C'J As per the call, bids were received for the paving of Madison Street from Eight Avenue to West Broadway, as follows: Oscar Snow $2,276.95 Stien Bros. 2,288.50 Hargreaves &.Lindsay 2,288.50 Said bids were referred to the Street Committee for report, and such committee recommended the bid of Oscar Snow at $2,276.95 be accepted, and on motion, such recommendation was unanimously adopted, and the W~yor and Recorder directed t,o enter into a contract with such successful bidder. As per the call, b ids were re cei ved for the paving of the alley between , Eighth Avenue and East Broadway from High Street to the alley East of High Street as follows: Hargreaves and Lindsay $554.80 Oscar Snow < 583.75 Stien Bros. 589.00 Said bids were referred to the Street Committee for report, and such cornmi ttee recommended the bid of Hargl"eaves and Lindsay at $554.80 be accepted, and on mo tion, such recommendation was unanimously adopted, and the Mayor and Recorder directed to enter into a contract with such successful bidder. A delegation from the brotherhood from the various churches of the Ci ty appeared before the Council and asked that an ordinance pl"eventing the advertis- ing of cigarettes on bill, boards 'be passed by the Councilo Among those who spoke for the brotherhood were E. 111. Patterson, A. F. Wheeler, Mr. Wheldon, Mr. Trout, and Fram{ Needham. It was sugeested to the delegation t.hat if they would have the ir a tt orney take the matter up with the CityattoI'ne'y', the matter could be worked out along any possible legal line of procedure. A resolut ion from the Eugene Lodge B. P. O. E. No. ~?57 was read asking for the preservation of the Elk herd in Hendrick's Park illld the improvement of the quarter and feeding conditions. Charle s vVarnock repre sen t ing the American -' Legion also appeared on the sa~e sub jec t, and the Council expressed its apprec- iation for the interest taken by these organizations, and their assurance of cooperation. The ayes and nays were called, Councilmen voting aye, ei ght, nay, none. Chairman Monroe of the Police committee ruled that the Dodge police patrol car be turned over to the Engineer's department at a satisfactory value. The City Engineer having expressed himself as satisfied with this car, and that the action of the Council to advertise for a car for the Engineer be rescinded and t ha t instead the Council advertise for either a four or six cylinder four door open car for the Police department. On motion the reco~nendation was I adopted. The Booth Kelly Lumber Company tendered a deed to the City for a strip of ground running 20 feet on Pearl Street for paving improvement for use of street purposes, with the understanding that the City should release the assess- ment on said 20 feet for the co st of Pearl s tree t pa ving impr ovement, amounting to $82.38. On motion duly seconded and carl~ied it was ordered that the deed be accepted and recorded, and that the sum of $82.38 be allowed by reduc tion on the Lien docket. A peti tion for paving with concrete the alley between lOth and 11th Avenues from Van Buren to Tyler Streets was read, and on motion granted. Peti tion for Macadamizing the alley between Onyx and Emerald Streets, from 19th to 20th Avenues and a cownunication from Geo. E. M. York were read, and Chairman Large of the Street committee reco~nended that the petition be granted. - A motion was made, seconded, and carried, adopting the recommendation. Application of D. P. McGillvary to run a pool room at 450 Willamette Street with the approval of Chief of Police Strait was ordered granted. Advise from the Sheriff and Tax collector that foreclosure proceedings had been commenced against the City of Eugene on Lots 1, 2, and 3, in Block 6, Lizzie Luckey Addition was read, and upon motion was duly seconded and all couneilmen voted aye. The recorder was instructed to issue a warrant to co ver this tax delinquency. A pe ti ti on fr om res id.ent s on the North Pearl S tree t to remove all obstruc- tions from the streets along the Walters-Bushong Lumber Company plant was read, and as it appears that this matter has already been taken care of by an ordinance providing for the construction of concrete sidewalk at the point in question, no fur the l"' action was deemed necessary. The viewers on the matter of opening Columbia Street repol~ted the benefits I to be derived as not sufficient to justify the expense. Mr. Clubb, Engineer, stated that since the viewers had formulated their report Mr. McCully had ad- vised him