st, to August 1st, in the sum of $14.00 was referred to the Health Committee. A communication f'rom the Pacific Coast Building Officials Conference requesting the attendance of the City Building Inspector at their Convention at Portland, September 3rd to 6th, inclusive, was read, and a motion was made, seconded, and carried, that the Building Inspec tor be auth or ized to attend thi s meeting. An Ordinance levying assessments for paving the alley between Oak and Pearl Streets, from 5th to 6th Avenues, and the alley between 5th and 6th Avenues from Oak Street to the alley running North and South through said' block, in E'ugene, Lane ,County, Oregon, was read the first time, and lai d 0 ver . An Ordinance levying assessments for paving High Street from the South line of 16th Avenue to the North line of 19th Avenue in the City of Eugene, Oregon, was read the first ti me, and laid over. I An Ordinance levying assessment s for paving Pearl Street between Fourth and Second Avenues in the City of Eugene, Ore@Dn, was read the first time, and laid over. An Ordinance levying assessments for the construction of a sanitary sewer in the alley between University Street and Onyx Street from 24th Avenue to the P.E. and E. right of way, in the City of Eugene, Oregon, was read the first time, and laid over. The ayes and nays were called, all present voting aye, nay, none; absent and not voting, Zumwalt. The Ordinance was declared passed and numbered 7522. An Ordinance adopting an addenda to the Uniform Building Code, being Ordinance No. 6795, was read the fir st time" and passed its second and third readings by title by unanimous consent under su spension of the rule, and was placed on its final passage. An Ordinance to improve the alleys between 6th and 7th Avenue from Olive street to Charnelton Street, and between Olive and Charnel ton Streets from 6th to 7th Avenues, in the City of Eugene, by paving the same with concrete pavement, was read the first time, and passed its second and thi~a readings by title by unanimous consent under suspension of the rule, and was placed on its final passage.
