A petition was read asking that a street light be installed on Fairmount CQ
Bo~levard, between 19th and 20th Streets. Chairman Hendershott of the Fire and
Water Committee recommended that the petition be granted, and on motion was so
ordered.
A pe ti ti on fro!n property holders on Columbia S tree t 'between twen ty-third (23)
and Indiana Streets requesting permission to place the sidewalk next to the pave-
ment, elimina ting the parking bet ween sidewalk and cur'b, was re ferre d tot he
Street Commi ttee and Ci ty Engineer.
Chairman Monroe of the PGlice Committee reported that the committee had pur-
chased a Ford Phaeton for the police department, and that the police roadster
should be transferred to the Park department, and the Dodge Patrol wagon to the
Engineer's department, at appraised valu.ations to be' charged to these departments
and credited to the police department.
A communication from the miDc committee of the Lane County Medical Society
was .read and filed.
A request from the University of Oregon to place a marquise or roof over the
city alley at the Boy's Dormitory on Onyx Street between Fourteenth and Fifteenth
Avenues, to 'be about eighteen feet above street and for the purpose of a roof
protection in the loading of groceries, was on motion granted.
A request from the State Fire Chiefs' Association, that the City should
appropriate funds to send delegates to the annual 1930 convention at Corvallis.
was referred to the 'budget commi ttee.
'I A deed from Clara B. Spencer and J. D. Spencer to the City of Eugene of
property constituting a portion of Fourth Street West of Blair. which was tendered
to the City of Eugene ,was on motion ordered accepted and recorded.
A resolution and deed conveying to the City of ~ugene Lot 11, Block 1 of
Broadmead, from the Salvation Army was ordered accepted, and motion made and second
ed that a warrant for $50.00 be drawn in favor of the Salvation Army in payment
therefore. The ayes and nays were called, all present voting aye, absent Council-
men Simon and Reid and Councilman Large t'el11porarily excused from Council.
Report of t he Hob i Airwa,y"s Company, showing to tal rece1.9 t s for August in the
amount of $1,335.32 and 5% due City as $66.77, was read and filed.
A resolution from the Eugene Milk Producers' Association urging the enforce-
ment of the Eugene Milk Ordinance for the improvement of quality of milk and the
protection of producers was read and filed.
The agreement of McCully heirs providing for the paving assessments against
their property for the paving of Columbia Street was ordered ,accepted and filed.
A resolution declaring Emerald Street Opening from the South line of 24th
Avenue to the North line of 25th Avenue was read, and motion made, seconded, and
carried to adopt the same. The resolution is as follows:

East along the South line of Twenty-fourth Avenue 66 feet, to the place of begin-

Beginning at a poin t on the Eas t line of Emeralo. S tree t, if produced South
169.10 feet South of the South line of Twenty-fourth Avenue, running thence South

And the City Engineer is directed to prepare and deliver to the City Recorder
an accura te plat of said street and the property hel"eby appropriated for public

An Ordinance levying assessments for paving the alley between 8th Avenue and
East Broadway from High Street to the alley East of High Street, in the City of
Eugene, Oregon, was read the first time and laid over.
An Ordinance levying assessments for the installation of an ornamental street
lighting system on both sides of the following streets: Commencing on lOth Avenue
East at the West side of Pearl Street, running thence West to the We s t side of
Charnelton Street, thence North on Charnelton Street to the North line of Broadway,
thence East on Broadway to the East line of Olive Street, thence South on Olive
Street to and including the 10th Avenue intersection, in the City of Eugene, Lane
Coun ty, Oregon, was read the :first time and laid over.
An Ol"dinance reQ.uiring insurance upon all cabs and vehicles for hire other
than regular street bus service operating between fixed termini, in the Ci ty of
Eugene, Oregon, was read the first time, and pas sed its second and third readings
by ti tIe by unanimous consent under suspension of the rule and was placed on its
final passage. The aye s and nays were calle d, all Councilmen voting aye, absent

An Ordinance levying assessments for paving Pearl Street between Fourth and
Second Avenue, in the City of Eugene, Oregon, was read and passed its second and
third readings by unanimous consent under suspension of the rule and was placed
upon its final passage. The ayes and nays were called, all Councilmen voting aye,
absent Councilmen Reid 31ld Large. The Ordinance was declared passed, and numbered
7626.

An Ordinance amending Section 3303 of Ordinance No. 6795, passed by the
Common Council and approved by the Mayor on the 23rd day of April, 1928, by
striking therefrom the reQuirement that the reQuired stairway shall extend through
the roof as a pent house, vvas read the first time, and passed its second and third
readings by ti tleby unanimous consent under suspension of the rule, and was
placed on its final passage. The ayes and nays were called, all present voting
aye, nay, none; ab sent and not voting, Reid and Large. The Ordinance was declared

An Ordinance amending ordinance No. 6795 by classifying Fraternity houses
and Sorority houses under Group H of Section 504 and under Section 1301 of Ordin-
ance No. 6795, passed by the Commoh Council and approved by the Mayor on the 23rd
day of April, 1928, was read the first time, and passed its second and third
readings by title by unanimous consent under suspension of the rule, and was
placed on its final passage. The ayes and nays vvere called, all present voting
aye, nay, none; a!Jsent and not voting, Rei d and Large. The Ordinance was declared
I passed and numbered 7650.
A resolution directing the 11ayor and recorder to execute and deliver to the
State of Oregon through the World War Veterans State Aid Commission a deed to
the North 50 feet of Lot 16, Block 12, of Fairmount, an Addition to the City of
Eugene, Lane County, Oregon, all interest of the City therein having been paid,
was read and on motion was duly- seconded and adopted.