that the McCully owners would be satisfied with a payment of $200.00 for the strip proposed to be taken, and also that Mr. Gray would accept payment for his strip to be taken on the same pro rata basis. Eight Sidewalk Assessment Ordinances, having been read the first time on September 9., 1929, and registered notices for protest having been sent, and now no protests being recei ved, the ordinances were read the second time, and passed their third readings by ti tle by unanimous consent under suspension of the rule, and were placed on their final passage. I :1 A Resolution of the Eugene Water Board asking a further issuance of $200,000 Interim Light and,Power bonds or regular light and power 'bonds in addition to the $600,000 already issued was read and filed. Following is the resolution: : :t RES 0 L UTI 0 N Whereas, heretofore, the Common Council of the City of Eugene at the .1 !I Ii requ.est of' the Wat er Board of' said ci t.>r has submitted by resolution to the ~ 24~ -- - " -- -~- "- _." _ k _~ electors of the City of Eugene, to be adopted or rejected 'Qy them at an election which was held in said city May 27, 1929, a proposal to amend the Charter of I the City of Eugene by adding a new Chapter thereto authorizing and empowering if' the City of Eugene to extend its lighting and power system, and to issue "t~ ~~' $1,250,000.00 Power and Light Bonds, and in case of need to issue any portion :t>~ of said authorization in the form of Interim Power and Light Bonds, upon a shorter term and uQon a hig~er rate of interest. And whereas, the foregoing charter amendment further provides that,upon ap- plication of the Water Board so much and such part of the foregoing bonds as may be deemed necessary to be used with other funds for the completion of said extension shall be issued and sold as needed by the ,Common Council of the City of Eugene" and providing the form and manner of such issue and the disposition of such funds upon the books of the city. And whereas, the ext ensions for which the bonds are 'being submi tted have gone forward and t~e Eugene Water Board has expended large sums of money from other funds, in carrying on such extensions and an issue of $600,000.00 of Interim Power and Light bonds :q.ave been issued and about exhausted, and further funds are needed, I THEREFORE, be it Resolved by the Eugene Water Board in regular meeti~g assembl- ed, that application be and the same is hereby made to the Common Council of the City of Eugene that a further issue of the bonds so authorized at said election of May 27, 1929" in hhe sum of $200,000.00 be made in the manner and form in said charter amendment provided, such issue to 'be made either of Interim Power a~ Light Bonds or the regular Power and Light Bonds as the Council shail deem best after having called for bids in the al ternate, and tha t such bonds be immediately sold in the manner provided in said Charter Amendment, and the funds .placed in the Power and Light Fund upon the books of the Eugene Water Board to be disbursed in carrying on the extension of its power and light system in said city as provided in said charter amendment. A copy of this reolution shall be transmitted to the Common Council of the City of Eugene, as an application of the Eugene Water Board for the issuance of $200,000.00 of either the Interim Light and Power Bonds or the regular Power and Light Bonds of said city. The foregoing resolution was duly adopted by the Eugene Water Board at its ,regular meeting September 9, 1929, and a copy ordered transmitted to the Honor- I able Mayor and Common Council of the City of Eugene. Immel, representing Journe yman elee tricians were referred wi tihout reading to 1v'Iayor Wilder and the board of appeals and to Chairman Washburne of the Judiciary commi t tee. Chairman Monroe of the Police committee reported that officer Jerry Hoyt had been placa,d a t work on the enforcement of traffic laws and that he had been using his personal car to a considerable extent, and that his work was of similar character of officer Haviland and recommended that he be placed on the pay roll at the same salary, being $145 per month commencing September 1st. On aye and nay vote of the Counc il it was so orderecl. An Ordinance calling a special election to be held in the City of Eugene, ,I November 12, 1929, was read the first time and laid over. ii II A discussion of the Meat inspection situation was presented by Inspector Lawrence and referred to the Health committee to bring in a report at the next meeting.
